NEWS SERVICES FROM OVERSEAS THAT
WE GET TO SEE THROUGH THE
BENEFITS OF CABLE AND SATELLITE.
I FIND AS I WATCH THAT THE VAST
PERCENTAGE OF EVERY NEWS
BROADCAST I SEE HAS SOMETHING TO
DO WITH SOMETHING HAVING GONE
WRONG WITH THE SOCIAL CONTRACT.
WITH VIOLENCE, WITH WAR, WITH
TERRORISM, WITH, UH, MANMADE
DISASTERS OR NATURAL DISASTERS.
AND THERE'S NO QUESTION THAT
IT'S ABSOLUTELY VITAL FOR THE
SURVIVAL OF MODERN SOCIETY, FOR
THE SURVIVAL OF A DEMOCRACY, BUT
NOT JUST DEMOCRACIES, OF ALL
MODERN SOCIETIES, TO KNOW, FOR
EXAMPLE, WHEN YOU SET OUT TO
DRIVE TO WORK THAT A CERTAIN
BRIDGE HAS FALLEN DOWN AND YOU'D
BETTER NOT GO IN THAT DIRECTION.
THE REPORTING OF DISASTER,
VIOLENCE, SOCIAL UNREST,
NATURAL, UH, VIOLENT
OCCURRENCES, IS AN ABSOLUTELY
ESSENTIAL PART OF THE NEWS
SPECTRUM.
WE CAN'T LIVE EFFECTIVELY
WITHOUT KNOWING WHERE THOSE
THINGS ARE AND THEY UNDOUBTEDLY
SAVE A GREAT MANY LIVES.
BUT THERE ARE SO MANY THINGS
GOING ON IN THE WORLD THAT
ENTAIL THE ACTIVITY OF CITIZENS
AND WHEN I USE THE WORD
“CITIZENS,” I TEND TO SEE IT
WITH A CAPITAL “C,” THIS IS
SOMETHING THAT HAPPENED TO ME
WHEN I WAS WORKING ON MY SERIES
THE STRUGGLE FOR DEMOCRACY,
BEGINNING ABOUT ALMOST EXACTLY
20 YEARS AGO.
AND THE FURTHER I GOT INTO THE
EXPLORATION OF THE WAY THE WORLD
WORKS IN MAKING THOSE 12 ONE-
HOUR DOCUMENTARIES, THE MORE I
BECAME CONVINCED THAT THE MOST
HONOURABLE CALLING IN THE WORLD
IS THAT OF CITIZEN.
THE INDIVIDUAL WITHIN A
COMMUNITY WHO RECOGNISES THAT HE
OR SHE IS BOTH PART OF THAT
COMMUNITY, WITH THE RIGHTS THAT
FLOW FROM THE LEGISLATION AND
TRADITION THAT COMMUNITY
PROVIDES, AND WITH AN OBLIGATION
TO SERVE THAT COMMUNITY AS FULLY
AS POSSIBLE IN ORDER TO KEEP ON
BUILDING TOWARDS THE GROWTH OF
DEMOCRACIES, IN THE CASE OF
DEMOCRACIES, AND THAT'S, IN A
SENSE, REALLY ONLY WHERE THE
WORD “CITIZEN” PROPERLY APPLIES.
IN ANY CASE, WHEN I USE THE WORD
“CITIZEN,” IT'S KIND OF AN
HONORIFIC, NOT SIMPLY A
PRACTICAL TERM.
THERE ARE SO MANY THINGS GOING
ON IN THE WORLD WHICH ALLOW
CITIZENS TO CONTRIBUTE TO THE
AMELIORATION OF DISASTER, THE
STAVING OFF OF INJUSTICES, THE
BUILDING OF A MORE JUST SOCIETY,
THE CONTROLLING OF ASPECTS OF
THE INDUSTRIAL AND THE POST-
INDUSTRIAL AND THE CYBERNETIC
WORLD THAT MIGHT TEND TO GET OUT
OF CONTROL, WHICH WE'RE NOT
BEING TOLD ABOUT, ON A DAY BY
DAY BASIS.

