Transcript: Show #161 "What a week" | Apr 25, 1999

The opening sequence rolls.
In animation, the title "Fourth Reading" spins against a red background. Then, snippets from the current episode play.

(music plays)

Steve says THIS WEEK, READY...
OR NOT?

In a clip, Mike Harris speaks at the Ontario Legislature and says
KEEPING WITH THIS PRACTICE
AS WHAT WILL VERY LIKELY BE
THE SECOND LAST THRONE
SPEECH OF THIS PARLIAMENT.

Steve says THE TORY'S
NEW THRONE SPEECH,
AND A POLL CASTS ITS
SHADOW OVER A POSSIBLE
SPRING ELECTION.

In another clip, Dalton McGuinty shakes supporters' hands.

They chant DALTON!

(music plays)
Steve, Ruth, and Mac sit with a guest around a table in the shape of a number 4.

Steve is in his thirties, clean-shaven, with short curly brown hair. He's wearing a gray coat over a black-collared gray shirt.
Ruth Grier is in her sixties, with short white hair.
Mac Penney is in his sixties, clean-shaven and balding.

Steve says HI, EVERYBODY.
STEVE PAIKIN HERE
WITH THIS WEEK'S EDITION
OF 4TH READING.
THIS WAS SUPPOSED TO BE A
WEEK WHEN A LOT OF THINGS
WOULD BECOME CLEARER
AT QUEEN'S PARK.
THE CONSERVATIVE GOVERNMENT
WAS GOING TO UNVEIL
ITS NEW LONG-RANGE VISION
FOR THE PROVINCE
IN ITS SPEECH FROM
THE THRONE.
AND THE LIBERALS WERE
SUPPOSED TO MAKE
A BIG SPLASH RELEASING
THEIR MUCH AWAITED
ELECTION PLATFORM FOR
ALL ONTARIO TO SEE.
THAT'S WHAT WAS
SUPPOSED TO HAPPEN.
WHAT DID HAPPEN?
WELL, NEITHER OF THOSE
THINGS, ACTUALLY.
AND YOU WANT
ANOTHER SURPRISE?
THE LATEST POLL SHOWS THE
MIKE HARRIS TORIES
12 POINTS BEHIND DALTON
MCGUINTY'S LIBERALS.
AND THAT WASN'T SUPPOSED
TO HAPPEN EITHER.
COULD IT BE AN ELECTION
WON'T BE CALLED
THIS SPRING AFTER ALL?
WELL, THE OPPOSITION
APPARENTLY THINKS
IT'S STILL ON.

A clip plays in which a smiling Howard Hampton walks down a campaign bus to greet a group of supporters.

[cheering]

A caption appears on screen. It reads "Howard Hampton. Ontario NDP Leader."

At the rally, he says STOP WASTING
TAXPAYERS' MONEY.
STOP ABUSING OUR
PARLIAMENTARY TRADITIONS.
STOP INSULTING THE
INTELLIGENCE
OF ONTARIO VOTERS.
SHOW SOME INTEGRITY
AND CALL THE ELECTION.
THAT'S WHY I BROUGHT THE
CAMPAIGN BUS THIS MORNING.

Now a clip shows the opening of the throne speech.

[trumpets playing]

Steve says THURSDAY WAS THE
THIRD SPEECH FROM
THE THRONE DELIVERED BY THE
MIKE HARRIS GOVERNMENT.
THE OPPOSITION SAYS IT'S
THE LAST SPEECH
BEFORE THE ELECTION.
THE PREMIER CALLS
IT THE SECOND LAST.
EITHER WAY, THE PROTEST
OUTSIDE PROBABLY GAVE
A GLIMPSE OF THE DIVISIVE
CAMPAIGN TO COME.

In a park, an elderly woman lashes out against protesters in their twenties and says
BUT I GUESS YOU'RE OKAY
SO WHEN YOU'RE OKAY,
IT'S HARD TO SEE WHAT'S
GOING ON OUT THERE.
I THINK YOU REALLY
HAVE TO SEE IT.
BE OUT THERE
AND SEE IT.
AND ANY HUMAN BEING WHO CAN
LOOK AT PEOPLE SUFFERING.

A female protester in her twenties says YOU KNOW WHAT?
YOU DON'T ANYTHING
ABOUT MY LIFE, OKAY?
I LIVED IN A SHELTER
FOR THREE MONTHS, OKAY?
AND I'LL TELL YOU IT
WAS NOT THE BEST.

The elderly woman says THEN YOU SHOULD KNOW.

The protester says NO, I DO KNOW.
THAT'S WHY I'M
SUPPORTING MIKE HARRIS.

The elderly woman says WHAT'S HE DOING?
HE'S PUTTING
PEOPLE IN SHELTERS!

The protester looks frustrated and says OH, MY GOSH.

Steve says THE THRONE
SPEECH ITSELF WAS SHORT
ON SPECIFICS BUT DID
INCLUDE INDICATIONS
OF THE GOVERNMENT'S AGENDA.

A clip shows the speech.
A caption reads "Hillary Weston. Lieutenant-Governor."
Weston is in her late forties, with wavy blond hair.

She says FIRST, WE MUST CONTINUE
TO REDUCE TAXES.
THE DEBATE IS OVER.
HIGH TAXES KILL JOBS,
TAX CUTS CREATE JOBS.
AS ONE STEP IN THE
RIGHT DIRECTION,
MEMBERS WILL BE ASKED IN
THIS SESSION TO CONSIDER
A TAXPAYER PROTECTION ACT
THAT WOULD PREVENT
FUTURE GOVERNMENTS FROM RAISING
TAXES WITHOUT VOTER APPROVAL.

A slate appears on screen, with the title "Throne speech."

Steve reads from the slate and says
BESIDES LOWERING TAXES,
THE SPEECH PROMISED
TO STAY THE COURSE
ON HEALTHCARE REFORM,
PLACE NEW RESTRICTIONS ON
CONSTRUCTION WORKERS FROM
QUEBEC WHO WANT TO WORK
IN ONTARIO, AND MOVE
TO ENSURE WELFARE
IS A SHORT-TERM
AID PROGRAM.
THE SPEECH ALSO CONTAINS
SOME POINTS THE TORIES
ARE TRYING HARD TO SELL.

Weston says SINCE 1995, YOUR
GOVERNMENT HAS INTRODUCED
A NUMBER OF
EDUCATION REFORMS...

MP's in the chamber laugh.

Weston continues SUCH AS IMPROVED CURRICULUM
AND STANDARD TESTING.

Steve says THEMES ECHOED IN A
NEW CONSERVATIVE PARTY AD.
THE HARRIS PLAN.

A snippet from a Mike Harris campaign ad plays.

As Harris's voice is heard, titles pop up showing what he says.

