Transcript: Hydro Woes | Jun 29, 2003

The opening sequence rolls.
Music plays as clips of politicians and demonstrations appear on an animated number 4.

Steve says THIS WEEK ON
"FOURTH READING," ON A
WING AND A PRAYER...

An interview of the premier appears on screen. The premier is in his fifties, has short, slicked back, gray hair, is clean-shaven, and wears a gray suit, blue shirt, and striped blue and white tie.

The premier says THE INDIVIDUAL AT THE
BOTTOM GIVES US A LITTLE
BIT OF HELP.

Clips of Ontario appear on screen with scorching temperatures.

Steve says HEAT WAVES ACROSS
ONTARIO FIRE UP THE
HYDRO FILES FOR THE
CONSERVATIVE GOVERNMENT.

Now, Steve, Ruth, Richard, and Blair sit with a guest around a table in the shape of a number 4. A logo on screen reads "4th reading."

Steve is in his early forties, clean-shaven, with short curly brown hair. He's wearing a black coat over a yellow shirt.

In the studio, Steve says GOOD AFTERNOON
EVERYBODY I AM STEVE
PAIKIN AND WELCOME TO
THE FINAL INSTALLMENT OF
OUR IS 11TH SEASON OF
"FOURTH READING" IT IS
HARD TO KNOW WHO HAS
BEEN HOTTER THIS WEEK
PEOPLE OF ONTARIO SWELTERIING
ERRING UNUNFOR GIVING
THE HEAT WAVE OR THE
GOVERNMENT FEELING THE
HEAT OF STROEFPD LIMIT
ELECTRICITY SYSTEM THAT
PREMIER HIMSELF CAN'T
GUARANTEE WOULDN'T BREAK
DOWN.
THE OPPOSITION CERTAINLY
WAS NOT ABOUT TO TURN
DOWN THE TEMPERATURE.
JUST BEFORE THEY HEAD
OFF THE FOR LONG DIP IN
THE LAKE.
AS WHAT COULD BE THE
LAST SESSION BEFORE A
ELECTION CAME TO A
CLOSE.

A clip plays of the premier appears on screen sitting in his office.

The premier says YOU HAVE TO TAKE LIVE
AS YOU ENCOUNTER IT AND
UNFORTUNATELY WE DON'T
HAVE THE ABILITY TO
DETERMINE HOW HOT IT,ON
A PICK DAY FOR EXAMPLE
OR HOW MANY DAYS IN A
ROW IT IS WARM FOR.
WE JUST HAVE TO DEAL
WITH THE CHALLENGES THAT
ARE PRESENTED TO US.
AND I THINK WE HAVE MET
THOSE CHALLENGES.

Now Dalton McGuinty appears on screen with a caption that reads "Dalton McGuinty, Ontario Liberal Leader." McGuinty is in his forties, has short, straight, side-parted brown hair, is clean-shaven, and wears a black suit, blue shirt, and striped red tie.

McGuinty says NOT ONLY DID ERNIE
EAVES DISPLAY DISPLAY
INCOMPETENCE IN FAILING
TO BUILD THE NAS
CAPACITY BUT NOW THAT WE
ARE STARING IN PHASE
FACE OF CRISIS HE IS NOT
TELLING US WHAT WE
SHOULD.
HOW WE CAN HELP IN OUR
HOMES AND OUR
BUSINESSES.
Now Howard Hampton appears on screen with a caption that reads "Howard Hampton, Ontario NP Leader." Hampton is in his forties, has thin, side-parted, straight grayish blond hair, is clean-shaven, and wears a light blue shirt, and patterned blue tie.

Hampton says SOMETHING THAT WE
HAVE BEEN SAYING FOR
THREE YEARS NOW, THAT
HYDRO PRY CENTRALIZATION
DEREGULATION DOES NOT
WORK.
I BELIEVE IT IS COMING
TO PEOPLE IN SPADES ONCE
AGAIN.
AND ACE SAY WHAT'S --
YOU KNOW WHAT'S THE
GOVERNMENT RESPONSE?
WELL JIM WILSON SAYS YOU
KNOW THE SINGLE BIGGEST
SOURCE OF SMOG IS THE
BARBECUE SO TURN THAT
OFFICE.
AND WHAT'S PREMIER'S
SOLUTION?
WELL HE SAYS WE SHOULD
ALL ORDER TO SWISS
CHALET WHILE HE PRAYS FOR
DIVINE INTERVENTION.

Back in the studio, Steve says OKAY.
LET'S TURN THE
TEMPERATURE UP A BIT
HERE.
AROUND FOURTH READING
TABLE WITH BLAIR
PRESIDENT OF THE PC
PARTY.
RICHARD MAHONEY.
AND RUTH GRIER FORMER
NDP CABINET MINISTER.
RICHARD TO YOU FIRST
BECAUSE YOUR LEADER HAS
BEEN EXTREMELY CRITICAL
OF THE PREMIER THIS
WEEK.
AND THE HYDRO SITUATION
AS WE NOW FIND IT.
OWE TELL ME THIS:
WHY IS IT IS
GOVERNMENT'S FAULT THERE
ARE POUR SHORTAGES THIS
SUMMER?

Richard Mahoney appears on screen with a caption that reads "Richard Mahoney, Ontario Liberal Advisor." He is in his forties, has short gray hair, is clean-shaven, and wears a beige suit, white shirt, and a brown tie.

Richard says WELL BECAUSE, IT -- ALL
GOVERNMENT BUT
PARTICULARLY THIS
GOVERNMENT HAS BEEN IN
POWER FOR LAST NINE
YEARS HAS SOMETHING TO
SAY FOR WHAT THE
ERIDICULOUS REMNANTS OF
WHAT IS LEFT TO BE
ENERGY ENVIRONMENTAL
POLICY IN THIS PROVINCE.
IT IS NOT THAT COULD YOU
NOT HAVE SEEN -- I MEAN,
IT IS PREDICT THROUGHS
SAY HE DID NOT KNOW IT
WAS GOING TO HOT.
LAST SUMMER WE ALMOST
BUSTED THROUGH OUR
SUPPLY LIMIT WHEN THE
AIR CONDITIONERS WERE UP
HIGH.
OF COURSE IT WILL
HAPPEN.
WHAT HAVE WE DONE?
WE HAVE ACTUALLY
LEGISLATED A PRICE CAP
WHERE YOU AND I ARE
PAYING 4.3 CENTS FOR
ELECTRICTY AND THE
GOVERNMENT PAYING 10
CENTS.
AND IT -- HIS ENERGY
POLICY WHICH HE HAS ONLY
NINE YEARS TO FIX, THE
DID HE HE HAS MADE WORSE
IN LAST YEARS WE HAVE AS
DALTON SAID THERE IS NO
PLAN THERE IS NO PLAN.
YOU CAN GO MINISTRY OF
ENERGY WEB SITE AND
THERE NOTHING TO TELL
YOU WHAT TO DO.
TO SORT OF HEB CONSERVE
OF ENERGY NOT EVEN
REFERENCE TO TURN OFF
YOUR GAS BARBECUE.
THERE IS NO PLAN.

