Transcript: Recalling NAFTA | Jan 31, 2017

Steve sits in the studio. He's slim, clean-shaven, in his fifties, with short curly brown hair. He's wearing a gray suit, pale pink shirt, and purple tie.

A caption on screen reads "Recalling NAFTA. @spaikin, @theagenda."

Steve says TRADE IS NOT THE SUM
TOTAL OF CANADA'S RELATIONSHIP
WITH THE UNITED STATES, BUT IT
WOULD BE HARD TO OVERSTATE IT.
AND SO WITH ALMOST 900 BILLION DOLLARS
IN GOODS AND SERVICES TRADING
BETWEEN THE TWO NATIONS EACH
YEAR, THE CANADIAN AMBASSADOR TO
THE U.S. IS A VITAL LINK BETWEEN
OUR NATIONS AND A VERY WELL
INFORMED SOURCE ON WHAT CHANGES
TO NAFTA MIGHT MEAN.
SO WITH THAT WE ARE HAPPY TO
WELCOME, FRANK
McKENNA,
FORMER
CANADIAN
AMBASSADOR TO THE UNITED STATES
NOW DEPUTY CHAIR, OF THE TD BANK
GROUP TO OUR STUDIOS.

Frank is in his late fifties, clean-shaven, with short brown hair. He's wearing a gray pinstripe suit, white shirt, and striped yellow and blue tie.

Steve continues lovely to have you in that
chair, Mr. McKENNA.

Frank says THANK YOU, STEVE.

Steve says WHEN YOU HEARD THAT
DONALD TRUMP, I THINK HE FIRST
SAID TEAR UP AND THEN
RENEGOTIATE NAFTA, WHAT WENT
THROUGH YOUR HEAD?

Frank says OBVIOUSLY
CONSTERNATION.
WHAT A LEGAL STRUCTURE GUIDING
IT, WE WOULD HAVE ENDLESS
LITIGATION AND ENDLESS
HARASSMENT ON THE BORDER.

Steve says HE DROPPED THIS
DURING HIS CAMPAIGN OBVIOUSLY
FOR THE PRESIDENCY, AND THEN
WHEN HE WON AND REITERATED THAT
COMMITMENT, EVEN MORE CONCERN ON
YOUR PART AT THAT POINT?

The caption changes to "Frank McKenna. TD Bank Group."
Then, it changes again to "Looking back."

Frank says WELL, I
WOULD SAY SO.
YOU KNOW, HE'S GOT A
CONSTITUENCY THAT HE'S RATHER
PROUD OF, A BASE, IF YOU WOULD
CALL IT THAT.
A LOT OF THEM IN THE RUST BELT
AREAS, IN MICHIGAN AND
PENNSYLVANIA, OHIO, AND SO ON,
AND THESE PEOPLE CARE A LOT
ABOUT BLUE COLLAR JOBS, FACTORY
JOBS, AND THEY THINK NAFTA HAS
DESTROYED SOME OF THOSE JOBS.
I THINK HE'S CATERING TO THAT
BASE WITH HIS RHETORIC.

Steve says NOW THAT HE'S THERE
AND INTENDING TO MOVE FORWARD ON
RENEGOTIATING THIS AGREEMENT,
WHAT SHOULD WE DO?

The caption changes to "Frank McKenna. Former Canadian Ambassador to the U.S."
Then, it changes again to "Looking forward."

Frank says WELL, I
THOUGHT FORMER GENERAL LESLIE'S
ADMONITION WAS RIGHT TO STAY
CALM AND CARRY ON.
WE'VE GOT TO BE CAREFUL WE DON'T
OVERREACT HERE.
HE'S THROWING OUT A NEW BOMB
BLAST EVERY DAY AND SOME OF THEM
HE'S STARTING TO BECOME QUITE
DEFENSIVE BECAUSE HE'S RILED A
LOT OF PEOPLE UP.
I THINK WE SHOULD JUST BE
CAREFUL ABOUT NOT OVERREACTING
AND WAIT UNTIL HE COMES TO US
WITH HIS PROPOSAL, IN THE
MEANTIME PREPARE A BARGAINING
POSITION.
BUT I THINK WE SHOULD LOOK AT
THIS VERY METHODICALLY AND
ENGAGE IN PROCESS.
PROCESS IS ALWAYS A FRIEND WHEN
YOU HAVE SOMEBODY ON THE OTHER
SIDE WHO IS VOLATILE.
I THINK PROCESS IS OUR FRIEND HERE.

Steve says JUST FOLLOW UP ON THAT.
WHAT DO YOU MEAN PROCESS IS OUR FRIEND?

