Transcript: Vic Fedeli: From Money Man to Job Creator | Nov 29, 2019

A male guest sits in the studio. He's in his fifties, clean-shaven, with short white hair. He's wearing glasses, a gray suit, white shirt and spotted yellow tie.

Steve Paikin says IT'S BEEN A WHIRLWIND
LAST SIX MONTHS FOR ONTARIO'S
MPP FROM NIPISSING.
VIC FEDELI JUST GOT BACK FROM
TRADE MISSIONS TO INDIA, SOUTH
KOREA, AND JAPAN.

Steve appears on screen. He's slim, clean-shaven, in his fifties, with short curly brown hair. He's wearing a gray suit, white shirt, and gray plaid tie.

A caption on screen reads "From money man to job creator. @spaikin, @theagenda."

Steve continues BUT THE MOST DRAMATIC TRAVEL OF
THE PAST HALF YEAR WAS FROM HIS
PERCH AT THE MINISTRY OF FINANCE
AT THE FROST BUILDING ON QUEEN'S
PARK CRESCENT TO THE MINISTRY OF
ECONOMIC DEVELOPMENT ON BAY STREET.
THOSE OFFICES ARE ONLY ONE BLOCK
APART, BUT THAT MOVE SURE
CAPTURED A LOT OF ATTENTION.
HERE TO REVIEW IT ALL:
VIC FEDELI, ONTARIO'S MINISTER
OF ECONOMIC DEVELOPMENT, JOB
CREATION, AND TRADE.
WE WELCOME YOU BACK TO TVO.

Fedeli says ALWAYS A
PLEASURE, STEVE.
THANK YOU.

Steve says SHOULD WE TALK ABOUT
THE LONGER TRIPS FIRST?
THERE'S A LOT OF CYNICISM THESE
DAYS ABOUT WHY POLITICIANS GET
ON PLANES AND TRAVEL.
TELL US WHY YOU THOUGHT THESE
TRIPS WERE USEFUL AND NECESSARY?

The caption changes to "Vic Fedeli. Minister of Economic Development, Job Creation and Trade."
Then, it changes again to "Trade missions, far and wide."

Fedeli says WE NEED TO CONTINUE TO MAKE
ONTARIO OPEN FOR BUSINESS AND
OPEN FOR JOBS AND THAT MEANS
OPEN FOR TRADE.
I KNOW THAT SOUNDS LIKE A BIT OF
A SLOGAN BUT THAT REALLY IS IN
OUR DNA.
WE NEED TO GROW THE PROVINCE,
AND WE NEED TO DO IT THROUGH
TRADE AND THROUGH ECONOMIC
DEVELOPMENT.
SO IT'S VERY, VERY, VERY
CRITICAL THAT WE CONTINUE TO
HAVE THESE TRADE MISSIONS.

Steve says WHY THOSE THREE
COUNTRIES IN PARTICULAR?

The caption changes to "Vic Fedeli, @VictorFedeli."

Fedeli says WELL, I CAN TELL YOU IN SOUTH
KOREA, THERE'S GREAT
OPPORTUNITY.
WE DID A BEAUTIFUL DEAL WITH A
COMPANY CALLED DAILY HEALTH
VENTURE, A 20 MILLION DOLLAR DEAL.
WE KNEW IT WAS THERE.
WE KNEW IT WAS RIPE FOR THE
TAKING.
AND IT WAS IMPORTANT TO BE
THERE.
WE ONLY DO ABOUT 7 BILLION DOLLARS IN
TRADE WITH SOUTH KOREA.
I'LL GIVE YOU AN EXAMPLE.
WE DID AN MOU...

Steve says MEMBER OF
UNDERSTANDING.

Fedeli says YES.
SORRY.
THANK YOU.

Steve says WE DON'T LIKE
ACRONYMS HERE.

The caption changes to "Connect with us: Twitter: @theagenda; Facebook, agendaconnect@tvo.org, Instagram."