Steve says THAT'S GETTING A LOT
OF WORK OUT THIS WEEK.

Richard says THERE IS NO PLAN --
NO PLAN TO MAKE US
CONSERVE OF WHICH WOULD
BE GRADUAL INCREASE IN
PRICE OVER TIME.
WITH SOME INCOME SUPPORT
FOR LOWER INCOME PEOPLE.
THERE IS NO PLAN TO
INDUCE US TO COVER
CONSERVE OF OR PLAN
PERIOD.

Steve says LET ME GET TO
RUTH YOUR PARTY WHOSE
NOT BEEN TERRIBLY
COMPLIMENT OF THE
GOVERNMENT'S APPROACH ON
THE ISSUE.
LET ME ASK THIS
QUESTION:
IF THE BICKERING AND
NUCLEAR REACTIONTORES
ARE RETODAY GETTING BACK
ON-LINE AND THERE FOR WE
DON'T HAVE THE POWER
THAT WE WISH WE HAD, WHY
IS THAT THE GOVERNMENT'S
FAULT?

Ruth appears on screen with a caption that reads "Ruth Grier, Former NDP Cabinet Minister." Ruth is in her sixties, has straight white hair in the shape of a bob, and wears a yellow, red, green, and pink polo.

Ruth says BECAUSE THE
GOVERNMENT HAS NOT HAD A
ENERGY POLICY THAT WAS
LOOK AFTER THE SUPPLIES
OF SAY VINCE WHOSE
ECONOMY WAS BUILT ON
PUBLIC POWER.
AND ON SECURITY ENERGY
SUPPLY.
AND BECAUSE IF OF THEIR
FAILURE TO PLAN BECAUSE
OF THEIR BLIND FATE THAT
DEREGULATION ANDRY ARE
VAT SECTOR WOULD PROVIDE
AND BECAUSE OF THEIR
INCOMPETENCE IN MANAGING
EVEN WHAT WAS LEFT FOR
THEM TO MANAGE ONCE THEY
HAD DEREGULATED IT, THEY
HAVE GOT US INTO A
SITUATION THAT I THINK
TEN YEARS AGO NOBODY
WOULD HAVE EVER DREAMED
THAT PROVINCE OF ONTARIO
WITH ONTARIO HYDRO OF A
WALL ITS STKPAEULTS WAS
CERTAINLY CRITICAL OF
SOME OF THEIR POLICIES
IN THE PAST.
AND WE WOULD NEVER HAVE
DREAMED THAT ONTARIO
HAVE BEEN BROUGHT TO
THIS PASS.

Steve says OKAY I GUESS I
CAN NARCOTIC YOU DOWN AS
UNDECIDED.

Blair McCreadie appears on screen at the table. He is in his forties, has short, thin, straight, grayish brown hair, is clean-shaven, and wears a black suit, blue shirt, and striped tie.

Blair says YOU HAVE HEARD
CRITICISM YOUR RESPONSE
IS?
I THINK IF WE LOOK --
THE PROVINCE JUST COME
OUT OF THE ITS FIRST
HEAT WAVE OF THE SUMMER
AND I THINK WHILE THE
SYSTEM STRETCHED, IT DID
HOLD.
AND I THINK IT IS
IMPORTANT TO RECOGNIZE
THAT.
JUST AS IT DID LAST
SUMMER WHEN IN FACT IN
AUGUST WE REACHED PEAK
DEMAND AND HAD HOTTEST
SUMMER ON RECORD FOR 50
YEARS.
IN TERMS OF GENERATING
CAPACITY I DO THINK
ONTARIO DOES CURRENTLY
HAVE WHAT IT NEEDS TO
MEET ITS REQUIREMENT.
AND I THINK TEAS BEEN
CONFIRMED BY THE
FORECAST SET OUT BY THE
INDEPENDENT MARKET
OPERATION.

Steve says WE ARE GOING
SPEND HALF BILLION TO
BUY POWER OFFSHORE.

Ruth says WE ARE SETTING UP
HUNDRED MILLION DOLLARS
WORTH SMALL GENERATORS
MAKE SURE WE DON'T HAVE
BROWNOUTS.

Richard says ON THE GENERATORS I
MEAN -- IT IS NOT ALL
YOUR GOVERNMENT'S FAULT.
PREVIOUS GOVERNMENT HAVE
THEIR RESPONSIBILITY TO
PLAY HERE.
WE CLEARLY MISS
CALCULATED BY PUTTING
YOUR RELIANCE ON
NUCLEAR.
AND WE SHOULD HAVE.

Ruth says WHAT GOVERNMENT WAS
IT THAT CHANGED ITS MIND
AND INSISTED ON BUILDING
TKARLINGTON?

Richard says THE ANSWER IS
PETERSON GOVERNMENT.
AND YOUR GOVERNMENT WENT
AHEAD WITH IT TOO, AND
THE GOVERNMENT CAME
BEFORE PUT TOO MUCH OF
REEF LIONS THERE.
IF?
BECAUSE IT NEED THE
POWER SOURCE.
HAVE WE BROUGHT ANY IT
NEW POWER ON-LINE IN THE
LAST LITTLE WHILE?
HAVE WE GONE TO ANY
ALTERNATIVE ENERGY
SOURCE?

Ruth says HAVE WE DONE ANYTHING
ABOUT CONSERVATION.
CALIFORNIA MOVED
AGGRESSIVE LOO TELL TO
PEOPLE TO TRY TO USELESS
POWER.

Steve says THEY FORCED BLACKOUTS
ON PEOPLE.

Ruth says WELL, NO AFTER
BLACKOUTS AVOID FURTHER
BLACKOUTS, THEY WENT
ENERGY INTO
CONSERVATION.
WHICH WAS BEGINNING TO
HAVE -- HAPPEN IN
ONTARIO IN EARLY 0S.
AND YOU WILL OF THOSE
KINDS OF PROGRAMS
ALTERNATIVE ENERGY
CONSERVATION WERE
ABANDONED BY THIS
GOVERNMENT.

