Transcript: Economic Statement | Nov 07, 2004

The opening sequence rolls.

Music plays as clips of politicians and demonstrations appear on an animated
number 4.

A clip shows a gavel banging against a desk, and MPPs voting in the Legislature.

Steve says THIS WEEK ON
"FOURTH READING."
ON THE CHOPPING BLOCK

The fast clip continues and shows the finance minister addressing the audience.

Steve, Janet, Dave, and Sean sit around a table in the shape of a number 4. A
logo on screen reads "4th reading."

Steve is in his early forties, clean-shaven, with short curly brown hair. He's
wearing a grey blazer over a blue shirt and a red flower on his lapel.

Finance minister says... THERE ARE THINGS WE
WILL START DOING THE
FINANCE MINISTER
WARNINGS SPENDING CUTS
ON THEIR WAY.

Steve says HI EVERYBODY I
AM STEVE PAIKEN AND THIS IS
"FOURTH READING" FOR
THIS WEEK.
THE OPPOSITION PARTY SAY
LOOK OUT, THE GOVERNMENT
SAYS, THEY MAY BE RIGHT.
FINANCE MINISTER GREG SORBARA HAS
BROUGHT DOWN HIS MID
YEAR ECONOMIC STATEMENT
WARNING THERE MAYBE
SPENDING CUTS ON THE
WAY.
THE LIBERAL SAY PROGRAMS
COULD BE ELIMINATED IN
ORDER TO DEAL WITH WHAT
THEY SAY IS A 5.5
BILLION DOLLAR DEFICIT.

The caption appears it reads, "Greg Sorbara. Onatrio Finance Minister."

Greg says INEVITABLY THERE ARE
THINGS THAT WE WILL STOP
DOING THAT ARE NOT AMONG
THE PRIORITY THAT WE
HAVE SET.
WHAT ONTARIANS WILL SEE
IMPROVING EDUCATION.
AND TRANSFORMATION
IMPROVING HEALTH CARE.
AND BUT PERIODICALLY
THEY WILL SEE
ANNOUNCEMENTS LIKE THE
FACT THAT REGRETTABLY WE
ARE NO LONGER FUNDING
CHIROPRACTIC CARE.

Steve says SO WHAT'S GOING
TO BE CUT AND HOW DEEPLY
OR IS THE GOVERNMENT
PERHAPS EXAGGERATING THE
CASE FOR OTHER PURPOSES?
HERE WITH THEIR VIEWS
JOE CORDIANO HE IS THE MINISTER OF ECONOMIC OF
TRADE AND DEVELOPMENT AND LIBERAL MPP FOR YORK SOUTHWESTERN.

Joe appears in the studio. He is in his forties and has grey hair. He wears a
black blazer, blue shirt, and blue and white square patterned tie with a red
flower on his lapel.

Steve says AND TWO OPPOSITION
CRITICS CONSERVATIVE JIM
FLAHERTY REPRESENTS THE
RIDING OF WHITNEY AJAX

Jim appears in the studio. He is in his forties and has brown hair. He wears a
brown suit, brown shirt and red flower on his lapel.

Steve says AND
MICHAEL PRUE THE NDP
MEMBER FOR BEACHES EAST
YORK.

Michael appears in the studio. He is in his fifties and has grey hair. He wears
a black jacket, white shirt, and blue and purple zigzag tie.

Steve says WELCOME TO EVERYBODY TO
TVO GOOD TO HAVE YOU ALL HERE.
JOE CORDIANO TOYOU
FIRST.
GREG SORBARA AS YOU KNOW HE SAID IN HIS STATEMENT
QUOTE INEVITABLY WE WILL
HAVE STOP DOING SOME
THINGS IN ORDER TO
INVEST IN THE PRIORITIES
THAT MATTER MOST.CAN
YOU TELL US ONE THING
THAT GOVERNMENT WILL
HAVE TO STOP DOING SO IT
CAN FOCUS ON WHAT IT
SEES AS THE CORE PRIORITY?

The caption changes to "Joe Cordiano. Ontario Economic Development Minister."

Joe says WELL THE MINISTER OF
FINANCE POINTED TO SOME
SAVING THAT COULD
POTENTIALLY ACRUE FROM
THINGS LIKE BULK
PURCHASING THAT
HOSPITALS MY HAVE TO
ENGAGE IN AND
THE BROADER PUBLIC SECTOR.

Steve says BUT HE IS REFERRING TO HE IS SAYING
WE WILL STOP DOING SOME
THINGS LIKE WHAT?

Joe says WELL HE HAS NOT DETAILED
THAT.
HE IS GOING TO DO THAT
IN SEVERAL WEEKS FROM
NOW.
SO I AM NOT GOING TO
SPECULATE ON WHAT THOSE
THINGS ARE.

Steve says WHY NOT SPECULATE.

Joe says BECAUSE I THINK IT IS
IMPORTANT THAT MINISTER
HAVE AN OPPORTUNITY TO
EXAMINE HIS RESULTS FROM
THIS ECONOMIC STATEMENT
PUT IN PLACE A REAL
STRATEGIC PLAN, AND THEN
TALK TO EVERYBODY ABOUT
THAT.
AND I THINK THAT'S
COMING NEXT THREE WEEKS.

Steve says JIM FLAHERTY YOU
USED TO BE A FINANCE
MINISTER.
AS YOU LOOK AT THE
THINGS THAT GOVERNMENTS
WANT TO DO WHAT WOULD
YOU SUGGEST THESE GUYS
STOP DOING?

The caption changes to "Jim Flaherty. Ontario PC Finance Critic."

Jim says STOP THE SPENDING
SPREE.
I MEAN WHAT THEY DID IN
THE PAST YEAR HAS GONE
FOUR BILLION DOLLAR
SPENDING SPREE.
THAT'S ADDITIONAL AND
NEW SPENDING.
THAT THEY DID.
AND THEY INCREASED TAXES
BY 7 BILLION DOLLARS.
IF THEY HAD NOT GONE ON THE
SPENDING SPREE THE
BUDGET WOULD BE
BALANCED QUITE FRANKLY.
IT WOULD BE BALANCED
RIGHT NOW BUT THEY WENT
OFF AND SPENT ALL OF THIS
MONEY AND NOW MR. SORBARA SAYS AND MR. MCGNITY SAYS
WELL WE ARE GOING TO HAVE TO
MAKE SOME HARD
DECISIONS.
WELL IT IS ABOUT TIME.
YOU ARE INTO YOUR SECOND
YEAR THE DOMINION BOND RATING
SERVICE NOW SAYS THE TREND OF ONTARIO IS
NEGATIVE.
FROM STABLE.
THEY SAID THAT IN
SEPTEMBER.
I HAVE GOT RIGHT HERE.
YOU WANT TO READ IT, THERE IT IS.
THAT'S WHAT THEY SAY.