Fedeli says YEAH, I KNOW.
WE DID A MEMORANDUM OF
UNDERSTANDING WITH THE KOREA
IMPORT ASSOCIATION.
THEY IMPORT 535 BILLION DOLLARS A YEAR
INTO SOUTH KOREA, AND WE'VE
NEVER HAD ANY KIND OF AN
AGREEMENT WITH THEM.
SO WE DID AN MOU WITH THEM AND
THEY'RE COMING HERE NEXT YEAR.
THERE'S 8,000 MEMBERS.
THIS IS A GREAT OPPORTUNITY FOR
ONTARIO BUSINESSES.
IN JAPAN, WE SAID THANK YOU TO
TOYOTA.
WE SAID THANK YOU TO HONDA.
WE SAID THANK YOU TO HINO, THE
TRUCK MANUFACTURER IN WOODSTOCK.
TOYOTA ANNOUNCED THIS YEAR A
1.4 BILLION DOLLAR INVESTMENT IN THEIR
FACILITY IN CAMBRIDGE.
THEY ANNOUNCED THAT THE NX LINE
OF THE LEXUS WILL BE MADE IN
CAMBRIDGE.
AND THEY WON THE J.D. POWER
PLATINUM AWARD, MAKING THEM THE
BEST CAR PLANT IN THE WORLD.
NOT THE BEST TOYOTA PLANT.
THE BEST CAR PLANT IN THE WORLD
IS HERE IN ONTARIO.

Steve says SO SOME OF THIS IS
ABOUT KEEPING THE CUSTOMER SATISFIED.

Fedeli says SO WE WENT TO SAY THANK YOU
TO THEM FOR THEIR INVESTMENT AND
CONGRATULATIONS.
IN INDIA... THIS IS THE MOST
AMAZING ONE NOW.
THINK ABOUT OUR TRADE WITH OUR
LARGEST TRADING PARTNER IS THE
U.S.
WE DO 400 BILLION DOLLARS IN
U.S.-ONTARIO TRADE.

Steve says EVERY YEAR.

Fedeli says EVERY YEAR.
INDIA, A COUNTRY OF 1.3 BILLION DOLLARS
PEOPLE, WE SHIP 400 MILLION DOLLARS.
THAT'S IT.
LIKE, THAT'S NOTHING.
OUR NUMBER ONE EXPORT IS
AIRCRAFT, SO WE'RE TALKING A
COUPLE OF AIRPLANES AND WE'RE
DONE.
AND OUR NUMBER TWO EXPORT TO
INDIA IS SCRAP METAL.
AND SO, YOU KNOW, TO ME, THAT'S
A BLANK CANVAS THAT WE SHOULD BE
FILLING THAT CANVAS WITH ONTARIO
BUSINESSES SHIPPING PRODUCT
THERE.

Steve says LET'S TALK ABOUT
SOME OF THE PAINT YOU WANT TO
PUT ON THAT CANVAS.
INSTEAD OF THE PRIVATE SECTOR,
LET'S GO TO THE PUBLIC SECTOR
HERE, BECAUSE I NOTE THAT SENECA
COLLEGE, AND WE COVER EDUCATION
PRETTY CAREFULLY HERE, SENECA
HAVE SIGNED INVOLVE MEMORANDUMS
OF UNDERSTANDING WITH
POSTSECONDARY INSTITUTIONS IN
INDIA.
HOW WILL THOSE RELATIONSHIPS
BENEFIT THE PROVINCE OF ONTARIO?

The caption changes to "Vic Fedeli. PC MPP, Nipissing."

Fedeli says WELL, THEY'LL SEND UP WITH A
GREATER AMOUNT OF STUDENTS AS
AN EXAMPLE.
THEY'LL HAVE EXPERTISE THAT IS
FROM SENECA OVER IN THOSE
EDUCATIONAL INSTITUTIONS IN
INDIA, CONTINUING TO HELP FUND
THE GROWTH OF SENECA.
THAT'S WHY IT'S GOING TO BE SO
IMPORTANT.
WE HAVE 52,000 INDIAN STUDENTS
HERE IN ONTARIO EVERY YEAR.
THAT'S WHERE WE'RE AT THIS YEAR.

Steve says WE LIKE THEM BECAUSE
THEY PAY WAY MORE THAN DOMESTIC
STUDENTS TO GO TO SCHOOL HERE.