Steve says I DO WANT TO
BLAIR TO SPEAK THE IS
SWISS CHALET LINE HAS
BEEN GETTING GOOD OUT.
SAVE SOME POWER AND
ORDER OUT FOR SWISS
CHALET INSTEAD.
AND HE DROVE -- WELL.
I THINK DID I THINK IT
WAS DELIVERED.
I THINK THOUGH TO BE
FAIR.

Blair says YOU KNOW I THINK WE
HAVE ACTUALLY TAKEN SOME
ACTION ON CONSERVATION
IF YOU LOOKED MINISTER
BUDGET THIS WAS
CONSERVATION AND SUPPLY
TASK FORCE THAT WAS
ANNOUNCED IN THAT
BUDGET.
AND I SUSPECT WE WILL
SEE SOMETHING ON THAT
FAIRLY SHORTLY.
THE GOVERNMENT HAS
ALREADY ANNOUNCED TAX
INCENSE TOEUFS ENCOURAGE
PEOPLE TO PURCHASE
ENERGY EFFICIENT
APPLIANCE AS ANOTHER
ISSUE.
AND AT THE SAME TIME,
THE GOVERNMENT HAS ALSO
VERY CLEARLY SAID THAT
IT IS GOING TO DO WHAT
IT CAN TO CUT ITS OWN
CONSUMPTION BY 10 percent AND
ENCOURAGING CONSUMERS TO
TRY TO DO THAT SAY.

Ruth says AS AN ADVOCATE OF
FREEMARKETS HOW CAN YOU
YOU BEGIN TO TRY TO
DEFEND THEIR NON ACTION
ON CONSERVATION WHEN
THEY FIXED THE PRICE AT
4 POINT 3.
WHICH IS NO INCENTIVE TO
ANYBODY TO CULT BACK ON
THEIR USE OF POWER.
IF YOU TRULY BELIEVED IN
MARKET, WOULD YOU HAVE
ALLOWED PRICES GO UP AND
SO PEOPLE USED LESS
POWER.
I THINK THAT'S WHAT ADAM
STPHEUT MARKETS DO.

Blair says TO BE FAIR, RUTH, WE
WILL NOT APOLOGIZE FOR
PROTECTING CONSUMERS ON
THIS.
AND I THINK THAT ONE OF
THE REASONS THAT WE SAW
THAT THE CHALLENGES THAT
EXISTED AROUND THE
MARKET OPENING IS
BECAUSE SOME OF THESE
LONG-TERM SUPPLY IRI P
ISSUES HAD NOT
NECESSARILY BEEN FIXED.
AND I THINK THAT
CERTAINLY THE GOVERNMENT
IS WORKING TO MAKE SURE
THAT, AGAIN, THE UNITS
THAT PICKERING AND BRUCE
COME BACK ON-LINE TO
MAKE SURE WE HAVE
SUFFICIENT RESERVES.

Richard says AND THE PREMIER
LOOKED TO THE ALL MIGHTY
POWER FOR ON THIS AND WE
HOPE THAT PICKERING AND
BRUCE DO COME BACK
ON-LINE.
BUT I MEAN SURELY I
STARTED TO SAY EARLIER
THE MOMENT EMBARRASSING
IS THIS THING WHO CAN
POSSIBLY THINK BETWEEN
RENTING OR DIESEL
GENERATORS TO BETWEEN
THAT AND THE COAL FIRED
PLANTS WHICH SUPPLYING
UP TO 20 percent OUR POWER
RIGHT NOW WE HAVE GOT
NOT ONLY A MESS DIRTY
MESS IN TERMS OF SUPPLY.

Steve says I HAVE GOT SO MANY SMART
PEOPLE AROUND THE TABLE
HERE.
LET ME ASK ALL YOU WHAT
ARE THE SMART DECISIONS
THAT SHOULD HAVE BEEN
MADE TEN AND 20 YEARS
AGO THAT WOULD NOT HAVE
US IN THIS PICKLE TODAY
THAT WEREN'T MADE.

Ruth says WELL, CERTAINLY I
AGREE WITH RICHARD THAT
RELIANCE ON NUCLEAR
WHICH HAPPENED IN THE 0S
AND THEN THE
CONTINUATION THE
BUILDING DARLINGTON NOT
ONLY ABSORBED ALL OF THE
CAPITAL FOR GENERATION,
BUT PRECLUDED ANY OF THE
MEASURES LOOK AT
SMALL-SCALE ALTERNATIVES
OR LOOKING AT
CONSERVATION.
BECAUSE WHEN YOU HAD PUT
ALL YOUR EGGS IN THE
NUCLEAR BASKET COULD YOU
NOT AFFORD TO DO
ANYTHING ELSE.
AND THERE WAS THE BLIND
ASSUMPTION THAT THAT
WOULD HAPPEN AND THERE
WERE THE VERY FOOLISH
PROJECTION THAT IT WAS
IN FACT GOING TO BE
CHEAP POWER.
NOBODY TAKING INTO
ACCOUNT AT PROBLEMS THAT
NUCLEAR HAVE WHEN THEY
REACH A CERTAIN AGE AND
B THAT WE HAVE NEVER
BUILT IN HOW TO DIPOSE
OF THE WASTE.

Richard says LET ME ADD, THE
PROBLEM WITH OUR PUBLIC
POWER SYSTEM.
RUTH IS RIGHT.
WE HAVE ACTUALLY BUILT
AS SUCCESSIVE STRATEGY
ALL GOVERNMENT IN THINK
VEINS CHEAP POWER.
HAS BEEN PART OF THE
REASON FOR OUR
INDUSTRIAL SUCCESS.
BUT WE ARE NOT PAYING
THE PRICE.
BOTH ENVIRONMENTALLY AND
ENERGY WISE FOR THAT
CHEAP POWER.
AND SO WHAT WE OUGHT TO
HAVE DONE IS BEGIN TO
MOVE THE PRICE MORE
TOWARDS A HIGHER LEVEL
WHICH WILL INDUCE ALL IS
TO TURN THE AIR
CONDITIONER DOWN.
AND NOT JUST TO GO SO
SWISS CHALET.

Steve says EVEN THE NDP SAID
THEY WOULD GO FOR MARKET
LEVEL OF POWER ABOUT
WHATEVER IT 5 POINT 5 percent.
5 POINT 5 KILOWAT HOUR.

Richard says NOBODY WOULD AGREE
WITH US THE PROVINCE
PAYING MORE.
FOR THE -- FOR THE POWER
THAT WE AS CONSUMERS
PAY.