Steve says THEY HAVE NOT CALLED
IT SPENDING SPREE.
THEY SAID THEY ARE
INVESTING IN THE
PRIORITIES THAT ONTARIANS
SAY THEY WANT.

Jim says THESE ARE NOT GOOD
INDICATIONS FOR ONTARIO BY THE WAY.
RETAIL SALES TAXES DOWN.
RECEIPTS ARE DOWN FROM
GASOLINE TAX IS DOWN
HOUSING STARTS ARE DOWN.
THE CANADIAN DOLLAR IS
UP.
WE HAVE GOT TO BE
CAREFUL ABOUT WHERE WE
ARE GOING THIS ROUND.
I CARE ABOUT MY
CONSTIGUENT I WORRY
ABOUT THIS KIND OF
UNCONTROLLED SPENDING.

Steve says NO TIME FOR JOKING.

Joe says ABSOLUTELY FALSE.
WE HAVE AN ECONOMY THAT'S
GROWING.
PRIVATE FORECAST CONCESUS
THAT THE ECONOMY IS GROWING AT 2.6 PERCENT
THIS YEAR.
AND 3.2 PERCENT OVER NEXT THREE
YEARS.
THIS LATEST JOB FIGURE
TODAY THAT JUST WAS
RELEASED FOR THE MONTH
OF OCTOBER, 32,800 JOBS
WERE CREATED IN MONTH OF
OCTOBER IN ONTARIO.
THE UNEMPLOYMENT RATE LOWEST
IT HAS BEEN IN THREE
YEARS.
IT IS DOWN TO 6.5 PERCENT. THE
ECONOMY IS ROARING
AHEAD.
EXPORTS ARE PREDICTED TO EXPAND
EXPAND BY 5 PERCENT THIS YEAR
AND 4 PERCENT IN THE NEXT YEAR.

Steve says IN FACT THE NUMBERS
IN THE ECONOMIC
STATEMENT SUGGESTS
INFLATION IS DOWN.
100,000 NET NEW JOBS.
UNEMPLOYMENT RATE IS 6.5 PERCENT
AND GOING DOWN REVENUES ARE GOING
UP 700 MILLION MORE.
ALTHOUGH DOWN IN SOME
AREAS BUT OVERALL UP.
AND THE LIBERALS
JUSTIFYBLY CLAIM THAT THEY
HAVE BEEN DECENT
ECONOMIC STEWARDS?

The caption changes to "Michael Prue. Ontario NDP Finance Critic."

Michael says NO.
I THINK A LOT OF THIS --
LONG BEFORE THEY GOT
THERE AND IT IS WORLD
MACRO ECONOMIC IT IS NOT
JUST WHAT HAPPENS IN
ONTARIO.
IT IS WHAT HAPPENS IN
THE UNITED STATES.
AND WHAT HAPPENS IN THE
WORLD.
WITH ALL OF OUR TRADING
PARTNERS AND QUITE
FRANKLY WHAT I AM
WORRIED ABOUT IN THIS
BUDGET IS NOT SO MUCH
THAT ECONOMY IS NOT
BOUYANT WHAT THEY ARE
GOING DO WITH THE MONEY
OR WHAT THEY WILL NOT DO
WITH IT.
WE LOOK AT THE COUPLE
VERY CHILLING LINES.
NUMBER ONE THEY GOING TO
BE CUTTING OUT SERVICES
AND THEY WOULDN'T TELL
WHICH ONES.
I ALREADY KNOW THEY ARE
CUTTING OUT ECONOMIC
DEVELOPMENT THAT'S FOR
SURE.
YOU ARE GOING TAKE REAL
HIT.
AND THE OTHER ONE -- AND
THE OTHER ONE.

Joe says THAT'S NOT TRUE.

Michael says YES IT IS TRUE. YOU ARE ONE OF THE FIFTEEN MINISTRIES
AND YOUR TAKING A HIT -- AND THE
SECOND THING IS THAT
LINE ABOUT THE 350
MILLION DOLLARS FOR EACH
PERCENTAGE THAT CIVIL
SERVICE GETS INCREASE IN
THE PAY.
AND I THINK IF I WAS
CIVIL SERVANT I WOULD BE
WORRIED ABOUT MY JOB
WHAT I DO AND HOW MUCH
THEY ARE GOING TO PAY ME
FOR IT.
THAT'S THE TWO THINGS THAT I
READOUT OF THIS.

Steve says LET ME ASK JIM
FLAHERTY ABOUT TAX
CUTTING, BECAUSE YOU ARE OF COURSE WELL OF THE WELL KNOWN TAX CUTTERS IN THIS
PROVINCE DID SO WHEN
WERE YOU MINISTER OF
FINANCE.
GREG SORBARA SAID ON THE PROGRAM
LAST NIGHT, THERE WILL
NO TAX INCREASES IN
NEXT YEAR'S BUDGET.
HE SAID IT TWICE.
ARE YOU PLEASED TO HEAR
THAT?

Jim says I ASKED HIM THREE
TIMES IN THE LEGISLATURE.

Steve says HE DIDN'T QUITE
ANSWER YOU THERE.
BUT I THINK THAT'S
BECAUSE HE DOESN'T LIKE YOU THAT MUCH
HE LIKES ME BETTER
AND HE ANSWERED ME, NO.

Jim says I THINK ITS BECAUSE HE KNOWS I KNOW FINANCE AND I SEE WHAT HE’S
DOING.
I MEAN THEIR REVENUE
PROJECTIONS FOR NEXT
YEAR ARE HIGHER THAN THE
2.3 PERCENT PREDICTED GROWTH IN
GDP.
WHERE DOES THE
GOVERNMENT GET THE
MONEY?
THAT'S TAX INCREASE.
SO I DON'T -- HE IS
GOING TO HAVE TO --
RETRACT ON THE SPENDING
SIDE.
AND HE IS GOING TO HAVE
FIND SOME ADDITIONAL
SOURCES OF REVENUE AND
GIVEN PRESSURES ON THE
ECONOMY THAT IS A GENUINE
CHALLENGE. I THINK PEOPLE
IN ONTARIO SHOULD
GET READY FOR SOME TAX
HIKES, GASOLINE TAX LIQUOR TAX, THE
RETAIL SALES TAX BECAUSE
HE HAS ALREADY DONE
INCOME TAX.
SO THINK YOU KNOW PEOPLE
UNFORTUNATELY ARE GOING
TO HAVE TO -- WE WILL
TRY TO BE VIGALENT IN
OPPOSITION AND
DISCOURAGE THEM FROM
RAYS TAX BUT THE DANGER IS THERE.

