SuperBuild or SuperGiveaway? The Tories kicked off their innovative program to rebuild the province's infrastructure this week. The Conservatives promise to spend $10 billion dollars - and attract another $10 billion from the private sector - to rebuild everything from roads to transit systems to sewers across the province. They put the initiative on a par with Adam Beck's creation of Ontario Hydro, the electric powerhouse that built Ontario's economy. But their first SuperBuild project is to give away Highway 409 near Toronto's Pearson Airport. They call it a $13 billion investment. Critics say it's massive privatization through the back door.