Steve says THE LAST
MINUTE HERE THE
GOVERNMENT -- YOU DID
SAY EARLIER THE
GOVERNMENT NOT GOING
APOLOGIZE FOR TRYING
PROTECT CON SUMMERS THAT
DECISION HAS COST TACK
PACERS 600 MILLION
DOLLARS OF TAX DOLLAR SO
FAR.

Blair says AND INCREASED THE
DEBT.
WHAT WE HAVE SAID IS
THIS THAT OVER THE LIFE
OF THE PLAN BY 2006,
THAT IT WILL PAY FOR
ITSELF AND WHILE THE
PRICE MAY BE A LITTLE
HIGHER THAN THE 4.3
CENTS KILOWAT HOUR AT
THE MOMENT I THINK BY
THE TIME WE FOR EXAMPLE
OVER THE SUMMER WE ARE
SEEING ANOTHER 3300 MEGA
WATTS OF POWER COME
ON-LINE.
I THINK BY EXPANDING
CONTINUING TO EXPAND
SUPPLY AND ANNOUNCING
THAT WE GOING TO BE
WORKING WITH MANITOBA
AND QUEBEC TO BRING IN
MORE POWER YOU WILL SEE
THE PRICE GO DOWN.

Ruth says THERE IS NO
TRANSMISSION LINES.

Steve says I HAVE GOT 30 SECONDS
LEFT IN I WANT TO ASK
YOU:
DO YOU THINK BAD WEATHER
OVER THE SUMMER, I MEAN,
HOT, HOT, HOT CAN COST
THAT PARTY REELECTION?

Blair says I THINK WE ARE
PREPARED TO DEAL WITH
THIS ISSUE.
WE HAVE BEEN WORKING ON
IT.
WE RECOGNIZE THAT IT IS
GOING TO BE A
CHALLENGING SUMMER.
BUT I THINK THAT AGAIN
JUST AT GRID HELD UP
THIS WEEK IT WILL
CONTINUE TO DO SO.

Steve says WE GOT
ANOTHER SEGMENT.
STRAIGHT AHEAD.
ANOTHER MAJOR
CHALLENGING THING ON THE
GOVERNMENT'S PLATE
COMING UP MONEY FOR
S.A.R.S.
WHEN IS 250 MILLION
DOLLARS NOT THAT MUCH
MONEY?

A clip appears on screen with John Manley speaking at a news conference with a caption that reads "John Manley, Finance Minister" Manley is in his fifties, has short, straight, side-parted gray hair, is clean-shaven, and wears a black suit, white shirt, and black tie. He stands in front of a background that reads "The Economic Club of Toronto."

Manley says WE DON'T SEE THE
PROVENTIAL HEALTH BUDGET
AS BEING THE ISSUE HERE.
WE SEE THE RECOVERY OF
THE TORONTO TOURISM
SECTORS ANSWERING THE
ISSUE.

Janet Ecker appears on screen in an interview with a caption that reads "Janet Ecker, Finance Minister." Janet is in her forties, has short, straight, brown hair, wears thin glasses, and wears a beige blazer.

Ecker says PROBLEM TODAY WHAT
FEDERAL FINANCE DID
OUTRAGE, DISBELIEF AND
QUITE FRANKLY, SORROW
FOR THIS PROVINCE ALL OF
THE VICTIMS OF S.A.R.S,
AND OUR HEALTH CARE
COMMUNITY, THAT HE WOULD
STAND UP THERE TODAY AND
SAY THAT HEALTH CARE IS
NOT THE ISSUE.

David Young appears on screen in an interview with a caption that reads "David Young, Municipal Affairs." Young is in his forties, has short gray hair, is clean-shaven, and wears a black suit, white shirt, and gold tie.

David says HE SEEMS TO BE RATHER
CONTEMPTUOUS TOWARDS
PEOPLE OF THIS PROVINCE.
HE DOES NOT SEEM TO
APPRECIATE THE S.A.R.S
CRISIS IS FIRST AND FOR
MOST HEALTH CARE CRISIS.
HE TALKS ABOUT IT AS
BEING TOURISM ISSUE.
AND I GUESS HE THINKS
THAT MAKE BOYS TO TOWN
WILL SOLVE EVERYTHING.
IT WOULDN'T.

Back in the studio, Steve says ONTARIO GOVERNMENT
MAYBE LEARNING THAT IT
CAN'T ALWAYS GET WHAT IT
WANTS.
FROM OTTAWA WHEN IT
COMES TO S.A.R.S
COMPENSATION.
BUT CRITICS SAY THAT THE
STORIES WOULDN'T EVEN
GET WHAT THEY NEED.
IF THEY CONTINUE
THEIR -- THIS REALLY
TORTUOUS THIS ROLLING
STONES ANALOGY IF THEY
CONTINUE THEIR LATEST
NEGOTIATING STRATEGY
THIS WEEK DAVID YOUNG
WHO YOU SAW TURNED DOWN
OVER 150 MILLION DOLLARS
AND POSSIBLY 100 MILLION
DON'T ROAD TO PAY FOR
COST OF ASSOCIATION
WAITED S.A.R.S OUTBREAK.
AND I WANT TO KNOW,
BLAIR, WHETHER YOU
THOUGHT THAT WAS A WISE
MOVE ON HIS PART?

Blair says I THINK IT WAS
ABSOLUTELY.
THE RIGHT MOVE TO MAKE.
I MEAN VIEW WE HAVE BEEN
CALLING ON THE FEDERAL
GOVERNMENT SINCE APRIL
10 TO PROVIDE THIS
PROVINCE WITH ACCESS TO
THE TKEU DISASTER
FUNDING.
THE COSTS THAT ONTARIO
HAS ABSORBED ON THIS
ISSUE THUS FAR IN THE
NEIGHBOURHOOD OF 1 POINT 1
BILLION DOLLARS.
AND TKPWEP GIVEN FACT WE
HAVE BEEN WAITING FOR
ABOUT 100 DAYS FOR THE
FEDERAL GOVERNMENT TO
RESPOND THE 150 MILLION
DOLLARS IN DIRECT
COMPENSATION BY OFFERED
BY HIM IS JUST SIMPLY
NOT GOING TO CUT IT.

Steve says I AM INTERESTED IN
YOUR POSITION ON THIS
BECAUSE IF BLAIR IS
RIGHT AND THE HEALTH
MINISTRY HAS ESTIMATED
THE COST ARE BILLION
PLUS TO THE SYSTEM RIGHT
NOW, YOU USED TO BE
HEALTH MINISTER.
AND I WANT TO KNOW
WHETHER OR NOT IF YOU
WERE OFFERED 250 MILLION
TO TAKE CARE OF HEALTH
COSTS, PLUS COMPENSATING
WHOLE LOT OF ECONOMIC
DOWN FALLS, WHETHER
WOULD YOU HAVE FOUND
THAT ACCEPTABLE?