Joe says WELL, LET'S BE CLEAR.
THE ECONOMY GOING AT 3.2 PERCENT
NEXT YEAR.
AND THAT'S -- PRIVATE
SECTOR FORECAST THIS IS
NOT THE MINISTER OF
FINANCE SAYING THIS.
THIS IS PRIVATE SECTOR
ECONOMIST WHO ARE
PREDICTING THIS THAT'S
STRONG ECONOMIC GROWTH
AND THAT MEANS THE
ECONOMY’S EXPANDING.
REVENUES ARE PREJACKED
TO GO UP BY 10.5 PERCENT.
BETWEEN NOW AND 2007 AND
2008 WHEN WE WILL BALANCE THE
BUDGET. EXPENDITURES WILL ONLY BE GOING UP 2 PERCENT.
IT IS RESTRUCTURE DID.

Jim says HERE IS THE PROBLEM.

Joe says THOSE ARE THE ECONOMIC
REALITIES OF ONTARIO.
IT IS STRONG
FAST-GROWING ECONOMY.

Jim says THE REALITY IN PAST
YEAR IS THAT ECONOMY
DIDN'T GROW AT MORE THAN
ABOUT 3 PERCENT IN YOU
INCREASED 7.5 PERCENT YOU CAN'T
CONTINUE DOING THAT.
YOU JUST CAN’T DO IT. SO YOU HAVE GOT TO
EITHER CONTROL THE
SPENDING-

Joe says WHEN YOU WERE, WHEN YOU WERE IN OFFICE
WITH ALL DUERESPECT WHEN
WERE YOU IN OFFICE, YOUR
SPENDING PROGRAM
SPENDING BETWEEN 2001
AND 2004 WENT UP BY THE
21 PERCENT.

Jim says IT IS LIKE THE --

Joe says UNSUSTAINABLE-
THAT'S WHAT YOU LEFT US THAT’S WHAT WE INHERITED.
THAT'S WHY WE HAD A 5.5
BILLION DOLLAR DEFICIT.

Jim says EQUAL TIME HERE.
THE CHALLENGE IS TO MAKE
HARD DECISIONS.
THAT WHAT TO BOND AND ME
RATING SERVICE I WAS
THERE.
I KNOW THAT FOR EXAMPLE
THE YEAR I WAS FINANCE
MINISTER YOU LOOK AT
INCREASING THE RATE FOR
PERSON ON DISABILITY AND
YOU SAY CAN WE DO THAT
THIS YEAR?
CAN WE AFFORD IT?
WHAT ARE THE OTHER
PRIORITIES HOSPITALS
OTHER SOCIAL SERVICES.
CHILDREN'S TREATMENT
CENTRES THOUGH ARE --
YOU ARE GOVERNMENT NOW.
THESE ARE THE TOUGH DECISIONS
THAT HAVE TO BE MADE.
THEY ARE NOT EASY I
WOULD BE FIRST ONE TO SAY
THAT.

Steve says I WANT
TO BRING IN MICHAEL
PRUE AT THIS POINT.

Michael says I JUST WANT TO SAY YOU CANNOT
POSSIBLY DO WHAT
YOU WANT TO DO NEXT YEAR
IN YOUR BUDGET YOU HAVE
ALREADY SAID YOU WILL
SPEND ABOUT 500 MILLION
DOLLARS MORE YOU CAN'T
DO WITH PROGRAMS YOU
HAVE SET FORWARD UNLESS,
UNLESS AND THIS IS
CHILLING THING, UNLESS
YOU START LAYING OFF A
LOT OF CIVIL SERVANTS OR
YOU START SELLING ASSETS
I THINK THE LCBO IS RIGHT
THERE AT THE FRONT I
THINK THAT'S WHAT'S
GOING TO BE --.

Joe says THE MINISTER OF FINANCE WAS VERY
CLEAR ABOUT THIS.
HE SAID UNDER NO
CIRCUMSTANCES ARE WE
SELLING ASSETS
GOVERNMENT ASSETS TO PAY
FOR ONGOING GOVERNMENT
OPERATIONS.

[Michael interrupts]

Joe says LET ME FINISH.
FOR ONGOING OPERATION.
THAT'S VERY CLEAR.
WE ARE NOT GOING TO DO
THAT.
BUT LET ME JUST REMIND
YOU THAT WHEN THE
CONSERVATIVE WERE IN
POWER WHAT DID THEY DO?
THEY HACKED AND SLASHED
FIRED 8,000 NURSES AND
THEY FIRED WATER
INSPECTORS AND THEY
FIRED MEAT INSPECTORS.
WE ARE NOT ABOUT DO
THAT.
WE ARE GOING TO DO THE
PRUDENT AND SENSIBLE
THING WE ARE GOING TO
BALANCE THE BUDGET OVER A
FOUR-YEAR PERIOD THEY
WOULD HAVE HAD US
BALANCE THE BUDGET THIS
YEAR.
AND THAT WOULD HAVE

- MEANT
DEVASTATION.
WE HAVE A PLAN.
IT IS ON TARGET.
AND WE WILL BALANCE THE
BUDGET IN ’07 AND ’08.

Jim says WE ARE LOOK FOR THE
PLAN WE HAVEN’T SEEN THE PLAN
YET WE HAVE SEEN BIG
SPENDING AND BIG TAX
INCREASES AND LOTS OF
TALK ABOUT A PLAN.
AND THAT'S WHAT I AM
WAITING TO SEE LET'S SEE
SOME OF THE PARTICULARS
OF THE PLAN THE MINISTRY
YESTERDAY IN THE HOUSE WOULD
NOT GIVE US ANY
PARTICULARS OTHER THAN
WE WILL STOP DURING SOME
THING WHAT THEY ARE, WHO
KNOWS.
BUT I DO KNOW THIS.
THE 80 PERCENT OF THE EXPENSES
IN GOVERNMENT TRANSFER
PAYMENTS TO HOSPITALS
AND SCHOOL BOARDS
COLLEGE UNIVERSTIES AND SO ON.
70 PERCENT 75 PERCENT OF THAT IS FOR
WAGES SALARIES AND
BENEFITS AND MICHAEL
RAISED IN LEGISLATURE
YESTERDAY.
WATCH OUT IN THE PUBLIC
SECTOR AND BROADER
PUBLIC SECTOR WHAT THIS
GOVERNMENT MAY TRY TO DO
TO YOU.

Steve says I WANT TO ASK MICHAEL A QUESTION BECAUSE
A LOT OF VIEWERS TONIGHT
ARE WATCHING US IN
NORTHERN ONTARIO THERE
WAS BAD NEWS IN THIS
ECONOMIC STATEMENT IF
YOU LIVED IN THE NORTH.
EVERY REGION OF THIS
PROVINCE SAW INCREASED
JOBS EXCEPT THE NORTH
THEY LOST JOBS.

Michael says I THINK NORTHERN ONTARIO HAS FLATLINED.

Steve says THE NORTH LOST JOBS THOUGH. IS NORTHERN JOBS THOUGH AND ALL OF YOUR
PARTY’S HAVE HAD A
CHANCE TO BE IN
GOVERNMENT HERE SO I AM
NOT POINTING FIGURES HERE I’M ASKING. IS NORTHERN JOB CREATION A
PROBLEM? TOO DIFFICULT
FOR ANY GOVERNMENT TO
SOLVE?