He says
A TOUGH NEW CURRICULUM
WITH HIGHER STANDARDS.
More teacher time in classroom.
Mandatory teacher testing.
And the Liberal Leader Dalton McGuinty? He opposes Harris' Plan for Accountability in Schools.

Steve says THE OPPOSITION
WAS QUICK TO DISMISS
THE CONTENT OF
THE SPEECH.

A clip shows McGuinty speaking to the press.
A caption reads "Dalton McGuinty. Ontario Liberal Leader."
McGuinty is in his forties, clean-shaven, with short brown hair.

He says WHAT ONTARIANS WERE LOOKING
FOR THEY DID NOT FIND.
THEY WANT AN EFFECTIVE
STRATEGY THAT'S
GOING TO MAKE THEM BELIEVE
THAT THEY ARE GOING
TO HAVE GOOD HEALTHCARE
AND GOOD EDUCATION,
AND THAT WAS
TOTALLY LACKING.

At a press conference, Hampton says IT'S A CAMPAIGN DOCUMENT
IN THAT ALL THE TIRED
RHETORIC WE'VE BEEN
HEARING FOR THE LAST
THREE YEARS IS REPEATED
OVER AND OVER AGAIN,
AND THERE IS ABSOLUTELY
NOTHING HERE WHICH
MAPS OUT A FUTURE, WHICH
MAPS OUT AN AGENDA,
WHICH MAPS OUT A
LEGISLATIVE PICTURE
FOR THE PROVINCE.

Now at a press conference, Harris says THERE ARE SOME WHO
OBVIOUSLY WOULD LIKE,
FOR ONE REASON OR ANOTHER,
TO HAVE AN ELECTION,
AND SEPARATE FROM
MY ROLE AS PREMIER,
AND AS LEADER OF THIS
GOVERNMENT AND THRONE SPEECH
AND A BUDGET COMING
UP, AND A DIRECTION,
AND MORE TAX CUTS TO
CREATE JOBS WHICH
THE THRONE SPEECH ALLUDES TO,
OTHER AREAS OF EXPANDING
WORK FOR WELFARE,
OF TEACHER TESTING,
I ALSO HAVE A ROLE
SOMETIME IN THE NEXT YEAR
TO CALL AN ELECTION.
AND THEY ARE TWO
SEPARATE ROLES.

The clips end.

Back in the studio, Steve says OKAY, LET'S TAKE A LOOK
INSIDE OUR FACT FILE AT
THIS ANGUS REID POLL
THAT IS GETTING
SO MUCH ATTENTION.

A slate appears on screen, with the title "Fact file. Angus Reid Poll."

Steve reads data from the slate and says
I REFERRED TO IT IN
OUR INTRODUCTION.
NEW PROVINCE-WIDE
NUMBERS SHOW...
Liberals, at 47 percent, have taken a 12 percent lead over the Tories. PC's 35, NDP at the bottom with 14 percent.
LET'S LOOK AT THE PARTY
SUPPORT FROM REGION TO REGION.
AND THIS IS STILL
A BIG SURPRISE...

Another chart pops up showing the support by regions.

Steve says Almost everywhere, Hamilton-Niagara, the Southwest, Eastern Ontario, Northern Ontario, and the GTA, the Liberals are first in every one of those regions. Also in the 416 area code.
Only in the 905 do the conservatives lead.
THIS OF COURSE HAS
BEEN THE BACKBONE
OF MIKE HARRIS' VOTE.
THE PC'S LEAD
HERE, HOWEVER,
HAS DROPPED
SIGNIFICANTLY.
IN THE LAST ANGUS
REID SURVEY,
THE TORIES WERE UP
AROUND 61 PERCENT.
NOW, HERE'S SOMETHING
ELSE WE THINK
IS FAIRLY INTERESTING,
THE URBAN-RURAL SPLIT.
SO WHAT'S GOING ON HERE?
LET'S FIND OUT.
FROM FORMER NDP CABINET
MINISTER RUTH GRIER,
AND TORY ADVISOR MAC
PENNEY, WHO IS WITH GPC,
GOVERNMENT POLICY
CONSULTANTS, AND THIS WEEK,
TIM MURPHY, CURRENT
PRESIDENT OF THE ONTARIO
LIBERALS AND A LAWYER
WITH MCCARTHY TETRAULT.

Tim is in his late forties, clean-shaven and balding. He's wearing a gray suit, white shirt, and patterned red tie.

Steve continues LET'S START WITH THE SPEECH
FROM THE THRONE, MAC,
WHICH SO MANY TORIES HAVE
BEEN TELLING US FOR WEEKS
WAS GOING TO OUTLINE A
BRAND NEW, EXCITING VISION
FOR THE PROVINCE,
SOMETHING THAT THE GOVERNMENT
WOULD BE HAPPY
TO RUN ON IN THE
UPCOMING CAMPAIGN.
AND THE NOTICES, I
THINK IT'S FAIR TO SAY,
THE DAY AFTER IN
ALL THE NEWSPAPERS,
EDITORIALLY SPEAKING,
THE BUZZ IN THE STREETS,
HO HUM.
IS THAT FAIR?

The caption changes to "Mac Penney. Ontario PC Advisor."

Mac says I THINK IT'S FAIR.
I'M SURPRISED THERE'S
ANY BUZZ IN THE STREET.
IT'S UNUSUAL TO GET ANY
BUZZ OFF THE THRONE SPEECH,
LIBERAL, NEW
DEMOCRATIC OR TORY.
I THINK THE GOVERNMENT
TOOK A VERY SAFE COURSE
IN THE THRONE SPEECH.

Steve says DID YOU THINK THEY
WERE GOING TO BE
A LITTLE MORE
AGGRESSIVE?

Mac says NO, I THINK GIVEN THE
PROSPECT OF A CAMPAIGN
IN THE NEAR TERM, THE
GOVERNMENT WOULD BE BETTER
ADVISED TO KEEP
ITS POWDER DRY,
AND OUTLINE THE PROGRAM
MORE SUBSTANTIVELY
IN EITHER THE BUDGET OR
ITS PLATFORM DOCUMENT
WHEN THAT'S RELEASED.

Steve says GIVEN THIS MODEST NATURE
OF THE THRONE SPEECH,
AND THE ANGUS REID POLL
WHICH HAS COME OUT SHOWING
THE TORIES TRAILING THE
LIBERALS BY 12 POINTS,
IS THAT A REASON TO POSTPONE
CALLING THE ELECTION?

Mac says NOT IN MY VIEW
IT ISN'T.

Steve says WHY NOT?