Ruth says IF I SAW ANYBODY FROM
FEDERAL GOVERNMENT WHAT
IS HEALTH MINISTER I
WOULD HAVE TAKEN.
AND EVEN TODAY, YES.
I THINK IT IS VERY
FOOLISH OF THIS
GOVERNMENT NOT TO TAKE
IT.
THERE NOTHING TO PREVENT
THEM FROM CONTINUING TO
NEGOTIATE.
ONCE THEY HAVE TAKEN IT.
BUT BY NOT TAKING IT,
THEY SET THEMSELVES UP
FOR THE ACCUSATION THAT
THEY WERE REALLY MORE
INTERESTED IN MAKING
POLITICAL PLAY WITH THE
FEDERAL GOVERNMENT THAN
THEY WERE IN DEALING
WITH THE UNDOUBTED
PROBLEMS THAT THIS WAS A
DISASTER.
AND WE OUGHT TO HAVE
FEDERAL MOVE THE.

Richard says I THINK THAT IS
POINT.
I MEAN, IT MAY WELL BE
THAT THERE SHOULD BE
MORE THAN 250 MILLION
DOLLARS.
I HAVE NO HAND I CAN
WAND ON WHAT THE RIGHT
AMOUNT IS I KNOW THEY
ARE ASKING FOR 900
MILLION OUT OF THE
BILLION THEY THEY
THOUGHT THEY SHOULD PAY
90 percent.
I KNOW THE MONEY IS A
FAIR CHUNK OF CHANGE.
AND NUMBER ONE AND I
THINK OUR PROVENTIAL
GOVERNMENT OUGHT TO
ACCEPT THE MONEY.
BUT, THE REAL REASON
HERE IS WE HAVE A
PROVENTIAL GOVERNMENT
WAY BEHIND IN THE POLLS.
AND WHAT IS THE OLDEST
POLITICAL GAME IN THE
BOOK, PICK A FIGHT WITH
THE FEDS WHO HAPPEN TO
BE LIBERAL GOVERNMENT
AND IT WILL MAKE
PRESUMABLY THE HOPE IS
THERE CONVINCE VOTERS
THAT LIBERALS ARE BAD.

Steve says IS THAT WHAT'S GOING
ON HERE?

Blair says NO.
I THINK THAT RICHARD
DESCRIBED 250 MILLION AS
FAIR CHUNK OF CHANGE.
HIS OWN LEADER DALTON
MCGUINTY ACTUALLY
DESCRIBED IT AS BEING
INADEQUATE IN PRESS
RELEASE LAST WEEK.
JACK LAYTON THE NEW.

Richard says HE DIDN'T SAY YOU
SHOULD NOT TAKE IT.

Blair says JACK LAYTON SAID IT
WAS A SLAP IN FACE.

Ruth says IT IS WHETHER YOU
SHOULD TAKEN IT AND
CONTINUED TO SAY IT WAS
INADEQUATE.

Blair says WE WILL CONTINUE TO
FIGHT FOR ONTARIO GET
ITS FAIR SHARE HERE AND
QUITE FRANKLY.

Richard says WHY WOULDN'T YOU TAKE
IT NOW AND THEN SAY WELL
WE NEED ANOTHER 250 TO
PAY TO FOR THIS PART.
BECAUSE THERE ARE OTHER
FEDERAL FUNDS THAT ARE
BEING MADE AVAILABLE TO
HELP ON THE TOURISM SIDE
TO HELP WITH RECOVERY
AND ALREADY BEING SPENT
NOW BY THE PROVENTIAL.
WHY WOULDN'T YOU SIMPLY
SAY I WILL TAKE THE 250
AND I AM GOING TO --
DEPLOY THAT HERE AND I
WILL CONTINUE THE FIGHT
FOR MORE?

Blair says TO BE FAIR, RICHARD,
I MEAN THE IN TERMS
DIRECT COMPENSATION TO
AN KWROEUR -- ON A TAR
OUTFEDERAL GOVERNMENT
WAS RUNNING ONLY 12
MILLION DOLLARS.
NOW, IN TERMS OF YOU
KNOW GOING FORWARD, I
MEAN, AGAIN, WE ARE
GOING TO CONTINUE TO
FIGHT FOR MORE MONEY
FROM THE FEDERAL
GOVERNMENT THE OFFER
PRESENTED WAS TAKE IT OR
LEAVE.
AND WE SAID AT THAT
POINT WE ARE GOING TO
LEAVE AND WE WILL
CONTINUE TO FIGHT FOR
MORE.

Steve says RUTH LET ME
ASK YOU THIS.
IT SEEMS DISAGREEMENT
HERE IS WHAT'S THE
PROBLEM HERE?
THE PROVINCE SEES THIS
AS A LIKE RED RIVER
FLOOD IN MANITOBA, ICE
STORM IN QUEBEC.
NATURAL DISASTER.
THAT REQUIRES A
SIGNIFICANT FEDERAL
RESPONSE.
THE FEDERAL GOVERNMENT
DOES NOT SEE IT THAT
WAY.
WHO IS RIGHT?

Ruth says I DON'T KNOW WHO IS
RIGHT.
AND I DON'T KNOW HOW THE
FIGURES THAT ARE BEING
ASKED FOR ON EITHER SIDE
ARE BEING CALCULATED.
IT IS INTERESTING THAT
THIS WEEK EDITORIALIST
ARE TKPWOEUPBG SAY THAT
CHRONIC UNDERFUNDING IN
MISS MANAGEMENT OF OUR
HEALTH CARE SYSTEM OVER
LAST NINE YEARS MAY IN
FACT HAVE CONTRIBUTED TO
THE EXTENT OF THE
S.A.R.S CRISIS.
AND SO, I FRANKLY DON'T
BLAME THE FEDERAL
GOVERNMENT TOTALLY FOR
SAYING TO ONTARIO SHOW
ME THE FIGURES AND SHOW
ME WHAT YOU WANT THE
MONEY FROM.
BECAUSE WE HAVE AFTER
ALL HAD FEDERAL MONEY
COMING TO ONTARIO FOR
HEALTH CARE.
THAT WAS NOT SPENT FOR
ON THE THINGS FOR WHICH
IT WAS DESIGNED IN THE
PAST.

Steve says WHO IS RIGHT ON THIS
DIFFERENCE?
IS THIS NATURAL DISASTER
REQUIRING MAJOR FEDERAL
RELIEF OR IS IT NOT?