Michael says NO.
I THINK IT CAN BE
SOLVED.
BUT, QUITE FRANKLY, WE
NEED DO EXCITING AND
DIFFERENT THINGS WE NEED
DO SOME ECONOMIC
INCENTIVES.
YOU KNOW PEOPLE WANT TO
LIVE IN THE WARMER
CLIMATES, PEOPLE WANT TO LIVE WHERE THERE ARE SHOWS AND BROADWAY SHOWS. AND
PEOPLE WANT TO LIVE IN A PLACE LIKE TORONTO AND HAMILTON OR LONDON.
UNFORTUNATELY THAT'S THE REALITY.
WE NEED TO MAKE -- WE
NEED TO OPEN UP OTHER
VISTA WE NEED TO MAKE
JOBS AVAILABLE THAT ARE
NOT RESOURCE-BASED
PROBLEM IN THE NORTH IS
THAT ONCE YOU CUT DOWN THE
TREES OR MINE OUT THE MINE
YOU KNOW TOWN CLOSED
DOWN AND YOU CAN SEE
WHOLE BUNCH OF THEM
ACROSS WE NEED TO BRING
SOME MANUFACTURING AND
BRING REALLY STEADY JOBS
JOBS TO THE NORTH.

Joe says LOOK I WAS JUST IN NORTH BAY.
AND I WILL TELL YOU --
THAT'S -- GATEWAY --
LET'S.

Michael says YOU DRIVE THERE IN
TWO HOURS.

Joe says I WAS JUST THERE IN NORTH BAY AND I
HAVE BEEN THROUGHOUT
NORTH.
BUT LET ME TELL YOU
THERE LOT OF EXCITING
THINGS GOING ON IN
NORTHERN ONTARIO.
WE HAVE NORTHERN ONTARIO
PROSPERITY PLAN.
ONE THINGS I AM DIRECTLY
INVOLVED IS A GO-NORTH
STRATEGY WE ARE GOING TO
ENCOURAGE AND LOOK FOR
INVESTMENTS AROUND THE
WORLD, TO GO TO NORTHERN
ONTARIO.
WE ARE GOING TO BRING
THIS PLAN FORWARD
THERE ARE ALSO GO NORTH
BONDS THAT WERE PUTTING
INTO PLACE.
AND INVESTMENT BONDS.
WE ARE DOING QUITE A
LOT.
FOR NORTHERN ONTARIO.
IN THIS LATEST BUDGET.

Jim says THERE ARE NEW MINES
OPENING NORTH WHICH IS GOOD.
AND AM I MEAN THIS IS
MINING INDUSTRY COMING
BACK WELL IN NORTH AND
INCO IS DOING VERY WELL
COMMODITY PRICES ARE
GOOD.
I HOPE BOB RAY WILL LOOK
VERY CLOSELY IN HIS
STUDY AT THE NORTHERN
UNIVERSITIES AND COLLEGS
AND MAKING THEM CENTRES
OF EXCELLENCE IN VARIOUS
THINGS.
THIS IS KNOWLEDGE-BASED
ECONOMY WE ARE MOVING
INTO AND I HOPE HE WILL
DO THAT AND THAT
GOVERNMENT WILL BE
RESPONSIBLE FOR THAT.
BECAUSE THERE ARE
TREMENDOUS OPPORTUNITIES
IN LEARNING IN NORTH IN
IF WE MAXIMIZE THOSE
OPPORTUNITIES.
GIVEN THE CONNECTIVENESS
OF ONTARIO
INCREASINGLY AND WHAT WE
CAN ACCOMPLISH.

Michael says I DON’T THINK ANY PARTY HAS BEEN -- LIKE
THERE’S NO ROADS INTO MANY OF
THESE COMMUNITIES.
EVEN TODAY, YOU KNOW YOU
CAN ONLY GET IN BY ICE
ROAD IN WINTERTIME OR
YOU HAVE TO FLY.
EVERYTHING IS EXPENSIVE
GO INTO SOME OF THESE
SMALL RESERVATIONS YOU
KNOW FOR ABORIGINAL
PEOPLE AND SEE IT COST
12 DOLALRS OR 15 DOLLARS FOR BAG OF MILK SEE
HOW EXPENSIVE IT IS TO
LIVE THERE.
THERE ISN’T EVEN A
ROAD.

Joe says ACTUALLY ONE OF THE FIRST THINGS OF THE MINISTER OF
FINANCE POINTED TO IN
THINKS BUDGET THE FIRST
BUDGET HE BROUGHT OUT
WAS THIS GO NORTH
STRATEGY.
AND THE PROSPERITY PLAN FOR
NORTHERN ONTARIO.

Steve says IF SUCH A PRIORITY MINISTER,
HOW COME YOU HAVE GOT
FOUR GROWTH MANAGEMENT
STUDIES GOING OUT THERE FOUR GROWTH MANAGEMENT PLANS GOING ON OUT THERE
AND THE NORTH IS NUMBER 4.
THE OTHERS ARE ALL
COMING FIRST WHY WOULD
THAT BE?

Joe says WELL, I DON'T KNOW
WHAT YOU MEAN BY THAT.
BUT NORTHERN ONTARIO
PROSPERITY PLAN WAS
IDENTIFIED IN THE
BUDGET.
AND WE HAVE A SOLID PLAN
WE ARE PUTTING INTO
PLACE.
IT IS ACTUALLY GOING TO
TAKE HOLD VERY SHORTLY.
AND AS I SAID WHEN I AM OUT THERE
ATTRACTING
INVESTMENT I AM WORKING
WITH MINISTER OF
NORTHERN DEVELOPMENT AND
THE MINISTER OF MINES AND THE
MINISTER OF NATURAL
RESOURCES.

Steve says I'M TALKING ABOUT DAVID
KAPLAN THE MINISER OF INFRASTRUCTURE WHO HAS GOT
FOURTH GROWTH
MANAGEMENTER SURVEYS OUT THERE.
GROWTH MANAGEMENT PLANS
THE NORTH IS NUMBER 4 IF
NORTH WERE A PRIORITY,
SHOULD IT NOT BE ONE OF
FIRST THINGS RATHER THAN
ONE OF LAST THINGS?

Joe says AGAIN IT WAS A HIGHLIGHTED IN
THE BUDGET.
LAST YEAR.
THE MINISTER OF FINANCE
MADE IT A PRIORITY.
HE IS GIVEN US TEN
MILLION DOLLARS FOR A
GO-NORTH STRATEGY THAT'S
HUGE COMMITMENT FOR
NORTHERN ONTARIO.
IN TERMS OF THE
ATTRACTING NEW
INVESTMENT.