Mac says WELL, I THINK
FOR ONE THING,
ONE POLL DOES NOT
A CAMPAIGN MAKE.
AND YOU HAVE CAMPAIGNS
TO CHANGE POLLS,
NOT CONFIRM THEM.
SO EVEN IF IT'S RIGHT, I
DON'T THINK IT SHOULD
BE ENOUGH TO DISSUADE
THE GOVERNMENT FROM PROCEEDING.
I THINK THE FUNDAMENTALS
ON THE GOVERNMENT SIDE
ARE PRETTY STRONG.
I THINK, AND TIM
MAY TAKE ISSUE,
AND RUTH MAY TAKE ISSUE,
BUT I THINK WE CAN
OUT CAMPAIGN, OUT ORGANIZE,
AND REALLY OUT CAMPAIGN
EITHER OF THE TWO
OPPOSITION PARTIES.

Steve says YOU A LITTLE NERVOUS
BEING IN FIRST PLACE?
DALTON MCGUINTY'S GOT A
GREAT LINE ABOUT THIS.
HE SAID IF WE COULD ONLY
HAVE ELECTIONS IN BETWEEN
THE ELECTIONS...

Tim says YOU'D WIN EVERY TIME.

Steve says YOU'D WIN EVERY
TIME, THAT'S RIGHT.
SO HERE YOU ARE
12 POINTS UP.
YOU PROBABLY
DON'T WANT TO BE.

The caption changes to "Tim Murphy. President, Ontario Liberal Party."

Tim says I THINK, ACTUALLY,
A COUPLE OF THINGS,
ONE IS OUR VIEW IS
IT IS A POLL THAT'S
NOT CONSISTENT WITH WHAT
WE'VE GOT INTERNALLY,
AND WHAT OTHER
POLLS HAVE SHOWN.
IT'S BASICALLY BEEN A ROUGH
TIE FOR SIX, EIGHT MONTHS.

Steve says YOU HAVE POLLS RIGHT
NOW THAT SHOW YOU
TIED WITH THE
TORIES, BASICALLY?

Tim says YEAH.
AND THE NDP CONTINUES TO
BE DOWN AROUND SOMEWHERE
12-14 PERCENT, AND ROUGH
TIES BETWEEN THE TORIES
AND LIBERALS, AND THAT
ACTUALLY HASN'T CHANGED.
THE ANGUS REID GROUP IS THE
OFFICIAL TORY POLLSTER
FOR THE CAMPAIGN...

Steve says THEY WOULD OBJECT TO
THAT CHARACTERIZATION.

Tim says LEADS ME TO BELIEVE
THERE MAY BE
THE POSSIBILITIES
OF SOME AGENDA.
AND IT WOULDN'T
SURPRISE ME.
WE TALKED, I THINK, THREE
OR FOUR MONTHS AGO,
WE ACTUALLY, INTERNALLY
IN OUR CAMPAIGN STRATEGY
MEETINGS SAID WE EXPECTED
THE TORIES IN OUR LITTLE
WAR GAMING EXERCISE TO
RELEASE JUST BEFORE
THE ELECTION, A POLL
SHOWING US AHEAD.

Steve says WHY WOULD
THEY WANT TO DO THAT?

Tim says WELL, IT CREATES THE
EXPECTATION THAT WE'RE AHEAD.
AND MOST IMPORTANTLY...
A CAMPAIGN
IS ABOUT MOMENTUM, TOO.
AND WHICH DIRECTION
IS PARTY IS GOING IN.
AND IF THERE'S A POLL
THAT STARTS US IN TOP,
AND AN ELECTION POLL FIRST
WEEK IN SHOWS US
AT A ROUGH TIE, WHAT'S
THAT MEAN ABOUT MOMENTUM?
THAT MEANS, OH, WELL,
THE LIBERALS HAVE LOST,
THE TORIES ARE GAINING,
MOMENTUM IS THIS WAY.
AND DOESN'T SURPRISE ME AT
ALL THAT THERE IS THAT.
NOW, THAT BEING SAID, THE
FLIPSIDE IS WHAT IT DOES
PICK UP IS, I THINK,
THE OTHER THING,
AND A LITTLE BIT OF A
BIZARRE PART OF THE TORY
STRATEGY, BUT I THINK IF
YOU LOOK AT THE ADS
AND ALL THE MONEY
THEY'VE BEEN SPENDING
ON TAXPAYER-FUNDED ADS
HAVE BEEN ABOUT WHAT?
HAVE BEEN ABOUT
HEALTHCARE AND EDUCATION.
WHAT'S THE
GOVERNMENT'S WEAKNESS?
WHAT HAVE THEY DONE
THE WORST JOB OF?
WHERE HAVE THEY CREATED
CHAOS AND CRISIS?
HEALTHCARE AND EDUCATION.
SO WHAT I ACTUALLY THINK
IT'S PERVERSELY DONE
IS REALLY POPPED UP
HEALTHCARE AND EDUCATION
EVEN MORE SO INTO
THE PUBLIC EYES,
THE ISSUE THAT MATTERS,
AND THAT IS WHERE
THE GOVERNMENT GETS THE
WORST MARKS BECAUSE
IT'S DONE THE WORST JOB.

Steve says HOWEVER, IF YOU WERE
A GOVERNMENT THAT,
AS TIM HAS POINTED OUT,
SPENT ALL THIS MONEY
TRYING TO PITCH THE
HEALTHCARE LINE,
AT HOW WELL THEY'RE DOING,
WHY WOULD YOU LEAVE
HEALTHCARE UNTIL PAGE 11
OF 15 OF A THRONE SPEECH?
THAT DOESN'T SHOW...
THEIR FIRST PRIORITY
IN THE THRONE SPEECH IS
STILL, CUT MORE TAXES,
NOT HEALTHCARE.

The caption changes to "Ruth Grier. Former NDP Cabinet Minister."

Ruth says I DISAGREE WITH
YOUR SORT OF OPENING
CHARACTERIZATION OF THE
THRONE SPEECH AS NOT
HAVING LAID OUT THEIR
ELECTION AGENDA.
I TOOK THE EMPHASIS
ON ECONOMICS
AS PLAYING TO
THEIR STRENGTH.

Mac says YEAH, I
AGREE WITH THAT.

Ruth says THEY ARE SEEN
BY THE PUBLIC,
SOME OF US DON'T KNOW
WHY, BUT THEY ARE,
AS BEING BEST ABLE TO
MANAGE THE ECONOMY.
AND EVERYTHING IN THE
SPEECH TALKED ABOUT JOBS,
TALKED ABOUT THE ECONOMY.
THERE IS A
CONTRADICTION THERE.
THEY KEPT SAYING THE
ECONOMY IS STRONG,
LOOK HOW WE MANAGED
THE ECONOMY.
BUT AT THE SAME TIME,
THEY KEPT WARNING US
IF WE WERE SO FOOLISH AS
TO NOT RE-ELECT THEM
THIS ECONOMY WOULD
GO TO THE DOGS.
AND TO ME IT'S EITHER
STRONG OR IT'S EITHER
SO FRAGILE THAT BEHAVING
FAIRLY TO WORKERS
OR LOOKING OUT FOR THE MOST
VULNERABLE CAN BE AFFORDED.
WHICH IS IT?
THEY CAN'T HAVE
IT BOTH WAYS.
IS IT STRONG, OR
IS IT FRAGILE?
SO THAT WAS THE POINT
THEY WERE MAKING.
BUT I THINK THAT'S
WHERE, I MEAN,
THEY HAVE DELUGED US
WITH ADS ON HEALTHCARE
AND EDUCATION IN ORDER TO
CORRECT THE IMPRESSION
THAT WE ALL HERE...

