I WANT TO SERVE SAANICH-GULF
ISLANDS AND THE PEOPLE OF CANADA
AS LONG AS I CAN.
BUT I UNDERSTAND THE NEED FOR
SUCCESSION PLANNING.
MORE THAN THAT, AS PEOPLE WHO
WATCHED THE PRESS CONFERENCE
WILL KNOW, I MADE IT A FIRM
PROMISE TO MY DAUGHTER THAT THE
2019 CAMPAIGN WOULD BE THE LAST
ONE.
THERE WAS NO QUESTION IN MY MIND
ABOUT THE FACT THAT THIS WAS THE
LAST CAMPAIGN.
THE ONLY QUESTION IS: WHEN WAS
THE RIGHT TIME TO STEP DOWN IN
THE INTERESTS OF THE HEALTH OF
THE PARTY?
AND I COULDN'T DO THAT ELECTION
NIGHT BECAUSE WE HADN'T... I
HADN'T SAT DOWN WITH PARTY
GOVERNANCE STRUCTURES AND
LEADERSHIP BODIES.
WE'RE A VERY GRASS ROOTS PARTY,
AND THE LEADER DOESN'T ACT
UNILATERALLY.
SO FORTUNATELY FOR ME WE HAD A
FULL WEEKEND MEETING PLANNED THE
FIRST WEEKEND OF NOVEMBER IN
OTTAWA WITH ALL THE ESSENTIAL
ENTITIES OF THE PARTY: THE
FEDERAL COUNCIL, THE SHADOW
CABINET, AND A NEW ENTITY IN THE
PARTY, HAVING A FEDERAL GREEN
CAUCUS.
SO PAUL MANLY AND JENICA ATWIN
WERE BOTH THERE TOO.
SO WE COULD COME TO A CONSENSUS,
WITH A MINORITY PARLIAMENT AND
AN ELECTION LIKELY TO HAPPEN
SOONER THAN IN THE FIXED
FOUR-YEAR PERIOD, WE NEEDED TO
BE READY.
AND THAT FELT ONE THING: IF I
WASN'T GOING TO LEAD THE PARTY
INTO THE NEXT ELECTION, STEP
DOWN SOON AND MAKE IT CLEAR SO
THAT OTHERS CAN STEP UP FOR A
LEADERSHIP RACE, WHICH I THINK
WILL BE FANTASTIC FOR THE PARTY
FOR MOMENTUM AND FOR GROWTH.

YOU PERHAPS MORE THAN ANY PARTY
LEADER OF ANY OF THE MAJOR PARTY
LEADERS ARE REALLY THE

HAVE BEEN EVER SINCE YOU TOOK IT
OVER.
AND I WONDER WHETHER THAT GAVE
YOU PAUSE, PROMISE TO YOUR
DAUGHTER NOTWITHSTANDING, AND
WITH THE POTENTIAL OF ANOTHER