Steve says OKAY.
LET ME GO TO MR.
FLAHERTY ON THIS.
BECAUSE THE LIBERALS GOT
SOME PRETTY GOOD NEWS LAST WEEK HERE DOWN SOUTH.
A BILLION DOLLAR
ANNOUNCEMENT FROM FORD.
AND YOUR NAME CAME UP
ACTUALLY, I DON’T KNOW IF YOU KNOW.
EVERYBODY POINTED OUT
BUZZ HAIRGROVE IN
PARTICULAR THAT, THIS
BILLION DOLLAR
INVESTMENT IN FORD AUTO
MANUFACTURERING IN THE
PROVINCE OF ONTARIO
WOULD NOT HAVE HAPPENED
IF JIM FLAHERTY WERE
STILL THE MINISTER OF
ECONOMIC DEVELOPMENT.
YOU WEREN'T EVEN THERE
AND YET -- YOU WEREN'T
STAR OF THE THING BUT
YOUR NAME GOT MENTIONED
ARE THEY RIGHT ABOUT
THAT?

Jim says YOU KNOW I BOUGHT HIM LUNCH
TOO?

Steve says YOU WAISTED YOUR
MONEY.

Jim says I’M GOING TO HAVE TO CALL
BUZZ.
YOU KNOW BUZZ WILL SAY
ALL OF THESE THINGS TO
THE GOVERNMENT BUT AT THE
END OF THE DAY.
YOU GUYS ARE THE
GOVERNMENT NEXT TIME- OR WHATEVER HE
WILL SAY THE SAME
THINGS.

Steve says BUT HIS POINT WAS
YOU ARE NOT IN FAVOUR OF
KIND PARTNERING
SUBSIDIARY THAT
THESE GUYS WERE IN
FAVOUR OF. WHAT HAPPENED UNDER YOU?

Jim says WELL ALAN ROCK AND I AGREED
ON THIS.
HE WAS FEDERAL MINISTER AND I WAS THE PROVINCIAL MINISTER
WE REJUVENATED THE
CANADIAN AUTOMOTIVE
PARTNERSHIP COUNCIL WITH
ALL OF THE CEO THE BIG
PARTS COMPANIES AND SO ON
THAT WAS AN IMPORTANT STEP
FORWARD THAT WE DID WE
DEVELOPED AN AUTOMATIVE STRATEGY BUT
WHAT WE WOULD NOT DO IS
PICK WINNERS AND LOSER IN ANY INDUSTRY
INCLUDING THE AUTO INDUSTRY.
AS WE SAID WE
WILL HELP WITH RESEARCH
AND DEVELOPMENT AND WE
WILL HELP SKILLS
TRAINING AND WE WILL
WHEP NECESSARY PUBLIC
INFRASTRUCTURE.
HIGHWAYS AND SO ON.

Steve says OUR ON SIDE WITH
THAT?

Jim says BUT WE WILL NOT SUBSIDIZE
ONE COMPANY AND THEIR
MANUFACTURRING OVER
ANOTHER COMPANY MANUFACTURING
THAT'S A
VERY DANGEROUS ROAD WE
HAVE BEEN THERE BEFORE
IN ONTARIO.

Steve says BUT YOUR POSITION SO MUCH
DIFFERENT FROM THAT?

Joe says WELL LOOK THEY MAY HAVE
TALKED ABOUT WE ARE
DOING IT.
WE BROUGHT IN THIS AUTO
STRATEGY.
AND IT IS SEEING FIRST
INVESTMENT BY FORD TO CREATE A FLEXIBLE
MANUFACTURERING FACILITY
NEITHER CANADA.
I BELIEVE THAT IF WE
WEREN'T INVOLVED AND WE
WEREN'T IN THE GAME, SO
TO SPEAK, THAT WE WOULD
LOSE THE MANUFACTURER
CAPABILITY IN THIS
COUNTRY WE CAN'T AFFORD
TO DO THAT JIM THAT WOULD
BE DEVASTATING TO
ONTARIO'S ECONOMY.

Jim says ONCE YOUR DONE WITH
THE CAW COMPANIES WHAT
DO YOU DO WITH THE NON
CAW COMPANIES? AND I’M BEING QUITE FRANK ABOUT THAT.
HONDA AND TOYOTA HAVE
NOT COME TO GOVERNMENT
WITH THEIR HANDS OUT.
THIS IMPORTANT ISSUES ONCE YOU
ARE INTO AT THAT
BUSINESS WHAT DO YOU DO
WITH PARTS COMPANIES YOU
ARE GOING SUBSIDIZE
EVERYBODY ALL OF THE WAY
DOWN THE LINE?

Joe says WE ARE NOT WRITING LIVE
CHECKS WE ARE INVESTING
FIVE KEY STRATEGIC
AREAS THAT ARE LEGACY
INVESTMENTS.
SKILLS DEVELOPMENT.
AND RESEARCH AND
DEVELOPMENT.
ENERGY SAVING DEVICES.
ENVIRONMENTAL
TECHNOLOGY.
PUBLIC INFRASTRUCTURE
THOSE ARE FIVE CRITERIA
ON WHICH THIS NEW STRATEGY
IS BASED.
AND THAT'S THE
INVESTMENT WE ARE MAKING.

Steve says IT IS 100 MILLION BUCKS YOUR CONVINCED IT’S A GOOD INVESTMENT FOR THE
PEOPLE?

Joe says ABSOLUTELY TERRIFIC
INVESTMENT THIS GOING TO CREATE
ADDITIONAL 4,000 JOBS.
AND IN SPIN OFF PARTS
MANUFACTURERING.
SO, IT IS GREAT
INVESTMENT YOU WILL HAVE
CONSEQUENCES FOR THE NEXT
TEN YEARS.

Steve says OKAY.
STAND BY GENTLEMEN BECAUSE
WE HAVE ONE MORE ISSUE
WE WANT TO GET TO.
UP NEXT IS THE
GOVERNMENT THE
GOVERNMENT, ADDICTED TO
GAMBLING?

A clip shows the premier speaking.

THERE IS NO DOUBT
ABOUT IT WE HAVE COME TO RELIE
ON GAMBLING REVENUES
PERHAPS, IN A
BETTER WORLD WE WOULDN’T.
BUT FACT OF MATTER IT IS
HERE AND IT IS HERE TO
STAY.

Steve says JUDGING BY
THAT CLIP FROM THE
PREMIER IT LOOK AS IF
GAMING ITS NOW CALLED IS ONE AREA THAT
WILL BE SAFE FROM GREG SORBARA’S
AX.
GAMING PROVIDES FOUR
BILLION DOLLARS IN
REVENUES TO THE
PROVENTIAL COFFERS.
BUT A NEW STUDY BY TWO
PROFESSORS SAYS 35 PERCENT OF
THAT, 1.4 BILLION
ACTUALLY COMES FROM ONLY
4 PERCENT OF THOSE WHO GAMBLE.
THE ONES WHO ARE GAMBLING
ADDICTS.
I GUESS MY FIRST
QUESTION TO JOE CORDIANO
IS DO YOU BELIEVE THE
FINDINGS OF THAT STUDY?