Fedeli says VERY MUCH SO.
AND, AS THE PREMIER... AS
PREMIER FORD, MYSELF, OTHER
CABINET MINISTERS, OTHER MPPs
TRAVEL THE PROVINCE, WHAT WE'RE
HEARING, ONE OF THE NUMBER ONE
ISSUES WE'RE HEARING FROM
COMPANIES: WE CAN'T FIND PEOPLE.
AND THAT'S AN ABSOLUTE SOLID...
EVEN IN THE CITY OF NORTH BAY,
WHERE I LIVE, WHERE MY RIDING IS
AND MY OFFICE IS, THERE ARE 420
UNFILLED JOBS TODAY.
THE CANADIAN FEDERATION OF
INDEPENDENT BUSINESS TOLD US
LAST YEAR THERE WERE 400,000,
MORE THAN 400,000, UNFILLED
JOBS.
SO WE NEED PEOPLE.
WE NEED IMMIGRATION.
WE NEED STUDENTS.
ONE OF THE DEALS WE SIGNED IN
INDIA WAS WITH VBDN
TECHNOLOGIES.
WE'VE BEEN WORKING ON THIS,
ENGAGED WITH THEM FOR MONTHS.
I KNOW THE PEOPLE AT THE
ECONOMIC DEVELOPMENT GROUP IN
KITCHENER-WATERLOO AREA HAVE
DONE A FABULOUS JOB AS WELL.
THEY'RE GOING TO LOCATE IN K-W
AREA AND THE PRESS RELEASE WE
SAID WAS 200, THEIR PRESS
RELEASE SAID 250 TO 300
ENGINEERS, ALL MASTERS, ALL
PHDS.
SO THIS IS REALLY IMPORTANT WE
CONTINUE OUR EDUCATIONAL LINKS.

Steve says LET ME DO ANOTHER
ONE ON INDIA.
THEY DID ANNOUNCE THEY WANT TO
SPEND 1.5 TRILLION DOLLARS OVER THE
NEXT FIVE YEARS ON
INFRASTRUCTURE.
DOES THE GOVERNMENT OF ONTARIO
MAKE A TARGET SAYING HERE'S THE
PIECE OF THAT ACTION THAT WE
THINK WE CAN GET?

Fedeli says ABSOLUTELY.

Steve says HOW MUCH OF THAT DO
YOU WANT TO GET?

Fedeli says WELL, WE BROUGHT 10... 12, I
SHOULD SAY, COMPANIES WITH US ON
THIS TRIP.
AND THE 12 OF THEM HAD 150
BUSINESS-TO-BUSINESS MEETINGS.
SO JUST TO PUT A FINER POINT TO
THAT INFRASTRUCTURE.
IF YOU THINK ABOUT THIS NOW,
EVERY... THERE'S 30 PEOPLE IN
INDIA EVERY MINUTE THAT MOVE
FROM RURAL TO URBAN.
THIRTY A MINUTE.
THAT'S 60 MILLION DOLLARS A YEAR.
AND WHAT THAT TRANSLATES TO IN
ENGLISH IS THAT YOU WILL NEED
TO... INDIA WILL NEED TO BUILD A
CITY THE SIZE OF OTTAWA EVERY
SINGLE MONTH TILL 2050.

Steve says TO ACCOMMODATE THAT GROWTH.

Fedeli says TO ACCOMMODATE THAT GROWTH.

Steve says WOW.

Fedeli says HERE WE ARE IN ONTARIO,
EXPERTS IN INFRASTRUCTURE, IT'S
A BLANK CANVAS.
THERE'S SO MUCH WORK... THESE
COMPANIES CAME BACK JUST
THRILLED WITH THE PROSPECTS.
THEY WERE ARCHITECTURAL
ENGINEERS, THEY WERE ENGINEERING
FIRMS.
THIS IS JUST A HUGE OPPORTUNITY.

Steve says LET'S GO TO SOUTH KOREA.
THEY'VE GOT A COMPANY THERE
CALLED KOREAN ELECTRIC POWER,
AND APPARENTLY ONTARIO HAS MADE
A DEAL WITH THEM.
FOR WHAT?

The caption changes to "Watch us anytime: tvo.org, Twitter: @theagenda, Facebook Live, YouTube."

Fedeli says THEY WILL... THEY HAVE
ANNOUNCED THEY WILL OPEN AN OFFICE.
THEY'LL SELL PRODUCTS TO BRUCE
POWER.
THAT'S REALLY WHAT THEY'RE
COMING TO THIS AREA FOR.
THEY'RE COMING TO THAT PART OF
ONTARIO FOR.
THEY'LL OPEN AN OFFICE THERE.
AND I THINK THAT'S GREAT NEWS
FOR THE BRUCE... FOR BRUCE POWER
TO HAVE ANOTHER SUPPLIER.

Steve says THEY WILL CONTRIBUTE
TO OUR NUCLEAR CAPABILITIES SOMEHOW?

Fedeli says THEY WILL ABSOLUTELY DO THAT.
THEY WILL ABSOLUTELY BE
INTEGRAL... WE MET THEM IN SOUTH
KOREA, WE MET WITH KEPCO.
WE KNEW WHEN WE GOT BACK THEY
WOULD MAKE THE ANNOUNCEMENT WHEN
WE GOT HOME.

Steve says HERE'S SOMETHING FOR
OUR HOG PRODUCERS IN ONTARIO.
DO THEY STILL LIKE OUR PORK IN JAPAN?