IF I UTTER THE WORD “PAKISTAN,”
WHAT COMES INTO YOUR MIND?
MOST OF THE IMAGES THAT SPRING
TO YOUR MIND QUICKLY WILL BE AT
LEAST CHALLENGING, IF NOT PRETTY
DISTRESSING.
YOU WILL THINK OF A GOVERNMENT
HEADED BY A GENERAL.
YOU WILL THINK OF SOME SUSPICION
OF THE HARBOURING OF TERRORISTS,
YOU WILL THINK OF WARFARE WITH
NEIGHBOURING STATES.
WHAT IF I ADD TO THE WORD
“PAKISTAN,” THE WORD “WOMEN.”
THE PHRASE “THE STATUS OF
WOMEN,” WHAT WILL YOU THINK
ABOUT? I WOULD THINK, FOR MANY
OF YOU,
IT WON'T BE A VERY ROSY PICTURE,
THE STATUS OF WOMEN IN PAKISTAN,
COMPARED TO, LET'S SAY, THE
STATUS OF WOMEN IN FRANCE OR IN
ARGENTINA.
I'M WILLING TO BET THAT THERE
AREN'T MORE THAN TEN PEOPLE IN
THIS ROOM, AND IT MIGHT BE FUN
TO DO A SHOW OF HANDS LATER, WHO
SAW A NEWS STORY WHICH TOLD US
THAT ALMOST FOUR YEARS AGO, BY
PRESIDENTIAL DECREE, LOCAL
GOVERNMENT IN PAKISTAN WAS
TRANSFORMED OVERNIGHT.
LOCAL GOVERNMENT IN PAKISTAN HAS
LARGELY BEEN, UP UNTIL RECENTLY,
UP UNTIL 2000, YEAR 2000, TRIBAL
AND RELIGIOUS.
IN ISLAMIC COMMUNITIES, THERE IS
ALWAYS A WELFARE COMMUNITY,
WHOSE RESPONSIBILITY IS TO LOOK
AFTER THE LEAST PRIVILEGED
PEOPLE IN ANY ISLAMIC COMMUNITY
AND THAT HAS BEEN A
CHARACTERISTIC PART OF PAKISTAN
SOCIETY FOR AS LONG AS ISLAM HAS
EXISTED, I GUESS.
BUT THERE HAVE NEVER BEEN THE
KIND OF SMALL, ELECTED COUNCILS,
LOCAL GOVERNMENTAL BODIES WHICH
ARE CHARACTERISTIC OF THE, THE
KIND OF GOVERNMENTAL ENVIRONMENT
THAT YOU AND I GREW UP IN IN
THIS COUNTRY OR IN EUROPE OR IN
THE UNITED KINGDOM, IT JUST
DIDN'T EXIST.

He walks across the stage and continues AND IT WAS SUDDENLY BROUGHT INTO
EXISTENCE BY DECREE, AND ALONG
WITH THAT DECREE WENT A SECOND
DECREE THAT SAID THAT A
SUBSTANTIAL PERCENTAGE, I THINK
IT WAS 33 AND A THIRD IN THE BEGINNING
AND ROSE TO A HALF, BUT DON'T
HOLD ME TO ACCOUNT FOR THE
PRECISE FIGURES.
A SUBSTANTIAL NUMBER OF THOSE
LOCAL ELECTED COUNCILLORS MUST
BE WOMEN.
AND OVERNIGHT, THE GOVERNMENT OF
PAKI -- THE GOVERNMENT IN
PAKISTAN WAS TRANSFORMED IN TWO
WAYS.
FIRST BY HAVING LOCAL
COUNCILLORS ELECTED
DEMOCRATICALLY, AND SECOND, BY
HAVING A SUBSTANTIAL NUMBER OF
THOSE PEOPLE WOMEN.