Joe says I HAVE NO RENO REASON
TO DOUBT THEM.
WE ARE LOOK AT THE
REPORT AND I TAKE WHAT
THEY ARE SAYING VERY
SERIOUSLY.
ONE OF THE FIRST THINGS
I DID WHEN REVIEWING
GAMING IN GENERAL WAS TO
POINT STANLEY STADINSKY WHO WAS THE FORMER
CHAIR OF THE OLDC TO REVIEW
GAMING PRACTICES.
TO REVIEW THE PRACTICES
WITH RESPECT TO PROBLEM
GAMING.
I WAS NOT SATISFIED THAT
WE HAD DONE ALL
THAT WE COULD
AND HE’S GOING TO COME BACK A
REPORT AROUND PROBLEM
GAMING.
AND CURRENTLY, WE ARE
SPENDING ABOUT 36
BILLION DOLLARS
ALLOCATED FOR PROBLEM
GAMING.
WE HAVE 47 DIFFERENT
TREATMENT PROGRAMS.
AND THE ONTARIO RESEARCH
CENTRE FOR GAMBLING FOR
GAMBLING, IN THIS
PROVINCE, SAYS THAT WE
HAVE ONE OF BEST
PROGRAMS IN NORTH
AMERICA.
BUT I AM NOT SATISFIED
THAT WE HAVE DONE
EVERYTHING AND THAT'S
WHY I ASKED FOR THIS
REVIEW TO BE DONE.

Steve says IN FACT THIS STUDY WHICH
I THINK CAME OUT OF THE UNIVERSITY OF LETHBRIDGE
IN ALBERTA DOES
SAY ONTARIO IS AMONG THE
LEADING JURISDICTIONS IN
STUDYING THIS KIND OF
THING AND DOING FOR
PEOPLE WHO HAVE
PROBLEMS.
BUT IT DOES SAY MORE CAN
BE DONE.
DO YOU THINK THERE IS
MORE THAT CAN BE DONE ON
THIS?

Jim says ON HELPING PEOPLE WHO
ARE ADDICTED TO GAMBLING.

Steve says YES, WOULD YOU URGE MORE BE
DONE?

Jim says AND A GREAT DEAL HAS
BEEN DONE BUT SERIOUS
SOCIAL ISSUE.
I KNOW EVEN IN MY OWN COMMUNITY PEOPLE WHO HAVE
GOTTEN INTO A LOT OF
TROUBLE HAVE LOST THEIR
HOUSES OVER THERE.
IT IS MATTER OF GREAT
CONCERN.
I MEAN OVERALL CONCERN I
THINK IS THAT GAMBLING
REVENUES SHOULD NEVER BE
A DETERMINANT OF PUBLIC
POLICY.
AND WE ARE GETTING TO THE POINT IN ONTARIO WITH THE
SIZE OF THE GAMBLING
REVENUES AND I THINK
PREMIER WAS BASICALLY
SAYING THAT THIS WEEK,
THAT THAT'S AN IMPORTANT
FACTOR IN DECIDING
WHEN WE ARE GOING TO DO
OR WHAT THE
GOVERNMENT OF THE DAY IS GOING TO DO.
THAT'S A PROBLEM.
I THINK THAT WE GET TO
DEPENDENT LIKE THAT. NOW THE NDP
BROUGHT IN CASINO
GAMBLING WE EXPANDED IT.
AND I MEAN ONTARIO NO
DOUBT ABOUT THAT IT IS
SAVED THE HORSE RACING
INDUSTRY.
IN ONTARIO QUITE FRANKLY
AND LOT OF JOBS AND A LOT
OF PEOPLE WHO OTHERWISE
MIGHT NOT BE GAMEFULLY
EMPLOYED IN THE PROVINCE. THERE IS SOME GOOD TO ALL OF THAT.
AND WE DO HAVE A
REFERENDUM REQUIREMENT
NOW WHICH I THINK IS
IMPORTANT AND I HOPE THE
CURRENT GOVERNMENT WILL
SUPPORT MAKING SURE THAT
LOCAL COMMUNITIES
APPROVE GAMBLING BEFORE
IT HAPPENS IN THEIR
COMMUNITY.
AND RESPECT THAT.
BUT I DO THINK WE HAVE
TO BE VERY CAUTIOUS
ABOUT THE SIZE OF THIS
REVENUE AND HOW IT STARTS
TO DECIDE WHAT
GOVERNMENTS WILL DO OR
NOT DO.

Steve says YOU KNOW IRONICALLY THE NDP
ALWAYS OPPOSED
GAMBLING AND THEN YOU GUYS
WERE THE GUYS THAT BROUGHT IT IN. YOU WEREN’T THERE AT THE
TIME.

Michael says I WAS NOT THERE.

Steve says IT WAS THE RAY GOVERNMENT
WHO BROUGHT IT IN.
WOULD YOU NOW ADVOCATE
SHUTTING DOWN THE
GAMBLING INDUSTRY IN THIS PROVINCE.

Michael says NO.
YOU CAN'T.
AND FIRST OF ALL PEOPLE
ARE USED TO IT.
IT IS SOCIAL AND THING
FOR PEOPLE TO GO OUT BUS
LOADS OF SENIOR CITIZENS
GO UP FOR RAMA FOR THE DAY THEY
SPEND FEW DOLLARS THEY
COME HOME AND IT IS FUN.
IT IS ENTERTAINMENT.
I MYSELF TAKE MY WIFE WE
GO COUPLE TIMES A YEAR
TO THE RACE TRACK.
I DON'T LIKE THE SLOT
MACHINES BUT I DO LIKE
TO SEE THE HORSES RUN
AND IT IS FUN DAY.
YOU KNOW SPEND FEW BUCK
AND YOU HAVE A FUN DAY.
I WOULD NOT DO THAT BUT
I WILL TELL YOU THERE
ARE SOME VERY SIMPLE
THINGS YOU CAN DO.
YOU KNOW WHEN I WENT
INTO RAMA I NEVER SPENT
QUARTER NOT QUARTER BUT
I WENT TO WALK AROUND
AND LOOK AND THERE IS
VIP SECTION.
YOU KNOW A VIP SECTION
WHERE YOU CAN GO IF YOU
ARE BIG TIME HIGH ROLLER
YOU CAN GO AND THEY WILL ASSIST
YOU.
THERE ARE HOTELS ACROSS
THIS PROVINCE THAT
WILL GIVE YOU SPECIAL
RATES BECAUSE YOU KNOW YOU GAMBLE
A LOT.
IF WE START TAKE AWAY
THOSE VIP SECTIONS WE START
TO SAY YOU ARE GAMBLER,
AND WE DON'T PUT THE
INCENTIVES IN FOR THE
BIG HIGH ROLLERS AND FOR
THE PEOPLE WHO HAVE
PROBLEMS WE CAN AT LEAST
SAY THAT WE ARE TRYING
TO DO SOMETHING.
I WOULD START WITH THAT.
Steve says WOULD YOU GET RID OF
THOSE AREAS?