Fedeli says THEY DO.
IT'S AMAZING THE AMOUNT OF
INVESTMENT THAT WE MAKE INTO JAPAN.
SO WE HAVE ABOUT... JUST UNDER
14 BILLION DOLLARS A YEAR IN TWO-WAY
TRADE BETWEEN ONTARIO AND JAPAN.
A BIG CHUNK IS AGRICULTURE.
OUR PORK, OUR BEEF, OUR GRAINS.
THOSE ARE ALL REALLY IMPORTANT
COMPONENTS AS WELL.

Steve says CAN YOU TELL US,
JUST GET US BEHIND THE SCENES A
LITTLE BIT HERE.
THESE TRIPS TEND TO WORK IN TWO
DIFFERENT WAYS.
ONE IS THAT YOUR OFFICIALS
BASICALLY DO THE LEG WORK AHEAD
OF YOU AND YOU THE MINISTER SHOW
UP AT THE 11TH HOUR AND SHAKE
HANDS AND TAKE PICTURES.
THE OTHER WAY IS MINISTERS GO
OVER THERE AND DO A LOT OF THE
HEAVY LIFTING AS WELL.
WHICH ARE YOU?

Fedeli says I'M THE LATTER.
SO I LAUGH WHEN YOU SAID ABOUT
THE FIRST ONE.
I DON'T BELIEVE IN THAT, THAT
YOU JUST WAIT AND COME IN AT THE
11TH HOUR AND SIGN A DEAL.
I THINK THE PURPOSE OF GOING
OVER IS TO REALLY CONVINCE THE
COMPANIES THAT ONTARIO IS OPEN
FOR BUSINESS AND OPEN FOR TRADE.
SO GIVE ME A COMPANY THAT HASN'T
MADE THE DECISION TO COME, AND
LET'S HAVE AT THEM AND HAVE SOME
GOOD SESSIONS, AND THAT'S MORE
THE MEETINGS WE HAD, ESPECIALLY
IN INDIA, CERTAINLY HAD THOSE IN
JAPAN AS WELL.
AND I WOULD EXPECT ANNOUNCEMENTS
OR DELIVERABLES TO COME FROM
THAT.
I'M VERY CONFIDENT.
I WON'T SOUND POLITICAL, BUT
I'LL JUST SAY, YOU KNOW, WE,
SINCE OUR GOVERNMENT HAS BEEN IN
OFFICE FOR 15 MONTHS, WE HAVE
TAKEN 5 BILLION DOLLARS OUT OF THE COST
OF DOING BUSINESS IN ONTARIO,
AND I COULD OUTLINE EVERY DOLLAR
OF THAT 5 BILLION DOLLARS.
BUT SOME OF IT IS BY HAVING AN
ACCELERATED CAPITAL COST
ALLOWANCE, WHICH MEANS THAT
BUSINESSES CAN WRITE THEIR
MACHINERY OFF.
SO I'M TALKING LIKE THIS IN THE
MEETINGS, THEY'RE TAKING NOTES,
THEY'RE NODDING THEIR HEADS,
THEY UNDERSTAND WHAT WE MEAN BY
THAT.
SERGIO MARCHIONNE,FORMER CEO, HE
SAID THE BUSINESSES IS THE MOST
EXPENSIVE IN NORTH AMERICA.
PREMIER FORD HEARD THAT.
AS SOON AS WE GOT AN OFFICE WE
BEGAN DOING THESE PRO-BUSINESS,
OPEN FOR BUSINESS CHANGES, THAT
ONE BY ONE, WHETHER IT WAS
TAKING 2 BILLION DOLLARS OUT OF THE
COST OF WORKPLACE SAFETY
ASSURANCE BUREAU, WSIB, COSTS,
WITHOUT CHANGING ANY OF THE
BENEFITS FOR THE WORKERS.
THAT'S 2 BILLION DOLLARS.
WHEN YOU ADD UP ALL THESE THINGS
I DELINEATED AT THE MEETING, WE
GOT A LOT OF NODS AND LET'S TALK
A LITTLE BIT MORE ABOUT THE FACT
THAT WE THINK ONTARIO IS THE
RIGHT PLACE TO BE.
SO I WOULD EXPECT MORE
DELIVERABLES TO COME IN 2020
FROM OUR TRIP THERE, AND THAT
WOULD MAKE ME EVEN MORE HAPPY,
OF COURSE.
BUT I THINK THAT'S THE RIGHT WAY
TO DO IT.