THE PACE IS UNBELIEVABLE.
I HAVEN'T HAD A VACATION IN A
VERY LONG TIME.
I TRIED TO TAKE A WEEK OFF THIS
SUMMER AND THE ASSEMBLY OF FIRST
NATIONS MEETING HAPPENED TO FALL
23450 THE MIDDLE OF IT.
I DIDN'T SAY, SORRY, I'M ON
VACATION, I SAID I'LL BE AT THE
ASSEMBLY OF FIRST NATIONS AGM.
THAT'S HOW I WORK, AND I THINK
IT'S IMPORTANT FOR THE PARTY TO
HAVE... THE OTHER FACTOR, OF
COURSE, IS NOT JUST MY OWN
DEGREE OF HAVING DONE THIS
BEFORE, BUT I FELT A REAL SENSE
FROM THE NATIONAL MEDIA THAT
THERE WASN'T AN INTEREST IN
TAKING ACCOUNT OF HOW I DID IN
DEBATES, FOR EXAMPLE.
I DIDN'T GET NOTED FOR DOING
WELL IN DEBATES, AND I THINK
IT'S BECAUSE THE NATIONAL MEDIA
HAS COME TO EXPECT, SHE'S A GOOD
DEBATER.
THERE'S NO SURPRISE THERE.
SO I THINK THE PARTY WILL DO
BETTER WITH NEW LEADERSHIP, WITH
THE NOVELTY OF SOMEBODY THAT
PEOPLE WANT TO GET TO KNOW, AND
THE OTHER THING ABOUT IT IS THE
PARTY... IT MAY BE THAT PEOPLE
THINK THAT I'M THE EMBODIMENT OF
THE PARTY, BUT THE REALITY IS
THAT WE HAVE A LOT OF BENCH
STRENGTH.
I THINK WE SHOWED THAT RIGHT
AWAY WHEN JO-ANN ROBERTS STEPPED
UP, APPOINTED BY FEDERAL
COUNCIL, TO BE OUR INTERIM
LEADER.
SHE IS VERY IMPRESSIVE AND ABLE
AND CAPABLE OF STEPPING UP AND
REPLACING ME ON THINGS LIKE THE
CBC THE HOUSE OR CBC QUESTION
PERIOD.
SHE HOLDS HER OWN, AND SHE IS
JUST FANTASTIC.
WELL, WE HAVE A LOT OF OTHER
PEOPLE, FORMER CANDIDATES AND
OTHER GREEN SUPPORTERS, WHO ARE
VERY LIKELY TO EXCITE THE
CANADIAN IMAGINATION IN
POLITICS.
YES, THE GREENS ARE HERE TO SAY.
AND THE TENTH LEADER OF THE
PARTY IS GOING TO BE FANTASTIC.

CAMPAIGNS FOR THE LIBERALS IN
THE PAST, SAW THAT THE NDP WOULD
LIKELY TANK AND HE THOUGHT YOU

THAT SUPPORT, AND WHILE YOU DID
TREBLE YOUR SUPPORT, YOU WENT
FROM ONE SEAT TO THREE, IT
WASN'T THE BREAKTHROUGH THAT YOU

AND I WONDER WHETHER YOU WERE...
WAS THE GREEN PARTY REALLY READY
FOR ITS CLOSE-UP IN THE WAY IT
NEEDED TO BE IN ORDER TO DO BETTER?

COUNTRIES.
IT'S A REAL HURDLE.
AND WE UNDERESTIMATE IT EASILY,
ESPECIALLY NOW THAT GREENS ARE
SUCH A FIXTURE ON THE POLITICAL
LANDSCAPE WITH SUBSTANTIAL GREEN
WINS IN FOUR PROVINCES.
I LOOK AT ALL THIS AND TAKE
TREMENDOUS COMFORT IN THE FACT
THAT WE HAVE ARRIVED.
WE'RE NOT GOING ANYWHERE.
WE'RE A PERMANENT FIXTURE IN
CANADIAN POLITICAL LANDSCAPE.
NO QUESTION, THOUGH, MY HOPES
WERE HIGHER, AND IF ANYTHING, I
UNDERESTIMATED THE EXTENT OF,
WELL, I DON'T WANT TO GO BACK
OVER IT BECAUSE IT'S A SOURCE OF
GREAT PAIN FOR ME, THAT WE WERE
VICTIMS OF A DISHONEST CAMPAIGN,
PARTICULARLY IT WAS FOCUSED ON
VANCOUVER ISLAND BUT IT WAS LIKE
A CARPET BOMBING OF LIES THAT
WENT THROUGH THE CAMPAIGN, AND
DEFINITELY DEPRIVED US OF SEATS.
IT AFFECTED MY OWN RESULTS IN MY
OWN RIDING WHERE MY CAMPAIGN IN
SAANICH-GULF ISLANDS WAS ALSO
TARGETED BY THE NDP.
SO IT'S UNPLEASANT TO THINK
ABOUT IT.
WE HAVE TO MOVE PAST IT.
I THINK WE HAD A TERRIFIC
PLATFORM.
WE HAD... OUR BUDGET DID PASS
THE SCRUTINY OF KEVIN PAGE, AND
WE'VE SCORED ABOUT THE SAME... A
LITTLE HIGHER THAN THE NDP,
ABOUT THE SAME AS THE
CONSERVATIVES.
I MEAN, I THINK WE HELD UP TO...
ONE THINKS THEY'RE KICKING THE
TIRES ON THE PARTY.
WE HELD UP FINE.
WE JUST WEREN'T SO GOOD AT
SLASHING THE TIRES.