Steve says ANGUS REID NUMBERS DON'T
SHOW ANY CORRECTION YET.
ANGUS REID NUMBERS STILL
SHOW MAJOR PUBLIC CONCERN
OVER HEALTH AND EDUCATION.

Mac says YEAH, I THINK, AND I KNOW
TIM WILL PUT THIS IN THE
AGENT SCULLY FILE
OF PC STRATEGY.

Tim says I didn't know THERE WAS ONE.

Mac says THERE IS ONE.
I BELIEVE THE
ANGUS REID NUMBERS,
JUST GOING OFF THE
TOP OF MY HEAD,
DO SHOW THE LEFT OF
CONCERN WITH HEALTHCARE
IS STILL THERE, IT HAS
BEEN MITIGATED SOMEWHAT.
AND I THINK THE SENSE OF
URGENCY AROUND IT HAS BEEN
REDUCED OVER THE LAST
COUPLE OF MONTHS.

Ruth says IF YOU POUR ENOUGH
MONEY AT SOMETHING
PERHAPS YOU
CHANGE THE...

Mac says RIGHT FROM THE
AGENT SCULLY FILE.
BUT IT'S BEEN MITIGATED
SOMEWHAT I THINK RELATIVE
TO THE NUMBERS WE SAW
IN JANUARY, FEBRUARY.
NOT TO MINIMIZE THE LEVEL
OF CONCERN THAT'S OUT THERE,
BUT THE NUMBERS
ARE DOWN A BIT.
AS FOR RUTH'S POINT
ABOUT THE ECONOMY,
I THINK BOTH THE FINANCE
MINISTER AND PREMIER
HAVE BEEN QUITE CLEAR THAT
NO PROVINCIAL GOVERNMENT
CAN TAKE FULL CREDIT
FOR WHAT'S HAPPENED
WITH THE ECONOMY HERE.

Tim says MIKE HARRIS DID ON
THE ROOFTOP OF THE
CONDOMINIUM THE
OTHER DAY.
IN FACT, HE SAID THE
U.S. WAS BOOMING ALONG
BECAUSE ONTARIO WAS
DOING SO WELL.

Mac says I THINK THE PREMIER
SHOULD BE ALLOWED
SOME HUMOUR FROM
TIME TO TIME, TIM.

Steve says I DON'T THINK HE WAS
SAYING IT TONGUE AND CHEEK.

Mac says THE GLOBE AND MAIL
DIDN'T
REPORT IT TONGUE IN CHEEK,
BUT I THINK THE PREMIER
MEANT IT TONGUE IN CHEEK.

Tim says JUST LIKE THE
THRONE SPEECH, ACTUALLY.

Mac says THAT'S CHEEK TO JOWL.

Ruth says THE THRONE SPEECH JUST,
YOU SAY THEY DON'T TAKE
CREDIT FOR IT ALL, THE
THRONE SPEECH DID NOTHING
BUT GIVE ALL CREDIT
FOR THE RISING TIDE
TO MIKE HARRIS.
I MEAN ANYBODY WHO KNOWS
ANYTHING ABOUT ECONOMICS
KNOWS THAT ISN'T THE CASE.

Mac says I THINK THE GOVERNMENT
SIGNALS THERE IS A BALANCE
TO BE MAINTAINED IN TERMS
OF FINANCIAL POLICY
AND ECONOMIC POLICY, AND I
SUPPOSE WE WOULD
DEBATE WHETHER OR NOT
IT'S CLAIMED THAT IT'S...

Tim says MY VIEW ACTUALLY
THE THRONE SPEECH,
AND I AGREE WITH RUTH, THE
THRONE SPEECH WAS INTENDED
TO TRY AND REORIENT TO THE
AGENDA OF THE GOVERNMENT
TO WHAT THEY BELIEVE
ARE THEIR STRENGTHS.
I MEAN, NOTICE THE
SUBTERRANEAN CONTENT OF IT.
WELFARE, TAXES, THE ECONOMY
WHICH IS WHAT THEY BELIEVE
THEY WANT TO TALK ABOUT.

Ruth says AND SET LABOUR OUT AS
THE BOOGEYMAN THIS TIME.

Tim says I ACTUALLY THINK THE REASON
THERE WAS NO CONTENT
IN THE THRONE SPEECH
IS BECAUSE I THINK
THEY'RE TRYING TO PRESERVE
IT FOR THE BUDGET.
AND I THINK THAT'S WHERE
WE'RE GOING TO SEE...
BECAUSE THE BUDGET IS
THE MORE NATURAL
ECONOMIC DOCUMENT.
AND I THINK THE HEART AND
SOUL OF THEIR MESSAGE
WILL ACTUALLY BE
CONTAINED IN THE BUDGET.
AND THEY WANT THAT
AS A CENTERPIECE.
AND THE INTERESTING
THING IS, IN THEORY,
A THRONE SPEECH IS
SUPPOSED TO LAY OUT
WHERE YOU'RE SUPPOSED TO
GO, AND IT SAID NOTHING.
BUT WHEN YOU WANT TO KNOW
WHAT'S GOING TO HAPPEN
WITH THIS TORY PARTY YOU
LOOK SOUTH OF THE BORDER
TO THE RIGHT WING
PEOPLE WHO WON THERE.
THAT'S WHERE YOU SEE IT.
WHAT DID THEY DO?
THEY DO THIS WELFARE,
THEY DO THE TAXES,
THEY DO ATTACK ON LABOUR,
ATTACK ON HEALTHCARE
AND EDUCATION, AND THAT'S
WHAT WE'RE GOING TO SEE,
AND PRIVATIZATION OF
EDUCATION AND HEALTHCARE.