Steve says OKAY.
THAT'S THE CONVERSATION FOCUSING
ON THE TRIP THAT TOOK
10,000 MILES.
LET'S HAVE A LITTLE CONVERSATION
ABOUT THE TRIP THAT TOOK ONE
BLOCK.

Fedeli says BEAUTIFUL.

Steve says YOU WERE THIS
GOVERNMENT'S FIRST FINANCE
MINISTER, AFTER THE JUNE 2018
ELECTION, AND THEN, WELL, YOU
KIND OF MADE HISTORY, BUT NOT IN
THE WAY YOU WANTED TO.
YOU BROUGHT DOWN ONE BUDGET AND
THEN YOU GOT SHUFFLED.
I LOOKED IT UP.
YOU'RE NOT THE SHORTEST SERVING
FINANCE MINISTER IN HISTORY,
YOU'RE ACTUALLY THE FOURTH
SHORTEST SEARCHING.
BUT I AM CURIOUS: HOW SHOCKED
WERE YOU TO GET THE CALL NOT
EVEN A YEAR INTO YOUR TENURE
THAT YOU WERE BEING MOVED?

The caption changes to "A finite foray in finance."

Fedeli says STEVE, I'VE BEEN IN POLITICS
16 YEARS NOW.
AND TO ME POLITICS IS A TEAM
SPORT.
AND I KNOW WHEN I WAS MAYOR OF
THE CITY OF NORTH BAY THAT WE
TREATED IT AS A TEAM SPORT.
AND I THINK PREMIER FORD TREATS
THIS THE SAME WAY.
HE'S THE COACH, AND EVERY ONCE
IN A WHILE, THE COACH WOULD
ADJUST HIS LINEUP.
THAT'S THE WAY I LOOK AT IT.
HE SAID TO ME, YOU KNOW, IN HIS
VERNACULAR, BUDDY, WE NEED JOBS
CREATED IN ONTARIO.
YOU'RE MY BEST SALES GUY.
I NEED A SALES GUY IN THAT JOB.
AND I SAID YES, SIR.
YOU KNOW, THE EXPRESSION, I
SERVE AT THE PLEASURE OF THE
PREMIER.
THAT'S THE EXPRESSION.
BUT THAT'S WHAT HE SAID TO ME.
HIS EXACT WORDS, BUDDY, YOU'RE
MY BEST SALES GUY.
I NEED YOU THERE.

Steve says YOU HAD EXPECTED AND
HOPED TO BE THE STAR RUNNING
BACK FOR QUARTERBACK FORD FOR
SIX YEARS OR SO AND SUDDENLY YOU
GET PUT OUT TO TIGHT END OR WIDE
RECEIVER OR SOMETHING, IT'S
STILL A GREAT JOB, BUT NOT THE
STAR RUNNING BACK.
THAT'S GOT TO HURT A LITTLE BIT.

Fedeli says I LIKE WHAT I'M DOING.
YOU KNOW, WHEN I WAS ELECTED AS
MAYOR AS THE CITY OF NORTH BAY,
THE VERY FIRST WEEK I CREATED
THE MAYOR'S OFFICE OF ECONOMIC
DEVELOPMENT.
I LOVE THAT.
I'M A SALES GUY.
I AM A SALES GUY.
THE PREMIER IS A SALES GUY.
YOU KNOW, WE SIT TOGETHER, WE
TALK ABOUT THESE THINGS.
HE AND I ARE TWO OF THE PEOPLE
IN OUR CAUCUS, IN OUR CABINET,
THAT WOULD KNOW WHAT IT'S LIKE
TO GET A PHONE CALL, 7:30 ON A
FRIDAY MORNING FROM A BANKER,
SAYING, HOW ARE YOU GOING TO
MAKE YOUR PAYROLL TODAY?
WE'RE BUSINESS PEOPLE.
WE GET THAT.

Steve says I UNDERSTAND THAT.
BUT YOU'RE ALSO A POLITICIAN AND
I WANT TO KNOW WHICH EXPLETIVE
DELETED YOU USED WHEN WHOEVER
MADE THE PHONE CALL TO YOU?
WAS IT THE PREMIER?

Fedeli says I CAN TELL YOU I SAID TO THE
PREMIER, THANK YOU, I LOOK
FORWARD TO IT, AND LET ME GET TO WORK.

Steve says YOU DIDN'T SAY
YOU'VE GOT TO BE OUT OF YOUR FIN'...