ANSWERING QUESTIONS ABOUT
BACKGROUND FACTS, FIGURES, AND
EVIDENCE, WHICH APPARENTLY ISN'T
IN FASHION BECAUSE I'VE ACTUALLY
HEARD POLITICAL COMMENTATORS IN
THE MEDIA SAY THAT'S A
DISADVANTAGE, TO BE SO FOCUSED

AMOUNT OF MONEY TO SPEND LIKE

WE'VE DONE BETTER AT

BEFORE, BUT WE SPENT A FRACTION
OF WHAT THE OTHER PARTIES SPENT,
SO WE WERE NOT BLANKETING THE
AIRWAVES, FOR EXAMPLE.
WE DID VERY WELL... SOME STRONG
TIES, AS ALWAYS HAPPENS UNDER
FIRST PAST THE POST, AT THE END
A LOT OF PEOPLE VOTED
STRATEGICALLY.

SO I'M NOT DUCKING
RESPONSIBILITY.
I'M SURE I COULD BE A BETTER
CAMPAIGNER IN SOME WAY.
I THINK VOTERS ACTUALLY WANT
SOMEONE WHO ANSWERS THE
QUESTIONS THAT ARE ASKED AND
ANSWERS THEM HONESTLY.
I'M NOT GOING TO CHANGE HOW I
CONDUCT MYSELF AND I'M NOT
LEAVING POLITICS, BUT I'M THE
MEMBER OF PARLIAMENT FOR
SAANICH-GULF ISLANDS AND FORMER

JUSTIN TRUDEAU TO KEEP THE
PROMISE HE MADE IN 2015, THAT WE
NEED TO GET RID OF FIRST PAST
THE POST AND BRING IN A VOTING
SYSTEM THAT MORE ACCURATELY
REFLECTS... OR REFLECTS AT ALL
THE WAY CANADIANS ACTUALLY VOTED.

WE DO HAVE THE SYSTEM WE HAVE
AND WE'VE HAD IT FOR 152 YEARS
AND IT'S NOT GOING ANYWHERE FOR
THE SHORT RUN ANYWAY.

THE PAST... FOR EXAMPLE, I THINK
IN THE ELECTION OF 10 OR 11
YEARS AGO, YOU AND THE FORMER
LIBERAL LEADER STEPHANE DION HAD
SOME NON-AGGRESSION PACTS GOING
WHERE YOU AGREED NOT TO RUN A
CANDIDATE IN ONE OF HIS RIDINGS
AND YOU AGREED THE SAME.
GIVEN THAT YOU MIGHT HAVE TO GET
CREATIVE TO GET MORE SEATS IN A
FIRST PAST THE POST, CAN YOU SEE
PURSUING THOSE KINDS OF
ALTERNATIVES GOING FORWARD?

WE RECIPROCATE WHAT HAPPENED
BETWEEN STEPHANE DION AND THE
GREENS IN 2008 AND WE DIDN'T RUN
ANYBODY IN BURNABY SOUTH TO GIVE
JAGMEET SINGH A BETTER CHANCE TO

IT'S UNLIKELY, OR AT LEAST IT'S
QUESTIONABLE, THAT HE WOULD HAVE
WON WITHOUT OUR LEADERS COURTESY
AGREEMENT, AND HE RECIPROCATED
BY RUNNING ATTACK ADS INTO MY
RIDING.
SO I DON'T THINK THERE WILL BE
ANY COURTESY AGREEMENTS WITH THE
NDP IN THE NEAR FUTURE.
BEING CREATIVE SHOULDN'T MEAN
ABANDONING PRINCIPLE, AND THE
REALITY IS THAT ONLY THE GREENS
RIGHT NOW STAND FIRMLY ON THE
EVIDENCE THAT THE CLIMATE CRISIS
IS FAR MORE URGENT THAN THE
LIBERALS WITH A NON-PLAN AND THE
NDP WITH A NON-PLAN WOULD HAVE
US BELIEVE.
WE ARE AT THE MOMENT OF
RECKONING.
WE ARE CLOSE TO A POINT OF NO
RETURN.
AND IN THE WAY THAT THE CAMPAIGN
WAS COVERED, I THINK VOTERS
COULD BE FORGIVEN FOR THINKING,
WELL, THE ONLY PARTY THAT'S
REALLY NOT GOING TO DO SOMETHING
ON CLIMATE IS THE CONSERVATIVES
OR THE PEOPLE'S PARTY SO
LIBERALS, NDP, OR GREENS ARE ALL
COMMITTED TO CLIMATE ACTION.
THE REALITY IS THEY'RE NOT.
THE NDP AND THE LIBERALS HAVE
COMMITTED TO TARGETS THAT MEAN
THAT WE ABSOLUTELY MISSED THE
ESSENTIAL ADVICE OF GLOBAL
SCIENCE, WHICH IS THAT WE MUST
GO OFF FOSSIL FUELS FAR FASTER,
THAT WE'RE FACING ACCELERATING,
SELF ACCELERATING UNSTOPPABLE
LEVELS OF GLOBAL WARMING IF WE
DON'T ACT IN THE VERY NEAR TERM.
IN OTHER WORDS, BY 2030 WE MUST
HAVE ACHIEVED SUBSTANTIAL
REDUCTIONS, IN THE ORDER OF 60 percent
IN CANADA.
OUR TARGET IS STILL 30 percent.