Steve says AND IF PAST EXPERIENCE
IS ANY INDICATION,
ERNIE EVES LIKES TO BRING
OUT A BUDGET IN THE
FIRST WEEK IN MAY SO WE'LL
LOOK FOR IT THEN.
NOW, HAVING SAID THAT,
A GREAT DEAL
OF DISCUSSION AT
QUEEN'S PARK.
I DON'T KNOW IF THE GENERAL
PUBLIC IS AS EXERCISED
ABOUT THIS AS WE
AROUND THIS TABLE,
OR OTHER PEOPLE IN
POLITICS OR MEDIA ARE,
BUT THE TIMING
OF THE ELECTION,
THAT IS THE SINGULAR POWER
THAT A PREMIER HAS, RIGHT?
WHEN TO CALL.
YOU ONLY CALL WHEN YOU
THINK YOU CAN WIN.
AND AS WE'VE SEEN IN THE
LAST THREE GOVERNMENTS,
THEY HAVEN'T MADE THE CALL
VERY INTELLIGENTLY BECAUSE
THEY HAVEN'T BEEN ABLE
TO HIT PAY DIRT AGAIN.
WE'VE ALL BEEN UNDER THE
ANTICIPATION THAT
THE ELECTION WAS GOING TO
BE CALLED IN MAY FOR JUNE.
AND THEN THE PREMIER
DROPPED A WHOLE BUNCH
OF QUIZZICAL HINTS DURING
THE THRONE SPEECH
THAT I WANT TO PLAY
FOR YOU NOW.
SUE, LET'S ROLL
THIS TAPE.
WE'LL COME BACK
AND TALK ABOUT IT.

A clip plays on screen in which Mike Harris gives a press conference.

He says LAST TIME I WAS VERY
EXPLICIT WITH
A PRECISE CAMPAIGN
DOCUMENT.
I PUT IT OUT A YEAR
BEFORE THE ELECTION,
AND I STILL HAVE TIME
TO DO THAT THIS TIME.

Back in the studio, Steve says OKAY, AND HE ALSO SAID...
AFTER HE GOT UP
TO ADDRESS THE
THRONE SPEECH...

Ruth says SECOND LAST
THRONE SPEECH.
HE SAID THIS IS MY SECOND
LAST THRONE SPEECH.
WHAT'S GOING ON?

Ruth says I THINK THE PREMIER'S
HAVING SOME FUN WITH THIS.
I MEAN, PREMIERS LIKE
TO KEEP TO THEMSELVES.
AND THE PREMIER I SERVED
WITH SAID IT WAS ONE
OF THE FEW DECISIONS HE GOT
TO MAKE ALL BY HIMSELF
WAS WHEN THE
ELECTION DATE WAS,
AND I THINK MIKE HARRIS
IS SIGNALING THAT
THIS IS UP TO ME, DON'T
COUNT ON ANYTHING.
BUT I INTERPRET THE POLL
RESULTS YOU REFERRED TO
AS BEING PERHAPS IF THEY
DELAY IT ANY LONGER,
THOSE FIGURES WILL
GET EVEN WORSE.
WHAT IT SAYS TO ME IS
MORE AND MORE PEOPLE
ARE DECIDING THEY'RE NOT GOING
TO VOTE FOR MIKE HARRIS.
I WOULD, OF COURSE, DISPUTE
WHETHER OR NOT THEY'RE
GOING TO END UP ACTUALLY
VOTING FOR THE LIBERALS
BECAUSE I THINK THAT'S
GOING TO SHAKE DOWN.
BUT IF I WAS MIKE HARRIS,
I WOULD NOT WANT
TO LET THIS GO
TOO MUCH LONGER.
HE MAY WELL HAVE
PEAKED.

Steve says DO YOU THINK THE
PREMIER, MAC,
IS REALLY SIGNALLING HE
MAY POSTPONE THE VOTE
UNTIL THE FALL, OR AS HE
SAID, HE'S GOT UNTIL 2000.
HE'S GOT 'TIL JUNE 2000.

Mac says NO, I THINK RUTH
IS RIGHT.
I THINK ALL PREMIERS
HAVING SOME SPORT
WITH THE OPPOSITION.
TRY AND KEEP THE
OPPOSITION OFF BALANCE
AROUND THE QUESTION
OF ELECTION TIMING.
WITH RESPECT TO
THE POLL, AGAIN,
I THINK THE APPROVAL
NUMBERS FOR THE GOVERNMENT
ARE STILL PRETTY HIGH.
THEY'RE OVER 50 PERCENT.
Mr. HARRIS, RELATIVE
TO Mr. MCGUINTY,
I THINK HAS A 2:1
LEVEL OF SUPPORT RELATIVE
TO ABILITY TO DO THE
JOB, I THINK IT'S 4:1
RELATIVE TO Mr. HAMPTON.
RIGHT TRACK NUMBER
WHICH THE GOVERNMENT
ALWAYS LOOKED AT.

Steve says YOU THINK IT ALL ADDS
UP TO STILL A SPRING VOTE.
TIM WHAT ABOUT YOU?

Tim says YEAH, I THINK WE'RE GOING
TO SEE A SPRING ELECTION.
ALL THE SIGNS ARE THERE.
ALL THE TORY CANDIDATES
ARE NOMINATED
WITH THE EXCEPTION OF
MAYBE ONE OR TWO.
YOU KNOW, YOU LOOK
AT ALL THE SPENDING,
BOTH THE SPENDING OF
TAXPAYER DOLLARS,
AND NOW SOME OF THE
PRIVATE TORY PARTY DOLLARS,
EVERYTHING LEADS,
WE'RE ALL READY TO GO,
THE KEY IS IN
THE IGNITION,
AND WE'RE JUST WAITING FOR
THE BUS DRIVER TO ARRIVE.

Ruth says BUS HAS LEFT.
HOWARD HAMPTON HAD HIS BUS
THERE AT QUEEN'S PARK
ON THE DAY IT OPENED.

Steve says HE DID, OKAY.
WELL, THAT'S NEWS
FROM THE HAMPTON CAMP.
WE'VE GOT TO TAKE CARE
OF THE LIBERALS STILL.
COMING UP, DALTON MCGUINTY
BLASTS MIKE HARRIS
ON HEALTHCARE, AND CHARTS
A COURSE OF HIS OWN.
WATCH.

Another clip plays on screen in which Dalton McGuinty gives a statement outside a hospital.

He says HE'S TAKEN A VERY
SHORT-SIGHTED,
DANGEROUSLY SHORT-SIGHTED
APPROACH TO HEALTHCARE.
THAT'S WHY OUR 20-20 PLAN
SPEAKS TO LONG-TERM NEEDS.
AND WE'RE GOING TO DO
SOMETHING THAT HAS NEVER
BEEN DONE BEFORE TO
MY UNDERSTANDING
IN NORTH AMERICA.
WE'RE GOING TO ENSURE THAT
ONTARIANS CAN RELY
ON STANDARDS
GUARANTEED BY LAW.
IF YOU SHOW UP AT
AN EMERGENCY WARD,
YOU'LL BE SEEN
WITHIN 15 MINUTES.
YOU NEED A HOSPITAL
BED THAT NIGHT?
GUARANTEED.
YOU NEED CANCER TREATMENT,
YOU NEED YOUR RADIATION,
WE'LL GUARANTEE
IT BY FOUR WEEKS.