Joe says WHAT WE ARE LOOKING
AT IS THE POLICY AROUND SELF
EXCLUSION THIS IS WHY I
ASK FORD -- WELL
IF YOU ARE
ADDICTED AND YOU KNOW
THAT YOU HAVE HAD A
PROBLEM, YOU EXCLUDE
YOURSELF FROM ENTERING
CASINO BUT I AM NOT
SATISFIED.

Steve says THE HOTELS INVITE YOU
IN.

Joe says I AM NOT SATISFIED WE
ARE DOING ENOUGH TO
PREVENT THOSE PEOPLE
FROM COMING INTO THE
CASINO WE ARE GOING
REVIEW THOSE PRACTICES
THAT'S WHY I HAVE ASKED
STANLEY STADINSKY TO DO JUST THAT.
TO MAKE CERTAIN THAT WE
ARE DOING EVERYTHING WE
SHOULD BE DOING.

Steve says BUT HOW INFLUENTIAL IN
THE -- YOU WILL
ULTIMATELY CONSIDER WHAT
STADINSKY’S RECOMMENDATIONS ARE
BUT HOW INFLUENTIAL WILL
THIS REPORT BE THE ONE
ABOUT THE PROBLEM
GAMBLERS IN YOUR
ULTIMATE DECISION AS A
GOVERNMENT.
I TAKE IT VERY SERIOUSLY
I AGREE WITH JIM SAYING THERE ARE PEOPLE
OUT THERE HAVING PROBLEMS.
AND I WANT TO MAKE
CERTAIN THAT WE ARE
DOING EVERYTHING WE CAN
TO HELP THOSE PEOPLE.
AND SOME PEOPLE NEED
THAT HELP.
WE HAVE 47 DIFFERENT
TREATMENT PROGRAMS.
BUT, AGAIN, I WANT TO
MAKE CERTAIN THAT THESE
PROGRAMS ARE REACHING
THE PEOPLE WHO NEED THE
HELP.

Steve says SHOULD THEY EXPAND.

Joe says I AM NOT SATISFIED
THAT'S ENTIRELY THE CASE
YET.

Steve says YOU ARE MINISTER FOR
ECONOMIC DEVELOPMENT
THIS REALLY RIGHT UP
YOUR ALLY IF IN FACT
CASINOS BRING MORE MONEY IN ONTARIO
PARTICULARLY FROM
PEOPLE IN THE UNITED
STATES WHO CROSS BORDER
TO GO TO CASINO AT NIAGRA FALLS OR WINDSOR.
YOU THINK WE SHOULD HAVE
MORE CASINOS IN THIS PROVINCE?

Joe says WELL LOOK I THINK
WHAT WE HAVE TO REALIZE IS THAT
GAMING IN THE PROVINCE
IS HERE.
IT IS IT WAS HERE AS A
RESULT AS WE SAID
PREVIOUS GOVERNMENTS.

Joe says SHOULD WE HAVE MORE
OF IT?
I'M NOT SURE.
WE WILL DO MARKET A
ASSESSMENT.
I HAVE ASKED FOR REVIEW
OF ALL OF THE GAMEING IN THE
PROVINCE OF FULL
BUSINESS ASSESSMENT.
TO MAKE CERTAIN THAT WE
UNDERSTAND WHERE WE COME
FROM. I MEAN THIS HAS BEEN
EXPLOSIVE GROWTH IN LAST
TEN YEARS.
SO, I THINK IT IS GOOD
PRUDENT TIME TO TAKE
STOCK OF WHERE WE ARE
AND WHAT WE NEED DO AND
WE ARE NOT GOING TO MAKE
ANY DECISIONS UNTIL THIS
ASSESSMENT IS COMPLETE.

Steve says HERE’S A HARD QUESTION TO
ASK MR. FLAHERTY BUT LET
ME TRY THIS ANY WAY.
THE ONTARIO CHIEF CORONER
SAYS THAT WE ARE
TRENDING TOWARDS 15
SUICIDES IN THIS
PROVINCE THIS YEAR
BECAUSE OF PEOPLE
ADDICTION TO
GAMBLING.
THEY GET INTO TROUBLE
YOU HAVE TALKED ABOUT IT
EARLIER ON THE PROGRAM.
THEY LOSE THEIR HOUSE
THEY LOSE THEIR MONEY AND
THEY KILL THEMSELVES. NOW
WITHOUT MINIMIZING
THE TRAGEDY ON THOSE
FAMILIES INVOLVED, DO
YOU THINK THE CHIEF CORONERS
COMMENTS WERE
RESPONSIBLE THING TO SAY
GIVEN THAT MILLIONS AND
MILLIONS OF PEOPLE
APPARENTLY GAMBLE HAVE A
GOOD TIME, AND DON'T
HAVE A PROBLEM AT ALL.
HE IS CALLING THIS
SIGNIFICANT SOCIETY
PROBLEM THAT'S
CONTRIBUTING TO DEATH.

Jim says WELL, THAT'S
DRAMAIZATION NOW ISN’T IT.I SUPPOSE
DEPENDING ON ONE POINT
OF VIEW WE ALL KNOW
PUBLIC TRANSIT SYSTEM WE
HAVE SUICIDE AND WE ALL
KNOW THAT PERSON WITH
TROUBLE WITH ALCOHOL
HAVE SUICIDAL TENDENCIES AND DRUG
ADDICTION AND SO ON
THESE ARE REALITIES.
SUICIDE ITSELF IS A LARGE
PROBLEM THAT WE DON'T
TALK VERY MUCH ABOUT AND
IT PARTICULARLY AMONG
TEENAGERS IT IS SERIOUS
SOCIAL ISSUE.
I THINK TO -- I GIVE HIM THIS HE DRAMATIZED THE POINT THAT ADDICITION TO
GAMBLING
IS A SERIOUS ISSUE AND THAT
WE SHOULD BE CONSCIOUS
OF IT AND IT SHOULD BE
WITHIN GOVERNMENT'S
MINDS SINCE GOVERNMENT
COLLECTING REVENUES FROM
PEOPLE.
BUT THIS IS NOT
SOMETHING THAT IS GOING
TO GO AWAY.
I THINK WE CAN CONTROL
THE SIZE OF IT.
I REMEMBER AS KID
GAMBLING WAS ILLEGAL BUT
EVERYBODY SEEMED TO HAVE IRISH
HOSPITAL SWEEP TAKES. I DON’T KNOW WHERE THEY CAME FROM THEY MUST HAVE FALLEN
FROM HEAVEN
BUT THEY WERE AROUND.
SO I AM NOT TO MAKE LIGHT OF
IT I THINK IT IS
IMPORTANT THAT WE
ADDRESS THE ISSUE.