STORIES OUT OF THESE LOCAL
COUNCILS, BECAUSE NOT ONLY DID
THEY SUDDENLY FIND THAT THERE
WERE WOMEN HELPING TO RUN THE
AFFAIRS, THE LOCAL AFFAIRS, IN
THE PAKISTANI VILLAGES AND
TOWNS, BUT THAT THE MEN WHO
DIDN'T WANT THIS TO HAPPEN AND
PUT UP CURTAINS TO DIVIDE THE
WOMEN OFF FROM THE MEN, SO THAT
THEY COULDN'T SEE WHAT WAS GOING
ON, OR, IN SOME CASES, TURNED
CHAIRS TO THE WALLS AND TOLD THE
WOMEN, YOU SIT WITH YOUR FACES
TO THE WALL, WERE VERY SOON
ADVISED BY THE WOMEN WHO GOT TO
KNOW WHAT THE LAW WAS PRETTY
DAMN FAST, EVEN THOUGH MOST OF
THEM DID NOT READ AND I'M GONNA
COME TO THAT IN A MINUTE AND
SAID, YOU CAN'T DO THIS, IT'S
AGAINST THE LAW.
AND SO WITHIN MONTHS, 36,000
PAKISTANI WOMEN WERE TAKING PART
IN THE LOCAL GOVERNANCE OF THEIR
COUNTRY, OF THE SMALL
COMMUNITIES IN THEIR COUNTRY.
THAT'S PRETTY EXCITING STUFF,
I'D LIKE TO KNOW MORE ABOUT
WHAT'S HAPPENING OUT THERE NOW.
I HAPPEN TO HAVE A FRIEND WHO'S
BEEN THERE AND WHO'S MET WITH
THESE WOMEN, AND CAN TELL US
SOMETHING, BUT IT SEEMS TO ME
THAT IN A CONTEMPORARY WORLD,
WHERE THE ISSUES OF, OF GENDER
EQUALITY ARE REALLY IMPORTANT, A
LOT OF PEOPLE ARE DOING WORK ON
THEM, THAT THIS IS THE KIND OF
THING THAT WOULD BE A LITTLE BIT
HEARTENING FOR THOSE OF US WHO
CARE ABOUT GENDER EQUITY TO KNOW
ABOUT IN AN ONGOING WAY.
I'M NOT SUGGESTING THERE SHOULD
BE A STORY IN THE PAPER EVERY
DAY, BUT THIS IS A DEVELOPING
SCENARIO.
LET ME TELL YOU JUST ONE MORE
LITTLE THING ABOUT THE
DEVELOPMENT OF IT AND THEN I'LL
MOVE ON.
WHEN IT WAS DISCOVERED THAT ONLY
ABOUT A THIRD OF THE ELECTED
WOMEN WERE, IN FACT, LITERATE IN
THE TRADITIONAL SENSE, ALTHOUGH
IT SOON BECAME CLEAR THAT THE
WOMEN WHO COULD NOT READ WERE
BECOMING WHAT THEY'RE CALLING

THE WORLD, DEPENDS ON KNOWING
THAT THERE IS POTENTIALLY A GOOD
RESULT.
HOW COULD YOU DO GOOD NEWS STUFF
WITHOUT BEING MAWKISH AND
POLLYANNA AND, AND TRIVIAL?
AND WORKED UP A PROJECT THAT
ALISON GORDON AND I SET ASIDE
THE NEXT YEAR TO DEVELOP, WE
CALLED IT “EARTH RISE.”

THAT HAD NEVER HAD, LET'S SAY, A
BOY SCOUT, UH, TROOP OR, UH, AN
ATHLETIC CENTRE AND, YOU KNOW,
THIS HAPPENS ALL OVER NORTH
AMERICA ALL THE TIME, PEOPLE IN
SMALL COMMUNITIES GET TOGETHER
AND THEY MAKE SOMETHING HAPPEN
IN COMMUNITIES AND WE SAID, WE,
WE KNOW ENOUGH NOW ABOUT HOW TO
PRODUCE EXCITING STUFF IN SHORT
COMPASS.
IN A WAY THIS FORESAW THE
STRUCTURAL IDEAS THAT WENT INTO
MY HERITAGE MINUTES, WHICH ARE
NOW 15 YEARS OLD, BY THE WAY.

STANDARDS.
OH SURE, THERE ARE MISTAKES AND
EXCESSES AS THERE ARE IN EVERY
PROFESSION AND EVERY WALK OF
LIFE, BUT JOURNALISTS ARE A
GROUP WHO AS A WHOLE, MAYBE EVEN
TO AN EXAGGERATED DEGREE,
CONSIDER THAT THEY HAVE A
MISSION IN THE WORLD AND THAT
MISSION IS TO POUR LIGHT INTO
DARK CORNERS.
AND TO BRING BACK TO US THE
RESULTS OF WHAT THEY FOUND.
THIS LEADS, IN SOME CASES, TO A
KIND OF ARROGANCE, WHERE THE
GENERAL MESSAGE OF, I WOULD SAY,
