In 1987, the Great Lakes Water Quality Agreement between the United States and Canada created the "Areas of Concern": 43 of the most severely polluted areas in the Great Lakes basin. Almost 30 years later, seven have been delisted - three in Canada and four in the United States. The Agenda examines the continued efforts to clean up these toxic hot spots on both sides of the border.