Fedeli says NO, I DID NOT SAY THAT.
LOOK, I'M A LIFE-LONG
ENTREPRENEUR AND A BUSINESS
PERSON, AS I SAY, WHEN I WAS
MAYOR OF THE CITY OF NORTH BAY,
I FORMED THE MAYOR'S OFFICE... I
LOVE THAT.
I LIVE FOR THAT.
I'M WELL TRAVELLED.
I'VE BEEN TO ALMOST 100
COUNTRIES IN MY LIFE.
I KNEW THIS WAS GOING TO BE A
PERFECT ROLE FOR ME AS WELL AND
THE PREMIER SAW THAT AND HE SAID
I NEED A SALES GUY THERE AND I'M
READY FOR IT AND I'VE JUMPED
INTO THIS ROLE AND I'M LOVING
EVERY SECOND FOR IT AND I THINK
WE'RE DELIVERING RESULT FOR THE
PEOPLE OF ONTARIO.
I REALLY BELIEVE THAT.

Steve says DO YOU FIND YOURSELF
TO HAVE TO SORT OF STOP YOURSELF
FROM OFFERING ADVICE TO YOUR
SUCCESSOR, ROD PHILLIPS?

Fedeli says AT THE RISK OF SOUNDING LIKE
A BROKEN RECORD, IT IS A TEAM
SPORT AND WE ALL PLAY A VALUABLE
ROLE IN THOSE DISCUSSIONS,
WHETHER IT'S FINANCE OR
TRANSPORTATION, WE SIT AT A BIG
CABINET TABLE.

Steve says SPEAKING OF SITTING.
I NOTE IN THE LEGISLATURE YOU
STILL SIT BESIDE THE PREMIER
WHICH IS WHERE THE FINANCE
MINISTER USUALLY SITS.
YOU'RE STILL SITTING BESIDE THE
PREMIER.
WAS THAT PART OF THE DEAL?

Fedeli says NO.
THERE WAS NO DEAL.

Steve says WHY ARE YOU STILL THERE?

Fedeli says WHEN I GOT INTO WORK, THAT'S
WHERE MY NAME PLATE IS AND
THAT'S WHERE I SIT.
I NEVER REQUESTED ANYTHING LIKE
THAT.
THAT'S THE PREMIER'S CHOICE.

Steve says YOU KNOW, SO MUCH...

Fedeli says WE DON'T MAKE A BIG THING
ABOUT, TO BE HONEST, STEVE.
I WOULD BE MORE INTERESTED OR
MORE CONCERNED ABOUT WHERE I
STOOD ON ISSUES THAN WHERE I SAT
IN THE LEG, TO BE HONEST.

Steve says OKAY.
THE ONE BUDGET YOU DID BRING IN,
FOR A BUNCH OF REASONS... I'M
NOT EXACTLY TOTALLY SURE WHAT A
LOT OF THEM WERE... BUT FOR A
BUNCH OF REASONS DIDN'T GET
GREAT REVIEWS.
THE TORONTO SUN IS NORMALLY VERY
FRIENDLY TO THE GOVERNMENT OF
ONTARIO, THIS GOVERNMENT OF
ONTARIO, BUT HERE'S WHAT BRIAN
LILLEY WROTE IN THE SUN ON
BUDGET DAY...

A quote appears on screen, under the title "Not the budget we were expecting." The quote reads "Ontario's PC government tabled a budget on Thursday that is anything but conservative. Education spending is up 11 percent and health spending increases by more than 5 percent compared to last year's Liberal plan. Total spending is up by 5 billion dollars total over the Liberals. The Ford government is increasing spending and doing it at a rate well above that of inflation. The government doesn't plan to balance the books for another five years, that is something we would have expected from the Wynne Liberals. To be honest, this is not what Ford's voters wanted. 'We're transforming our government today', Fedeli insisted on Thursday. I wish that were the case."
Quoted from Brian Lilley, Toronto Sun. April 11, 2019.

Steve says LET'S PICK THAT
APART A BIT.
HOW SHOCKED WERE YOU AT THE
REACTION TO THE ONE BUDGET YOU
BROUGHT IN?