YOU MIGHT PUT YOURSELF IN THE
SAME CATEGORY.
WHO KNOWS WHAT THE BLOC IS GOING
TO BE COOPERATIVE ON.
AS YOU LOOK TOWARDS THE NEXT
PARLIAMENT, WHAT DO YOU THINK IS
POSSIBLE?

THAT CLIMATE ACTION IS NOT THEIR
PRIORITY.
IT IS THE GREEN PRIORITY.
IT'S MY PERSONAL PRIORITY.
AND PAUL MANLY FROM NANAIMO
LADYSMITH AND JENICA ATWIN FROM
FREDERICTON, AS A CAUCUS OF
THREE WE DON'T HAVE THE NUMBERS
THAT ARE NEEDED.
WE KNOW IT COULD HAVE EASILY
BEEN THAT WE HAD BALANCE OF
POWER IF THE CONSERVATIVES HAD
WON MORE SEATS AND THE LIBERAL
GAP WAS NARROWER THAN 13.
BUT WE HAVE THE CARDS WE ARE
DEALT, AND GREENS WILL STAND
FIRM ON PRINCIPLE AND NEVER VOTE
CONFIDENCE IN A GOVERNMENT THAT
DOESN'T HAVE THE CLIMATE PLAN
AND THE CLIMATE TARGET THAT
SCIENCE DEMANDS, WHICH MEANS
TWICE WHAT WE CURRENTLY ARE
COMMITTED TO DOING BECAUSE THE
TARGET WAS LEFT IN PLACE BY
STEPHEN HARPER AND HASN'T BEEN
IMPROVED SINCE THEN.
IT'S NOT A MATTER OF POLITICS.
IT'S SCIENCE.
IT'S REALLY COMING DOWN TO A
MATTER OF LIFE AND DEATH, AND I
DON'T WANT TO SOUND OVERDRAMATIC
OR HYPERBOLIC, BUT WHEN YOU LOOK
AT THE DAILY NEWS COMING OUT OF
SCIENTIFIC LITERATURE, WE ARE
RUNNING OUT OF TIME.
SO WHAT WE DO IN PARLIAMENT CAN
AUGMENT ONLY WHAT PEOPLE CAN DO
BY PRESSURING... EVERY
CLIMATE-CONCERNED CANADIAN WHO
THOUGHT, WELL, I CAN VOTE
LIBERAL.
I CAN VOTE NDP.
THEY'LL ACT ON CLIMATE.
IT'S CLEAR THEY WON'T WITHOUT
MASSIVE PRESSURE FROM THE
PUBLIC.
SO I'LL BE GOING TO THE CLIMATE
NEGOTIATIONS THAT START NEXT
MONTH IN MADRID.
I WILL BE MEETING WITH THE PRIME
MINISTER THIS FRIDAY.
ON EVERY OCCASION IN THE HOUSE,
ON THE STREET, IN THE MEDIA,
WHEREVER WE MOBILIZE AS GREENS,
WE WILL BE DEMANDING THAT CANADA
PULL OUR FAIR SHARE OF THE
WEIGHT TO RESPOND TO THIS GLOBAL
EMERGENCY.
WE'RE NOT THERE YET.
WE MUST BE.
AND WE'RE NOT WORRIED ABOUT
HAVING ANOTHER ELECTION.
WE'RE NOT BROKE.
WE ENDED UP, YOU KNOW, IN A GOOD
FINANCIAL POSITION, RELATIVE TO
WHERE WE ALWAYS ARE.
WE DON'T HAVE THE MONEY OF THE