Richard says YOU KNOW I DON'T
THINK THERE MAGIC ANSWER
TO THAT.
IT PROBABLY MORE
AFTER -- IT IS PUBLIC
HEALTH MATTER.
AND I DON'T KNOW PUBLIC
HEALTH DISEASE IS A
NATURAL DISASTER.
PROBABLY ISN'T.
BUT WHO CARES.
I MEAN ULTIMATELY LET'S
FUND IT.
I THINK RUTH BRINGS
INTERESTING POINT.
WE ARE DOING THIS --
THIS IS FIRST TIME AS A
SOCIETY RECOVER FROM IN
RECENT TIMES SOMETHING
LIKE S.A.R.S WE DON'T
KNOW WHAT RULE BOOK IS
HERE.
AND YOU KNOW LOT OF
MONEY GOING TO GET
THROWN AROUND IN TIMES
WHEN PEOPLE LIKE ALL OF
US ARE CONCERNED ABOUT
THIS.
AND I WOULD LIKE TO MAKE
SURE SOMEBODY AT LEAST
HAVING SOME LOOK AT WHAT
WE ARE SPENDING MONIES
WISELY IF THE FEDERAL
GOVERNMENT SAYING 250
OUR CONTRIBUTION RIGHT
NOW LORD KNOWS HOW THEY
ARRIVED IT A.
I HAVE NO DIE.

Steve says LAST 20 SECONDS
ON THIS DO
YOU THINK NEGOTIATIONS ARE
OVER?

Blair says NO.
I THINK WE WILL CONTINUE
FIGHT FOR WHAT ONTARIO
RIGHT CONTRARY TO WHAT'S
BEEN SUGGESTED.
FEDERAL GOVERNMENT HAS
BEEN GIVEN NUMBERS SEVEN
TIMES AND WE WILL HOPE
THEY WILL COME TO TABLE.

Steve says IF THEY DON'T GO UP
PAST 2 50, IS THAT IT.
WILL YOU NOT TAKE IT?

Blair says I AM HOPING THAT
PRESSURE THAT WE STARTED
TO SEE WILL FORCE
MINISTER TO RECONSIDER.

Ruth says I HOPE YOU WILL SPEND
IT ON PUBLIC HEALTH.

Steve says ONE MORE SEGMENT.
FOR YOUR EDIT WHO ARE
MOST IMPORTANT POLITICAL
PEOPLE IN THIS PROVINCE.
IF YOU ANSWERED THE
PREMIER AND HIS SENIOR
CABINET MINISTERS, YOU
WOULD GET PRETTY NASTY
ARGUMENT WITH MANY TORY
BACK BENCHERS ARE
COMPLAINING THAT BACK
ROOM IS NOW IN CHARGE IN
WITH MORE WHO IS BACK
ROOM 411.

Music plays and a slate appear of Queen’s Park with a title that reads "Backroom 411." Clips of parliament appear on screen with Susanna Kelley and Robert Fisher walking down a hallway. Susanna is in her forties, has shoulder-length straight blond hair, and wears a pink blazer and black pant suit. Robert is in his forties, has short, side-parted, brown hair, is clean-shaven, and wears a black suit, white shirt, and black tie.

In an interview, Steve says OKAY.
ONCE MORE WITH FEELING
SHALL WE OFF TO THE
RACES.
START US OFF ON THE
CAMPAIGN TEAM THERE IS
JUST LOSS EVER CHAT
ABOUT THE CAMPAIGN TEAM.
IN THE HAUFLS QUEEN'S
PARK.

Susanna says THERE CERTAINLY
IS AND LOT OF IT QUITE
UNHAPPY.

Steve says WHO UNHAPPY?

Susanna says WELL I AM HEARING
EVERYTHING FROM
MINISTERS TO MPP TO
POLITICAL STAFFERS.

A caption reads "Susanna Kelly, Queen’s Park Bureau Chief."

Susanna continues I THINK SOME PEOPLE
HAVE SAID THESE ARE SAME
PEOPLE WHO WERE RUNNING
THE PREMIER'S OFFICE FOR
A LONG TIME UNDER MIKE
HARRIS.
AND HIS ONE MINISTER
SAID TO ME, THEY ARE
BACK.
AND THEY HAVE GOT MORE
POWER THAN EVER.

Steve says I PEOPLE ARE
UNHAPPY ABOUT IT?

Susanna says YES.
THE AMOUNT POWER THAT
CAMPAIGN TEAM HAS THIS
TIME UNPRECEDENTED.
THAT THEY ARE
CONTROLLING WHAT POLICY
COMES FORWARD.
WHEN THAT POLICY COMES
FORWARD, THE TIMING OF
IT.
RIGHT DOWN TO EVERY
SINGLE PRESS RELEASE.
FROM EVERY SINGLE
MINISTRY GOES OVER TO
PREMIER'S OFFICE AND
THEN IT IS KICKED
UPSTAIRS AND UPSTAIRS
NOW APPARENTLY IS THE
CAMPAIGN TEAM IN AND
THEY VENT EVERY PRESS
RELEASE THEY ARE IN
EFFECT CONTROLLING THE
GOVERNMENT'S AGENDA AND
HAVE BEEN SINCE ABOUT
JANUARY.
RIGHT DOWN TO, ALSO,
APPARENTLY, YOU KNOW
MINISTERS AND MPP THAT
ARE ASKED TO COME ON
SHOWS LIKE OURS BEFORE
THEY ARE SUPPOSED TO GET
PERMISSION TO COME ON
SHOWS LIKE OURS.
FROM THE CAMPAIGN TEAM.

Steve says FOR WHAT IT IS
WORTH THIS IS THE SAME
CAMPAIGN TEAM THAT JUST
PRODUCED BACK TO BACK
MAJORITY GOVERNMENT.

Robert says ABSOLUTE WHEN HE 20
POINTS BEHINDED IN POLLS
I THINK YOU WANT SO HAVE
A LOT OF CONTROL.

A caption reads "Robert Fisher, Provincial Affairs Specialist."

Robert continues BUT I AGREE WITH HER.
THAT PEOPLE WOULD BE
VERY UPSET WITH THIS
KIND OF CONTROL BECAUSE,
IT IS VERY TIGHT SORT OF
OPERATION RIGHT NOW.

Susanna says YOU KNOW YES, THERE
WAS BACK TO BACK
MAJORITY IN 99 I AM TOLD
THAT MINISTERS WERE
CONSULTED A LOT MORE
WORKED WITH THE CAMPAIGN
TEAM.
ABOUT WHAT POLICIES WERE
COMING FORWARD IN THE
PREELECTION PERIOD.