Fedeli says WELL, I DON'T SPEND A LOT OF
TIME, TO BE PERFECTLY HONEST, I
DON'T SPEND A LOT OF TIME
WORRYING ABOUT THOSE DETAILS.
I KNOW WHAT WAS IN THE BUDGET.
WHAT I CAN SAY IN DEFENCE OF
WHAT HE HAS LISTED THERE, THE
5 BILLION DOLLARS MORE IN SPENDING,
THAT'S ABSOLUTELY INCORRECT.
THE 5 BILLION DOLLARS WAS THE
ACKNOWLEDGMENT FROM THE AUDITOR
GENERAL THAT THE PREVIOUS
GOVERNMENT HAD HID THE
5 BILLION DOLLARS.
THIS WAS 2.5 BILLION DOLLARS
APPROXIMATELY FOR PENSIONS AND
2.5 BILLION DOLLARS APPROXIMATELY FOR
THE SO-CALLED FAIR HYDRO PLAN
THAT THE GOVERNMENT KEPT OFF THE
BOOKS.
THE AUDITOR INSISTED THEY BE PUT
ON THE BOOKS.
WE PUT THEM ON THE BOOKS.
THERE WAS NO NEW SPENDING.
IT WASN'T AS IF WE SPEND
5 BILLION DOLLARS MORE.
IT WAS ACKNOWLEDGING WHAT THE
PREVIOUS GOVERNMENT HAD HIDDEN.
SO THAT'S THE 5 BILLION DOLLARS.
AND HE'S RIGHT ABOUT EDUCATION
AND HEALTH.
WE'RE A GROWING PROVINCE.
HEALTH CARE IS A VERY CRITICAL
PART OF OUR MANDATE.
AND SO IS EDUCATION.
SO THIS IS A GOOD THING, THAT
THIS YEAR WE'RE INCREASING
HEALTH SPENDING BY 1.9 BILLION DOLLARS
OVER WHAT IT WAS WHEN WE WERE
ELECTED AND WE'RE INCREASING
EDUCATION 1.2 BILLION DOLLARS OVER WHAT
IT WAS WHEN WE WERE ELECTED.
THOSE ARE IMPORTANT NUMBERS.

Steve says YOUR CRITICS WOULD
SAY DON'T KEEP UP WITH INFLATION
OR POPULATION GROWTH, SO IN
EFFECT THEY'RE ACTUALLY MORE
CONSERVATIVE THAN YOU WOULD LET ON.
NOT CONSERVATIVE ENOUGH FOR
MR. LILLEY BUT THAT'S HIM.

Fedeli says AGAIN, I'M NOT GOING TO BE
COMMENTING ANY FURTHER ON THOSE
NUMBERS BECAUSE, YES, WE
INCREASED HEALTH SPENDING.
YES, WE INCREASED EDUCATION
SPENDING.
BOTH APPROPRIATELY AND
IMPORTANTLY.
AND THE 5 BILLION DOLLARS WAS THE
ACKNOWLEDGMENT OF THE HIDDEN
5 BILLION DOLLARS THAT THE PREVIOUS
GOVERNMENT HAD.

Steve says I'M NOT SAYING
POLITICS IS A FAIR GAME BECAUSE
YOU AND I BOTH KNOW IT'S NOT.
BUT SOMEHOW THERE WAS A
NARRATIVE THAT DEVELOPED AND GOT
BAKED IN ABOUT THE BUDGET THAT
YOU BROUGHT IN THAT SAID IT WAS
A TURKEY AND IT COST FORD A LOT
OF POPULARITY POINTS.
DO YOU KNOW WHY THAT HAPPENED?

Fedeli says OH, I THINK OVER THE COURSE
OF TIME, I THINK YOU SEE TODAY
THAT THE PREMIER HAS LISTENED.
HE'S PAID ATTENTION TO THE
PEOPLE OF ONTARIO.
YOU KNOW, I THINK IF YOU ASK THE
PEOPLE ON THE STREET TODAY, THE
256,200 OF THEM WHO ARE WORKING
TODAY WHO WEREN'T WORKING 15
MONTHS AGO, I THINK YOU WOULD
FIND THAT THEY'RE PRETTY HAPPY.

The caption changes to "Subscribe to The Agenda Podcast: tvo.org/theagenda."

Steve says DO YOU THINK... YOU
KNOW, ONE OF THE THINGS THAT WE
FOUND QUITE INTRIGUING ABOUT
THIS GOVERNMENT IS THAT THE FORD
GOVERNMENT GOT AS UNPOPULAR AS
THE WYNNE GOVERNMENT FROM ONE
YEAR THAT IT TOOK THE WYNNE
GOVERNMENT THREE YEARS TO BECOME.
HOW DO YOU PLAN TO TURN THAT AROUND?