Steve says LIBERAL LEADER DALTON
MCGUINTY LAUNCHING
HIS PARTY'S ELECTION
PLATFORM EARLIER THIS WEEK.
LET'S TAKE A LOOK INSIDE
THE FACT FILE AGAIN FOR
SOME DETAILS...

A slate appears on screen, with the title "Fact file. Liberal platform."
It shows that in Health Care, the Liberals promise all patients are to get a hospital room, radiation for cancer patients will be guaranteed for 4 weeks, and the Women's College and Montfort hospitals will re-open.
In education, they promise to reduce the average class size to 22, to restore junior K and create an optional program for 3-year-olds, to guarantee 2000 computers a year, and to cut tuition by 10 percent.
And the bottom line, the total cost of 2.5 billion dollars will be dealt with without increasing taxes. Furthermore, the taxes will be cut when the budget is balanced.

Ruth says IT'S A MIRACLE.

Steve says YOU'RE SINGING THE
HOSANNAS ALREADY.

Ruth says JUST A MIRACLE.
I MEAN, WE'RE GOING
TO CUT THE TAXES,
WE'RE GOING TO
BALANCE THE BUDGET,
WE'RE NOT GOING TO ROLL
BACK ANY OF THE CUTS.
BLUE LIGHTS, BLUE
RIGHTS, ALL THE WAY.

Steve says LET ME GET Mr. MURPHY
HERE TO ANSWER,
I GUESS THE BOTTOM LINE
QUESTION WHICH IS HOW
DO YOU SPEND 2.5 BILLION dollars
MORE WITHOUT RAISING TAXES
WHILE BALANCING THE
BOOKS AT THE SAME TIME?
PARTICULARLY IF THE ECONOMY
GETS A LITTLE WORSE,
WHICH MAY HAPPEN.

Tim says WELL, WE'VE DETAILED IT
ALL IN THE FISCAL PLAN
WE'VE RELEASED.
IT'S A COMBINATION TO CUTS
TO SOME OF THE REALLY
GROSS EXPENDITURES THAT
HAVE BEEN DONE BY THIS
GOVERNMENT ON
CONSULTANTS, 400 MILLION dollars
IN ANDERSON CONSULTING.
FELLOW TRAVELLERS,
Mr. PENNEY.

Ruth says YOU'RE OUT
OF A JOB, MAC.

Tim says SERIES OF ONE-TIME
EXPENDITURES
THAT HAVE BEEN BUILT IN, AND
OTHER THINGS WE'VE IDENTIFIED,
AS WELL AS THE 1.5
BILLION dollars IN TRANSFER
FOR HEALTHCARE PURPOSES FROM
THE FEDERAL GOVERNMENT
ADDING UP TO THE TOTAL.

Ruth says BUT THEY'VE
ALREADY SPENT THAT.

Tim says THEY'VE JUST
PROMISED TO SPEND IT.

Steve says IT'S EARMARKED
FOR FUTURE YEARS.

Tim says HASN'T ACTUALLY
BEEN SPENT YET.

Ruth says SO YOU'RE GOING TO UNDO ALL
OF THOSE PROMISES
IN ORDER TO REDIRECT THAT
MONEY TO SOMETHING ELSE.

Tim says BUT IF YOU LOOK AT OUR
PROMISES, FOR EXAMPLE,
WE HAVE COMMITTED TO
HIRING 10,000 NURSES,
DESPITE HOW MANY TIMES
THEY'VE ANNOUNCED IT,
WE'RE GOING TO
PUT THOSE 10,000 NURSES
IN HOSPITALS.

Ruth says SORRY, IS IT 10,000
MORE THAN MIKE HARRIS
HAS PROMISED, OR IS IT
INCLUDING HIS PROMISE?

Tim says WE'RE PROMISING TO PUT
IN JR. KINDERGARTEN,
AND EARLY CHILDHOOD
EDUCATION INITIATIVES,
AND A WHOLE RANGE OF...

Ruth says I THINK I CAN
ANSWER THIS QUESTION.
ALL THREE PARTIES HAVE
PROMISED TO IMPLEMENT
THE RECOMMENDATION OF THE
NURSING TASK FORCE,
WHICH IS 10,000
NEW NURSES.
I THINK THAT CLARIFIES
THINGS FOR OUR VIEWERS, RIGHT?

Ruth says SO THAT'S
NOT NEW MONEY,
THAT'S MONEY MIKE HARRIS
HAS ALREADY SPENT
THAT YOU WILL
BE SPENDING.

Tim says HE HASN'T
SPENT IT.
THERE'S NO NEW NURSES OUT
THERE IN THE HOSPITALS NOW.

Steve says LET ME ASK TIM, THIS IS
MAYBE A BIT OF AN INSIDE
BASEBALL QUESTION, BUT
LET ME TRY IT ANYWAY.
A LOT OF PEOPLE HAVE BEEN
WAITING A LONG TIME
FOR THIS DOCUMENT.

He shows a booklet and continues
THERE IT IS; I'LL SHOW
IT FOR THE CAMERA.
YOU DON'T HAVE TO.
[laughter]
THE LIBERALS DECIDED TO
RELEASE THE 20-20 PLAN
WHICH THEY HAD SPENT A GREAT
DEAL TIME AND EFFORT,
I KNOW, PUTTING TOGETHER.
THEY RELEASED IT ON THE
DAY OF A TRANSIT STRIKE
IN TORONTO IN HAMILTON.
NOW, I LOVE HAMILTON,
AS YOU MAY KNOW,
I'M FROM HAMILTON, AND I'M
DELIGHTED IF YOU WANT
TO GET THE TORONTO PRESS
CORE GOING TO HAMILTON,
BUT I DON'T UNDERSTAND WHY
IF YOU WANT A BIG SPLASH
FOR THIS YOU DO IT ON DAY
ONE OF A TRANSIT STRIKE,
WHERE IT GETS BURIED, AND
YOU DO IT IN HAMILTON,
WHERE YOU KNOW MOST OF
THE MEDIA IN TORONTO
ARE PROBABLY NOT GOING
TO GO TO COVER IT.

Ruth says THEY COULDN'T
HAVE KNOWN THERE
WAS GOING TO BE A
TRANSIT STRIKE.

Steve says THEY COULD HAVE
CANCELLED THE ANNOUNCEMENT
ONCE THE TRANSIT
STRIKE CAME DOWN.
ANYWAY, LET'S FIND OUT.
BECAUSE IT GOT NO PLAY.
IT GOT VIRTUALLY NO PLAY.

Tim says OH, IT GOT PLAY.