Steve says HOW ABOUT THIS TIME?

Susanna says NO.
NOT BEING CONSULTED ONLY
MINISTERS THAT I CAN
FIND THAT ARE BEING
CONSULTED ARE THOSE IN
CHARGE OF PORTFOLIO,
THAT INVOLVE THE TORIES
CORE VOTE AND ARE
BRINGING FORWARD
POLICIES THAT MIGHT --
AND YOU KNOW WHAT ONE
STAFFER SAID TO ME WAS
YOU KNOW BEFORE THEY GO
TO BATHROOM THEY HAVE
GOT TO CAUGHT OFFICE.

Robert says YOU KNOW THE THING IS
LOOK AT THE LAST SESSION
THE NUMBER CABINET
MINISTERS WHO
FREE-LANCED OPINIONS.
I THINK IF HELL LOAN
JOHN LET'S BAN ALBERTA
BEEF, WHEN YOU THINK OF
MINISTERS FREE-LANCING
THAT KIND OF STUFF YOU
WANT TIGHT CONTROL
BECAUSE YOU DON'T WANT
THAT KIND OF POLICY ON
THE FLY COMING OUT.

Susanna says I THINK THERE
SOMETHING STRANGE ABOUT
WHEN ELECTED MINISTERS
AND ELECTED MPPS HAVE TO
BOW TO WISHES OF A
UNELECTED GROUP.
AND THIS HAS BEEN GOING
ON FOR VERY LONG TIME.
SINCE JANUARY.
WHO IS GOVERNING?

Steve says YOU KNOW I LOVE WHEN
YOU TWO DISAGREE.
IT IS GREAT.
MOVING RIGHT ALONG.
LET'S CALL THIS LONG
GOOD-BYE WAYS WAYS WEEK
LEGISLATURE ROSE NOBODY
EXPECT TO COME BACK
BEFORE NEXT ELECTION IS
CALLED AND THERE WERE
YOU KNOW SOME TEARFUL
SPEECHES.
PEOPLE SAYING GOOD-BYE
INCLUDING THE SPEAKER.
WHO GOING OFF TO COACH
HOCKEY TEAM IN LONDON.
AND YOU HAD SOME
THOUGHTS ABOUT THAT.

Robert says A LOT OF PEOPLE HAVE
CAR FOR THE WAY HE
HANDLED SPEAKER JOB AND
I THINK IT WAS GOOD
REASON TO SAY THAT GOOD
THINGS THE OPPOSITION
SAID THOUGH I FOUND
INTERESTING ON THURSDAY
JOHN BARRED HOUSE LEADER
HAD VERY SORT OF YOU GOT
ELECTED IN 90 REEBB
LEAKED IN 95 AND THANK
YOU FOR BEING SPEAKER
AND SAT DOWN A LOT MORE
EMOTION FROM LIBERALS
AND THE NDP.
I THINK PEOPLE FORGET,
THOUGH HIM FOR HIS
EFFORT IN CHAIR THEY
FORGET EFFORT THAT CHRIS
STOCKWELL MADE AS
SPEAKER OF IN IN MY MIND
NOT DISRESPECT TO GARY
CAR, STOCKWELL WAS ONE
OF THE FINEST SPEAKERS I
HAVE SEEN SEEN SIT IN
THAT CHAIR.
VERY EVENHANDED AND VERY
INDEPENDENT; ASK MIKE
HARRIS ABOUT HOW
INDEPENDENT HE WAS.
IT IS SHAME ACTUALLY
TAKING SIDES IN WHOLE
RECENT FIASCO ABOUT HIS
SPENDING THAT THAT IS
GOING OVERSHADOW I THINK
THE REALLY EXCELLENT
WORK THAT HE DID AS
SPEAKER.

Steve says NO QUESTION HE
ESTABLISHED THE
INDEPENDENCE OF THE
SPEAKER'S JOB ANYWAY
THAT NOBODY HAD PRIOR TO
HIM.
ABSOLUTELY.

Robert says THAT'S FAIR TO SAY
STPHAOFPLT AND YOU KNOW
CAR FOLLOWED IN HIS
FOOTSTEPS.
TALK TO ME ABOUT BILL
25.

Steve says WE HAD EARLIER THIS WEEK
ON STUDIO TWO THE MAYOR
OF BURLINGTON BECAUSE HE
WAS SO UPSET AT THE FACT
THAT MINISTER
TRANSPORTATION GOING TO
GET DECIDE WHERE
HIGHWAYS ARE GOING AND
HIGHWAY GOING TO ABOUT
THROUGH BURLINGTON AND
HE DOES NOT LIKE IT ONE
A LITTLE BIT.

Susanna says BECAUSE HE SAT ON THE
SMART GROWTH PANEL THAT
JUST PRESENTED THE
GOVERNMENT WITH A ENTIRE
TRANSPORTATION AND
DEVELOPMENT PLAN FOR ALL
OF SOUTHERN ONTARIO.
THAT WAS VIRTUALLY
IGNORED BY THE BILL.
IT GIVES THE MINISTER
TRANSPORTATION THE POWER
TO PICK THESE
TRANSPORTATION CORRIORS
FOR RAIL AND ROADS.
WITHOUT GOING THROUGH
ENVIRONMENTAL ASSESSMENT
ACT WITHOUT LOOKING AT
THE IMPACT ON THE
ENVIRONMENT.
OR PLANNING WHERE
DEVELOPMENT WILL HAPPEN.
SO I THINK IT IS SLIPPED
THROUGH CABINET.
WITHOUT PEOPLE NOTICING.
AND I THINK IT WAS A BIT
OF MISTAKE.
FROM WHAT I HEAR THE
BILL IS ACTUALLY NOT
GOING TO GO FORWARD.
ALL OF THAT POWER GOING
TO GO BACK TO MUNICIPAL
AFFAIRS AND HOUSING.
BECAUSE THEY WANT TO
IMPLEMENT SMART GROWTH.
AND I MEAN, I DON'T KNOW
HOW THIS HAPPENED BUT I
THINK THE GOVERNMENT HAD
TO DO A BIT OF TURN
AROUND ON IT.

Robert says THERE IS SMALL CLAUSE
IN BACK PAGE OF THE BILL
ALLOW THEM TO GO
BATHROOM WHEN HE WANTS
TO IN HE BEING MINISTER
OF TRANSPORTATION.

Susanna says ONLY IF THE CAMPAIGN
TEAM ALLOWS IT.