Fedeli says WELL, I KNOW THAT, AS I SAID
EARLIER, THE PREMIER, HE'S
LISTENING.
I KNOW THAT WE'RE MAKING THE
INVESTMENTS IN THE ECONOMY THAT
ARE IMPORTANT.
WE'RE PUTTING PEOPLE TO WORK.
I THINK THAT'S THE REAL END OF
THE DAY.
SO WE'VE GOT ANOTHER TWO AND A
HALF YEARS IN OUR MANDATE, AND I
KNOW THAT AS WE CONTINUE TO MAKE
ONTARIO OPEN FOR BUSINESS, THE
BUSINESS COMMUNITY WILL CONTINUE
TO HIRE AND PEOPLE WILL HAVE
JOBS AND I THINK THAT'S A REALLY
IMPORTANT PART OF IT.
FOR ME AND ECONOMIC DEVELOPMENT,
IT WILL BE ALL ABOUT THE
METRICS.
THIS IS WHERE THE BUSINESS
PEOPLE, LIKE THE PREMIER AND
MYSELF, ENTREPRENEURS LIKE US,
WILL SAY, WHAT DID YOU DO LAST
WEEK?
WHAT ARE THE NUMBERS THIS WEEK?
WHERE ARE YOU GOING NEXT WEEK?
WHAT DO YOU EXPECT FROM IT?
SO AS WE CONTINUE WITH THOSE
METRICS, I WOULD SUGGEST THAT
YOU'RE GOING TO SEE COMPANIES
CONTINUE TO MAKE INVESTMENTS IN
ONTARIO, AND I THINK THAT'S WHAT
WILL SATISFY THE PEOPLE, THAT
THEY HAVE A JOB.

Steve says IF HE SHUFFLES YOU
OUT OF THIS JOB IN LESS THAN A
YEAR, ARE YOU FINALLY GOING TO
SWEAR AT HIM?

Fedeli says WELL, I KNOW THAT, AS I SAY,
IT IS A TEAM SPORT, AND IT'S
CERTAINLY THE COACH THAT, YOU
KNOW, CHANGES THE LINEUP, AND I
THINK THAT WE'RE REALLY HITTING
OUR STRIDE IN ONTARIO.
I THINK THE FACT THAT SO MANY
PEOPLE ARE WORKING TODAY, THE
FACT THAT WE'RE MAKING
INVESTMENTS IN HEALTH CARE,
MAKING INVESTMENTS IN EDUCATION.
25.5 BILLION DOLLAR INVESTMENT IN
TRANSPORTATION.
THAT'S UNPRECEDENTED.
SO WE'RE SEEING PREMIER FORD
DOING THE THINGS IN ONTARIO THAT
HAVE NEEDED TO BE DONE FOR SO
LONG THAT WERE NOT DONE.

The caption changes to "tvo.org/theagenda; agendaconnect@tvo.org."

Steve says LET ME ASK YOU ONE
LAST QUESTION.
MELISSA LANTSMAN HAD THIS GREAT
LINE WHICH IS THE PREMIER IS A
BULL WHO BRINGS HIS OWN CHINA
SHOP WITH HIM.
HE SEEMS DIFFERENT LATELY.
DO YOU THINK HE'S A DIFFERENT
GUY NOW?
IF SO, HOW?

Fedeli says AS YOU POINT OUT, I SIT
BESIDE HIM.
WE TALK ALL THE TIME.
HE PHONES FREQUENTLY OR I'LL
CALL HIM.
WE HAVE GOOD CONVERSATIONS
MOSTLY ABOUT THE ECONOMY AND
MOSTLY WHAT'S HAPPENING.
AND I SAID TO HIM THE OTHER
NIGHT, LAST NIGHT OR THE OTHER
NIGHT WHEN HE CALLED, I'M REALLY
PROUD OF YOU, BY THE WAY.
YOU'VE REALLY RISEN TO THE
CHALLENGE THAT HAS BEEN CREATED
NATIONALLY AND SOMEBODY HAD TO
AND PREMIER FORD IS THE PERSON
THAT DID THAT, AND I THINK HE'S
BEING ACKNOWLEDGED FOR THAT.
I THINK HE'S BEING RECOGNIZED
FOR THAT RIGHT ACROSS THE
COUNTRY, THEY LOOK UP TO THE
FACT THAT HE IS... BEING THE
PREMIER OF THE LARGEST PROVINCE
TRYING TO TIE THE COUNTRY
TOGETHER AND DOING A GREAT JOB OF IT.

The caption changes to "Producer: Steve Paikin, @spaikin; Producer: Harrison Lowman, @HarrisonLowman."

Steve says THAT IS VIC FEDELI,
HE IS THE MINISTER OF ECONOMIC
DEVELOPMENT, JOB, AND TRADE AND
THE MPP FOR NIPISSING AND WE'RE
ALWAYS GRATEFUL FOR YOUR
VISITS AT OUR STUDIO.

Fedeli says ALWAYS A PLEASURE.

Steve says THANK YOU.