Steve says GOT VERY
LITTLE PLAY.

Tim says YOU KNOW WHAT, A COUPLE
OF THINGS; ONE IS WE WERE,
AS YOU KNOW,
ROLLING OUT THE ADS
ANNOUNCING WE HAD
THE PLAN THAT NIGHT.
SO WE FELT WE SHOULD
PROBABLY ANNOUNCE THE PLAN
THAT WE'RE
ANNOUNCING WE HAVE.
SECONDLY, WE ARE TALKING
ABOUT HEALTHCARE
NOT JUST IN TORONTO,
TORONTO MATTERS,
BUT HEALTHCARE IN HAMILTON
AND ALL THE OTHER AREAS,
SO WAS PART OF GOING
TO HAMILTON.
IT'S ONE OF MANY REGIONS
THAT HAVE BEEN BADLY SERVED
BY THIS GOVERNMENT,
HEALTHCARE AND EDUCATION.
THIRDLY, REVEALING THE PLAN
AS A DOCUMENT IS ONE THING.
THE COMPONENT ELEMENTS OF
IT ARE WHAT WE ARE
GOING TO BE TALKING ABOUT
DURING THE CAMPAIGN.
SO YOU'RE GOING TO SEE LOTS
OF THIS FROM MAY 12TH WHEN
THE ELECTION IS CALLED UNTIL
JUNE 10TH WHEN IT HAPPENS.

Steve says THE QUESTION BECOMES
IS THIS AN INTENTIONAL
STRATEGY TO
LOWBALL THIS THING,
OR IS THIS JUST AN
ACCIDENTAL THING?

Mac says WELL, I'M OF TWO MINDS.
FIRST OF ALL, I THINK IT
WAS THE WORST LAUNCH
SINCE NEW COKE.
I THINK IT'S SOMETHING
NOBODY WANTS,
IT'S NOT GOING TO
SELL, AND IT'LL SOON
BE OFF THE MARKET.
SECONDLY, I THINK THE TITLE
20-20 IS VERY LIBERAL.
YOU TAKE 20 IDEAS
FROM THE 20 IDEAS
FROM THE NEW DEMOCRATS,
YOU WATER THEM DOWN,
YOU'VE GOT A
LIBERAL PLATFORM.

Ruth says GOOD LINE.

Mac says EXCEPT IN THIS CASE, IT
HAD TO BE TWO IDEAS
AND TWO IDEAS GIVING
YOU FOUR IDEAS.
ONE IDEA A WEEK
FOR THE CAMPAIGN.
ONE IDEA A WEEK FOR
THE CAMPAIGN, TIM.

Tim says THERE ARE TWO
THINGS WE'VE FOCUSED ON
HERE AND WE'LL CONCENTRATE
ON, IT'S NO SURPRISE.
HEALTHCARE AND EDUCATION.

Mac says THAT'S RIGHT.
AND IN HEALTHCARE
AND EDUCATION,
YOU'RE CONCENTRATING
ON TAKE THE NURSES
FOR EXAMPLE, EVERY PARTY'S
COMMITTED TO THAT.
ON EDUCATION, TO
TAKE ONE EXAMPLE,
THE 10 PERCENT TUITION
CUT, I BELIEVE
YOU GOT FROM
Mr. HAMPTON.
AND THE NUMBERS
ON HEALTHCARE,
YOU'VE GOT 1.5 BILLION dollars
IN THE LAST TWO YEARS
OF THE MANDATE, AND NO ONE
CAN FIND THE 1.5 MILLION dollars.

Steve says GIVE HIM THE FLOOR.
GO AHEAD.

Tim says MAC, YOU'VE HAD 3.5
YEARS ON HEALTHCARE
AND EDUCATION.

Steve says FOUR.

Tim says FOUR, IN FACT, ON
HEALTHCARE AND EDUCATION.
LET ME FINISH THE
THREE-AND-A-HALF YEAR THOUGHT,
YOU HAD THREE-AND-A-HALF
YEARS IN WHICH YOU HACKED
AND CUT AND CREATED
CRISIS AND CHAOS
IN HEALTHCARE AND EDUCATION.

Mac says HACKED OUR WAY UP
TO 19.5 BILLION dollars.

Tim says AND THE GOVERNMENT...

Mac says THAT NUMBER IS NOT
RIGHT ACTUALLY.

Tim says SORRY, AN ADDITIONAL
1.5 BILLION dollars.
THE GOVERNMENT IS NOW
TRYING TO CONVINCE PEOPLE
THROUGH MOSTLY ADVERTISING
PROMISES OF MONEY IT
HASN'T SPENT, OH, SUDDENLY
WE'VE SEEN THE LIGHT
ON THE CONVERSION, AND THE
REALITY IS WHEN YOU
LOOK AT WHAT THEY PROMISED
IN 1995, NO HOSPITAL CUTS,
NO CLOSING OF HOSPITALS,
WE WON'T TAKE MONEY OUT
OF EDUCATION, WHEN
THEY GOT INTO POWER,
THE GOVERNMENT
DID EXACTLY THAT.
CLOSED HOSPITALS
AND CUT EDUCATION.
AND NOW WE'RE IN A RUN
UP TO AN ELECTION
THEY ARE TRYING TO SAY
SOMETHING DIFFERENT.
AND WE ALL KNOW
IT'S NOT TRUE,
AND IT'S NOT
THE TORY MANTRA.

Steve says EQUAL TIME FOR
Mrs. GRIER.

Ruth says LET ME SAY I AGREE WITH MAC
IN HIS CHARACTERIZATION
OF 20-20 AS 20-20 HINDSIGHT,
OR 30-20 BORROWING.

Steve says DECLARING A VISION
IS WHAT THEY'RE LOOKING FOR.

Ruth says WHAT THE ELECTION IS GOING
TO BE ABOUT IS WHO CAN
YOU REALLY TRUST TO
BEGIN TO PUT BACK SOME
OF THE THINGS MIKE
HARRIS HAS UNDONE?
AND THE LIBERALS ARE NOT
SAYING HOW THEY'RE
GOING TO PAY FOR IT.
I KNOW TIM
WILL DISAGREE.

Tim says WE ARE.

Ruth says IT'S ALL RIGHT IN HERE.
IT'S ALL RIGHT IN THERE,
BUT IT DOESN'T MAKE ANY SENSE.
AND THE NDP ARE THE ONLY
PARTY THAT ARE SAYING,
LOOK, THE TAX CUT IS
WHAT GOT US INTO THIS.
IT WAS THE TAX CUT THAT
MADE THE CUTS IN EDUCATION
AND HEALTHCARE, AND THAT
BY ROLLING BACK THAT
TAX CUT FOR THOSE PEOPLE
WITH 80,000 dollars TAXABLE INCOME,
WE CAN PAY FOR THE THINGS
THAT ARE IN THE NDP PLATFORM.