TIME, IF IT MEANS GETTING

WE WERE PROMISED REAL CLIMATE
ACTION.
CANADA IS BACK WITH THE SAME
TARGETS STEPHEN HARPER HAD AND
BRINGING IN CARBON TAXES AND
CLEAN STANDARDS, THESE ARE GOOD
STEPS, BUT THEY'RE TINY, LITTLE
INCREMENTAL STEPS, WHEN WE NEED
BOLD ACTION THAT SAYS WE NEED TO
REDUCE OUR DEPENDENCY ON FOSSIL
FUELS AS RAPIDLY AS POSSIBLE.
WE NEED 60 percent REDUCTIONS IN
EMISSIONS BY 2030.
AND THE TARGET WHICH TRUDEAU HAS
ACCEPTED OF 30 percent IS ONE THAT THEY
STILL HAVEN'T MET.
MEETING THE TARGETS THAT THE
LIBERALS HAVE COMMITTED
THEMSELVES TO IS MEETING A
TARGET TO DISASTER.
THEY HAVE TO BE PREPARED TO LOOK
AT THE SCIENCE WHILE THERE'S
STILL TIME.
I WILL NOT GIVE UP, OBVIOUSLY,
AND I REALLY HOPE VOTERS,
CITIZENS OF THIS COUNTRY, WHO
CARE ABOUT CLIMATE ACTION, WILL
REGISTER WITH THE PARTY... YOU
KNOW, IF THEY VOTED LIBERAL OR
THEY VOTED NDP AND THEY KNEW THE
GREEN PARTY PLAN WAS BETTER BUT
THEY THOUGHT, OH, WELL, WE HAVE
TO BE PRAGMATIC, WE HAVE TO BE
STRATEGIC.
THE PRAGMATIC ACTIONS ARE TAKING
THE STEPS REQUIRED TO AVOID A
GLOBAL CAST TROPHY FROM WHICH
HUMAN CIVILIZATION MAY NOT
SURVIVE.
THESE ARE NOT SMALL STAKES.
YET IMMEDIATELY AFTER THE
ELECTION, JAGMEET SINGH ISSUED A
PRESS CONFERENCE IN WHICH HE
SAID WHAT HIS BOTTOM LINES WERE.
GOOD THINGS TO DO, BUT HE DIDN'T
MENTION CLIMATE.
AND JUSTIN TRUDEAU IS VERY
FOCUSED ON A TAX CUT FOR THE
MIDDLE CLASS AND FOR FIGURING
OUT HOW TO WORK WITH PROVINCES
THAT ARE AT THIS POINT MORE AND
MORE RECALCITRANT.
NONE OF THOSE RESPONSES FROM THE
PRIME MINISTER OR FROM MR. SINGH
HAVE ANY RELEVANCE TO THE
CLIMATE EMERGENCY.
OBVIOUSLY MR. SCHEER WON'T, AND
WE KNOW MR. BLANCHET AND THE
BLOC QUEBECOIS, THEY'RE VERY
COMMITTED TO CLIMATE ACTION, BUT
WILL THEY USE THEIR BALANCE OF
POWER IN A MINORITY PARLIAMENT
TO BRING DOWN A GOVERNMENT THAT
DOESN'T ACT ON CLIMATE?
THESE ARE QUESTIONS FOR A
MINORITY PARLIAMENT, AND I GUESS
PAUL MANLY AND JENICA ATWIN AND
I WILL BE IN THE HOUSE
VIGOROUSLY ACTING AS THE
CONSCIENCE OF A NATION, AS A
SOURCE OF SCIENTIFIC ADVICE, NOT
THAT WE'RE SCIENTISTS BUT WE
KNOW WHAT THE SCIENTISTS HAVE
ADVISED US TO DO, AND THE COURSE
WE ARE ON IS RUINOUS.