Steve says OKAY.
LET ME THROW ONE MORE
ITEM ON THE TABLE HERE.
THAT'S AS POLITICAL
JUNKIES THAT THE THREE
OF YOU ARE. YOU WERE NO
DOUBT CASTING AN EYE STATESIDE THIS WEEK AND DID HAPPEN TO NOTICE
THAT THERE WAS
RATHER SIGNIFICANT
ELECTION THAT TOOK
PLACE.
WHERE 59 MILLION OR SO
PEOPLE VOTED TO KEEP THE
INCUMBENT.
WHAT WILL BE THE IMPACT
ON ONTARIO BECAUSE
GEORGE W. BUSH GOT
REELECTED IN YOUR VIEW JOE FLAHERTY
EXCUSE ME, CORDIANO.
I HAD SHOWBIZ ON MY MIND.

Michael says COULDN’T REALLY TELL THE DIFFERENCE.

Steve says NICE, NICE.

[Laughter]

Joe says YOU KNOW FRANKLY I
THINK THAT THE RELATIONS
BETWEEN OUR COUNTRIES
HAVE BEEN IMPROVING.
WE HAD APPEARED IN WHICH
THERE WAS SOME TENSION.
BUT I THINK IN LAST 18
MONTHS OR SO THINGS HAVE
BEEN GREATLY IMPROVING.
THE PREMIER HAS BEEN
DOWN TO WASHINGTON HE
HAS BEEN TO MICHIGAN.
HE HAS BEEN TALKING TO
HIS COUNTER PARTS THE
GOVERNORS OF THE U.S.
STATES.

Steve says DO WE SEE ANY
PROGRESS ON THE BORDER
ISSUES THAT ARE SO THORNY BETWEEN OUR TWO JURISDICTIONS?

Joe says ABSOLUTELY WE HAVE
MADE FULL COMMITMENT TO
THE NINE POINT PLAN FOR WINDSOR.
THAT'S MOVING AHEAD.
IT IS BEING IMPLEMENTED AS WE SPEAK.
WE NEED TO MOVE AS
QUICKLY AS WE CAN ON THE
BORDER INFRASTRUCTURE
QUESTIONS.
BUT, YOU KNOW AGAIN, THE
QUESTION IS, HOW DO YOU
GET THE BORDER TO MOVE
WHEN SECURITY CONTINUES
TO BE AN ISSUE IN THE
U.S.
AND SECURITY IS OF
CONCERN.
TO AMERICANS.
AND IT IMPEEDS TRADE.
WE HAVE TO MAKE CERTAIN
THAT DOES NOT DO SO IN
THE FUTURE.
BUT ON OUR SIDE WE HAVE
SOME THINGS TO DO WITH
INFRASTRUCTURE AND WHERE
WE ARE MOVING FORWARD
WITH THOSE PLANS.

Steve says WHAT'S IMPACT OF
BUSH'S WIN HERE.

Jim says IF WE RECOGNIZE THAT
THE NEED FOR TO
COOPERATE ON SECURITY
ISSUES IT IS VERY
POSITIVE ONE.
HE IS A PRESIDENT THAT
CLEARLY HAS AN AGENDA
WHERE SECURITY IS NUMBER
ONE.
AND I DON'T AGREE WITH
YOU JOE WHEN YOU SAY
AMERICANS VERY CONCERNED
AS IF WE ARE NOT WE NEED
TO BE.
LOOK AT WHAT CSIS TELL US
LOOK AT WHAT THE FUND RAISING IN CANADA FOR
TERRORIST ARE SUPPORTING, TERRORISTS ORGANIZATIONS -- THE
AMERICANS HAVE THAT
INFORMATION JUST AS WE DO. WE NEED TO
SAY WE UNDERSTAND THE
SECURITY CONCERN.
WE UNDERSTAND THE CANADA
IS ON THE AL-QAEDA LIST
WE KNOW THAT.
THAT'S BEEN ANNOUNCED
PUBLICLY AND AT LEAST BE
RESPONSIBLE IN THAT
RELATIONSHIP.
AND SAY TO PEOPLE LIKE
CAROLYN PARISH, QUITE FRANKLY AS THOSE
OF YOU WHO ARE LIBERALS WILL SAY TO HER, WELL YOU ARE OUT
OF OUR PARTY.
WE WILL NOT PUT UP WITH THIS.

Steve says YOU THINK SHE
SHOULD BE KICKED OUT?

Joe says I WILL NOT PASS
JUDGEMENT ON WHAT GOES
NON FEDERAL CAUCUS BUT
LET ME SAY TO JIM, LOOK
WE ARE RESPONSIBLE WHEN
IT COMES TO SECURITY.
I THINK ON THIS SIDE OF
THE BORDER WE HAVE BEEN
AS RESPONSIBLE AS ANY
ONE.
AND WE CONTINUE TO
MONITOR THE BORDER.
WE CONTINUE TO DO WHAT
HAS TO BE DONE IN TERMS
OF THE INTELLIGENCE
WORK.
DONE BY CSIS AND OTHER AGENCIES WE
ARE DOING THAT.
BUT I THINK AT THE SAME
TIME YOU CAN'T USE SOME
OF THE EXCUSES THAT HAVE
BEEN USED IN THE PAST WE
ARE ADDRESSING SOME OF
THOSE CONCERNS.

WE HAVE 40 SECONDS LEFT. THE IMPACT OF BUSH’S WIN.

Michael says THE REAL PROBLEM IS THAT
HE IS RUNNING
ABOUT TRILLION DOLLAR
DEFICIT.
THE REAL PROBLEM IS THAT
THE AMERICAN ECONOMY
GOING TO PROBABLY DO
WORSE IN FUTURE NOT
BETTER.
WE SAW IMMEDIATELY THAT
HE WAS ELECTED THE U.S.
DOLLAR DECLINED BY 1
CENT ON CANADIAN
THE NEXT DAY.
I AM VERY NERVOUS THAT
THAT IS OUR
TRADING PARTNER.I AM VERY
NERVOUS THAT IF THE AMERICAN ECONOMY DOES NOT PICK UP
THERE WILL BIG
RAMIFICATION IN ONTARIO
THAT'S REAL BIG ISSUE OF
GEORGE BUSH WINNING NOT
THE SECURITY STUFF AND ALL
OF THAT.

Steve says NOT TO MINIMIZE IT BUT I THINK
THE DEFICIT IS ONLY 400 BILLION
NOT A TRILLION.
CLOSING IN.
BILLION HERE BILLION
THERE.

Michael says IT IS PRETTY LARGE.

Steve says YES IT IS.
JOE CORDIANO, JIM FLAHERTY,