Tim says NDP ARE SPENDING LESS IN
HEALTHCARE AND EDUCATION
THAN WE'RE GOING TO.
WHICH I THINK IS
KIND OF BIZARRE.

Ruth says I THINK WHEN YOU LOOK AT
THE FIGURES AND HOW IT,
IN FACT, ROLLS OUT WITH
YOUR TAKING IN THE FEDERAL
MONEY, WHICH WE'RE
ASSUMING WILL BE SPENT,
AND OUR EXPENDITURES
ARE ON TOP OF THAT,
YOU WILL FIND, IN FACT,
OUR PLAN IS MUCH
MORE PRACTICAL, MUCH
MORE REALISTIC,
AND MUCH MORE LIKELY TO
BE IMPLEMENTED
THAN WHAT MCGUINTY
IS SAYING.

Ruth says TIM, LET ME TRY ONE
MORE THING WITH YOU.
AND THAT IS THERE ARE A
FEW THINGS IN THIS PLAN
THAT REALLY SPEAK TO ISSUES
THAT I SUSPECT MOST VOTERS
THINK ARE TORY ISSUES.
LAW AND ORDER, FOR EXAMPLE,
YOU'RE TALKING ABOUT
TWO YEARS IN JAIL FOR
CARRYING A WEAPON OR
DEALING DRUGS WITHIN
FIVE BLOCKS OF A SCHOOL.
THAT'S A NEW, TOUGH, LAW
AND ORDER POSITION FOR
LIBERALS, BUT THAT TENDS
TO BE A POSITION, AN AREA,
RATHER, THAT THE TORIES
HAVE STAKED OUT.
YOU'RE TALKING ABOUT TAX
CUTS AND BALANCED BUDGETS,
WHICH AGAIN, THE
EXPERTS SAY ARE ISSUES
THE TORIES HAVE
ALREADY STAKED OUT.
YOU KNOW THE
ACCUSATION.
THIS, THEY SAY
IS BLUE LIGHT.
I KNOW DALTON HATES IT WHEN
PEOPLE SAY THAT TO HIM,
BUT AREN'T YOU WORRIED
THAT LOOKING LIKE BLUE LIGHT,
IF YOU HAVE A
CHOICE BETWEEN BLUE
AND BLUE LIGHT,
YOU TAKE BLUE.

Tim says JUST BECAUSE PEOPLE SAY
IT DOESN'T MEAN IT'S TRUE.
WE'RE TALKING ABOUT
HEALTHCARE AND EDUCATION
AND RESTORING QUALITY
HEALTHCARE AND
QUALITY EDUCATION.
THAT'S THE THEME
OF THE CAMPAIGN,
THAT'S THE
THEME OF THIS.
TO SAY HOW WE'RE GOING
TO PAY FOR IT IN THE
TAX REGIME, AND THE FISCAL
CONTEXT FOR THAT IS NOT
TO BE BLUE, IT'S TO
BE RESPONSIBLE.
THAT'S WHAT WE'RE SAYING.
HERE'S HOW IT'S GOING
TO BE DELIVERED,
AND HERE HOW IT'S
GOING TO BE PAID FOR.
IN TERMS OF, FOR EXAMPLE,
A SPECIFIC ON THE EXTRA
SENTENCE IF YOU CARRY
A GUN NEAR THE SCHOOL,
THE REALITY, YOU
LOOK AT DALTON,
WHEN HE RAN FOR LEADER,
HE TALKED ABOUT CHILDREN,
KIDS, THE QUALITY OF
EDUCATION AND CARE FOR KIDS.
THE FIRST THING HE DID
WHEN HE WAS ELECTED
WAS TO TALK ABOUT
THAT ISSUE.
IN HIS FIRST
POLICY DOCUMENT,
FIRST STEPS, WHICH WAS
DIRECTED AT CHILDREN.
HIS VIEW, AND IT'S
FUNDAMENTAL TO HIS VIEW
OF GOVERNMENT IS THAT YOU'VE
GOT TO PROVIDE QUALITY
EDUCATION AND HEALTHCARE
AND SERVICES TO CHILDREN.
IF YOU DO IT RIGHT EARLY,
IT BENEFITS EVERYBODY.
AND MAKING SAFE
SCHOOLS IS IMPORTANT.

Steve says MAC.

Mac says AS WELL AS NO ONE PARTY CAN
CLAIM TO HAVE A MONOPOLY
ON A COMMITMENT TO
SAFE COMMUNITIES,
AND LEAVING ALL THE
POSTURING ASIDE,
BUT TIM TALKS ABOUT
RESPONSIBLE PRESENTATION
AND NO TAX INCREASES.
BUT IBBITSON THEN GOES,
JOHN IBBITSON THEN INQUIRES
ABOUT THE CONVERSION
PROGRAM FOR FOSSIL FUEL
PLANTS, AND IT TURNS OUT
THERE IS A TAX THERE.
IT'S A 3 PERCENT TAX
WHICH IS NOT DISCLOSED
IN THIS DOCUMENT.

Tim says NO, THAT'S NOT
CORRECT ACTUALLY.
WHAT IT IS IS THERE'S
THE 1.8 BILLION dollars...

Steve says 30 SECONDS
LEFT, FOLKS.

Tim says 1.8 BILLION dollars FROM THE
CLEAN AIR ALLIANCE.
AND WHAT WE'VE SAID IS
THROUGH PARTNERSHIPS AND
OTHER EFFORTS, WE BELIEVE
WE CAN MEET THOSE TARGETS
IN TERMS OF AIR QUALITY.

Ruth says I THINK MAC'S
MADE THE POINT.
IT DOESN'T STAND UP WHEN
YOU BEGIN TO LOOK
AT THE DETAILS.

Steve says SO IN OUR
LAST 15 SECONDS,
MAC IS GOING TO TELL US
WE'VE SEEN YOUR PLATFORM,
WE'VE SEEN YOUR PLATFORM,
WHEN'S YOURS COMING OUT?

Mac says UM, GIVEN A
SPRING CAMPAIGN,
I WOULD THINK WITHIN
THE NEXT THREE WEEKS.

Ruth says THE BUDGET.

Steve says WAIT FOR THE BUDGET.
OKAY.
THANKS TO EVERYBODY.
MAC, RUTH, WE'LL
SEE YOU AGAIN.
TIM MURPHY, THANKS
FOR PINCH HITTING.

Tim says YOU'RE WELCOME.

Ruth says AND THAT'S OUR
PROGRAM FOR THIS WEEK.
I'M STEVE PAIKIN,
SEE YOU NEXT TIME.
SO LONG.

Music plays and the end credits roll, as Steve and the rest continue the conversation.