Steve says ROBERT, I THINK YOU
AND I SAW SOMETHING THIS
PAST WEEK THAT DOES NOT
HAPPEN VERY OFTEN AND
THAT IS WHEN THE PREMIER
OF THE PROVINCE ACTUALLY
GETS UP AND SAYS TO
MEMBERS OF THE
OPPOSITION, I WILL
PERSONALLY LOOK INTO
THIS FOR YOU.
THAT DOES NOT HAPPEN
MUCH.
TELL US SORT RE.

Robert says VERY SERIOUS
QUESTIONS ON THE
THURSDAY FROM OPPOSITION
ABOUT CHILDED A HE COULD
VAT NUMBER THEM PROVINCE
SHE REPRESENTS THEIR
INTERESTS.
THERE GREAT DEAL OF
CONCERN ABOUT HER.
CURRENT FAMILY MINISTER
SORT OF INTERFERING IN
HAPPEN TO RAISE.
MINISTER DENIES THAT THE
OPPOSITION PERSISTING ON
THURSDAY AND THE PREMIER
I THINK TO HIS CREDIT
GOT UP AND SAID I WILL
PERSONALLY INVESTIGATE
THIS ISSUE.
AND I WILL COME BACK
WITH A PUBLIC RESPONSE.
YOU DON'T OFTEN SEE THAT
LOT STONE WALLING OF
OPPOSITION QUESTIONS.
BUT I THINK IT SAYS A
LOT ABOUT WHAT WHO ERNIE
EVES HAS PREMIER IS.
AND IT IS SOMETHING THAT
SHOULD BE NOTED IN THE
NOTE BOOK ON ERNIE EVES
IT WOULD NOT HAVE
HAPPENED UNDER HIS
PREDECESSOR WOULD HAVE
BLOWN AWAY THE QUESTIONS
FOR HIM TO TAKE ON
PERSONALLY AS ISSUE WHY
AND MAY END UP EMBARRASS
BRENDA ELLIOT NO TWO
WAYS ABOUT IT IN THAT
FACT HE FIND OPPOSITION
SAYS IS THERE N BUT
CHILD ADVOCATE SPEAKING
THE WAY SHE DID, IS A
BIG CONCERN TO THE
OPPOSITION.
AND CLEARLY TO THE
PREMIER AS WELL.

Steve says IN OUR LAST MINUTE
LET ME GET BRIEF COMMENT
FROM EACH OF YOU ON
INTERESTING POINTED THAT
WAS MADE BY JOHN
HAPPENED,WHO TORY MEMBER
FOR THE NORTH WHO
RETIRING NOT COMING
BACK.
AND HE DURING THE COURSE
OF HIS FAREWELL ADDRESS
TALKED ABOUT THE
POISONED WELL OF
PARTISANSHIP IN THE
LEGISLATURE.
I KNOW SILLY SEASON
BECAUSE IT IS COMING UP
TO PROVENTIAL ELECTION
DOES SEEM LIKE IT IS
WORSE THAN EVER.
WOULD YOU AGREE WITH
THAT?

Susanna says I DO.
AND I HAVE HEARD OF
INSTANCES WHERE MPPS FOR
INSTANCE SAID SOMETHING
COMPLIMENTARY ABOUT A
MINISTER OR A GOVERNMENT
POLICY AND THEIR CAUCUS
COLLEAGUES WERE REALLY
ON THE THEIR BACKS ABOUT
IT.
I MEAN, DON'T DISH DON'T
UNDERSTAND WHEN YOU GET
A POLICY THAT EVERYBODY
AGREES WITH, WHY YOU
KNOW MPPS DON'T SEEM TO
BE ALLOWED TO SAY THAT
OUT LOUD.
HOW DOES YOU KNOW
BENEFIT SOCIETY?

Steve says LAST WORD.

Richard says IT IS NOT PEOPLE'S
BUSINESS.
AND I THINK MR. HASTING
IS RIGHT.
IN THE TWO DECADES OR
STPHRAOEUR WATCHED THE
PINK PALACE IN OPERATION,
IT HAS BEEN SLIPPERY
SLOPE DOWN.
AND NOT A GOOD THING.
THE NASTYNESS AND TONE
OF THE PLAYS, I MEAN
SPEAKERS CAR, STOCKWELL,
BEFORE THAT I MEAN THEY
HAVE HAD A HELL OF JOB
TRYING TO CHEAP PLACE ON
EVEN KEEL ANDRY TO KEEP
IT DOWN SOME TIMES WITH
HUMOR AND EJECTING
PEOPLE.
BUT IT HAS BECOME A VERY
NASTY PLACE AND IT IS
THAT'S UNFORTUNATE.
I REALLY REGRET THAT.
I THINK ONTARIO CITIZENS
WOULD REGRET AS IT WELL.

Steve says THE GOOD NEWS WE ARE
ALWAYS ON EVEN KEEL
HERE.
AND THE BITTERNESS AND
PARTISANSHIP -- WE HAVE
A OKAY SPEAKER AND MORE
IMPORTANTLY WOULD HAVE
EXCELLENT MEMBERS ON THE
OTHER SIDE OF THE FLOOR.

Robert says THAT'S GOOD.

Steve says HAVE GREAT SUMMER YOU
TWO ASK WE WILL SEE YOU
AGAIN IN THE FALL.

Susanna says HAVE A GOOD SUMMER.

The clip ends.

Back in the studio, Steve says THERE WERE
LONG GOOD-BYES IN
LEGISLATURE WE ARE DOING
OUR LONG GOOD-BYES WE
ARE WANT ENJOY YOU KNOW
WISH EVERYBODY A GOOD
SUMMER AS WE HAVE OUR
FINAL INSTALLMENT HERE
OF "FOURTH READING" WE
HOPE WILL YOU GO OFF
COTTAGES OR VARIOUS
OTHER PLACES.

Ruth says AN ELECTION
FREE SUMMER IS WHAT YOU
ARE WISHING US US.

Richard says THANK YOU.
CAN I GO TO BATHROOM
NOW?

Steve says YOU KNOW WHAT I
NOTICED ABOUT NEED DIS
OF BACK ROOM 411 ROBERT
FISHER NEVER ONCE SAID
BAD NEWS FOR DALTON
MCGUINTY.
NIGHT BE THE FIRST TIME
HE HAS NOT SAID THAT.

Steve says HAVE I GOT TIME TO
SAY GOOD-BYE JUST ABOUT
THAT MUCH.
RICHARD MAHONEY RUTH
GRIER IT HAS BEEN
PLEASURE DOING "FOURTH
READING" READ WAS YOU
THIS SEASON.
HAVE GREAT SUMNER COME
BACK RESTED IN FALL AND
WE WILL DO IT ALL OVER
AGAIN.

Richard says THANK YOU, STEVE.
