The collective agreements for teachers in Ontario expired at the start of the school year. The teachers' unions and ministry representatives have been at the bargaining table to reach consensus. But, with no agreement reached, the Elementary Teachers' Federation of Ontario will begin work-to-rule action next week. ETFO president Sam Hammond talks to Steve Paikin about what's at stake.