Frank says GET INTO
NEGOTIATIONS.
JUST DON'T REACT TO BOMBAST,
DON'T GET INTO A TWITTER WAR,
DON'T USE INFLAMED RHETORIC OR
SANCTIMONIOUS RHETORIC.
DEAN ATKINSON ONCE ACCUSED
CANADA FROM TIME TO TIME OF
BEING THE STERN VOICE OF THE
DAUGHTER OF GOD.
THAT'S WHEN WE GET ON OUR HIGH
HORSE.
WELL, LET'S NOT DO THAT.
LET'S JUST ENGAGE.
GET OFFICIALS ENGAGED, EXPERTS
ENGAGED, AND GET INTO A PROCESS.
I THINK THAT'S OUR BEST HOPE OF
GETTING A GOOD RESULT.

Steve says DAVID MacNAUGHTON
IS OF COURSE THE GUY NOW WHO HAS
THE JOB THAT YOU USED TO HAVE.
CAN YOU PUT US INSIDE THE WALLS
OF OUR EMBASSY IN WASHINGTON AND
SORT OF GIVE US A SENSE OF WHAT
HE'S PROBABLY DOING AT THIS VERY
MOMENT TO DO WHAT YOU JUST DESCRIBED?

The caption changes to "Frank McKenna. Former premier of New Brunswick."

Frank says WELL,
THEY'VE GOT A VERY, VERY GOOD
EMBASSY STAFF AND THESE ARE
PEOPLE THAT ARE ALL VERY
KNOWLEDGEABLE IN THEIR AREAS.
WHAT'S DIFFERENT HERE IS WE HAVE
A NEW GOVERNMENT THAT'S VERY
DIFFERENT FROM ANYTHING THAT
WE'VE SEEN, AND SO THEY'RE ALL
TRYING TO GET UP TO SPEED ON THE
NEW PLAYERS, THE NEW
PERSONALITIES, AND WHAT
MOTIVATES THEM.
THEY WILL ALSO BE WORKING THEIR
NETWORKS ON CAPITOL HILL AND
TRYING TO UNDERSTAND THE FULL
DIMENSIONS OF THE ISSUES THAT
ARE GOING TO BE COMING AT US.
AND SO YOU CAN BE SURE THE
PROFESSIONALS ARE JUST DOING A
HECK OF A JOB.
I BY THE WAY HAVE TO SAY THIS.
I THINK THE GOVERNMENT OF CANADA
HAS REALLY LINED THEMSELVES UP
WELL HERE.
THEY HAVEN'T OVERREACTED AND
THEY'VE PUT A LINEUP FACING THE
AMERICANS THAT'S IMPRESSIVE AND
THAT I THINK CAN DEAL WITH THEM
QUITE SUCCESSFULLY.

Steve says THE FIRST REACTION
PRIME MINISTER TRUDEAU SAID,
WAS, WELL, HE WANTS TO
NEGOTIATE.
WE'LL DO THAT.
IS THAT THE RIGHT THING TO DO?

Frank says I THINK
THERE ARE SOME ISSUES THAT WE
HAVE WITH NAFTA THAT WOULD BE TO
OUR BENEFIT AS WELL, AND SO IF
WE GO INTO A NEGOTIATION, IT
WON'T BE A ONE-WAY NEGOTIATION.
THERE ARE A LOT OF ISSUES THAT
WE WOULD LIKE TO SEE CLARIFIED
AS WELL, AND I THINK, QUITE
FRANKLY, OUR NEGOTIATORS WILL GO
IN SAYING, LOOK, TWO CAN PLAY
THIS GAME.
WE'VE GOT LOTS OF THINGS WE WANT
TO TALK ABOUT AS WELL.

Steve says IF THERE'S ONE THING
MR. TRUMP PRIDES HIMSELF ON IT'S
THE GUY WHO DID "THE ART OF THE
DEAL."
THERE AIN'T NOBODY HE THINKS IS
GOING TO OUTNEGOTIATE HIM.
SHOULD WE NOT HAVE A BIT OF
TREPIDATION GOING INTO THIS THING?

Frank says I THINK ANY
TIME YOU'RE NEGOTIATING OR EVEN
DEALING WITH SOMEBODY WHO ACTS
LIKE A BULLY, YOU SHOULD BE
CONCERNED.
BUT HAVING SAID THAT, THERE ARE
STILL SOME FACTS ON OUR SIDE.
WE SHOULDN'T UNDERESTIMATE OUR
POSITION.
THIS IS A 900 BILLION DOLLAR
RELATIONSHIP AS YOU MENTIONED.
IT'S THE LARGEST IN THE WORLD.
BUT IT'S NOT A ONE-WAY
RELATIONSHIP.
OUT OF THAT ENTIRE RELATIONSHIP,
LAST YEAR CANADA HAD A MODEST,
ALMOST FRACTIONAL BALANCE OF
PAYMENT SURPLUS OF ABOUT
9 BILLION DOLLARS.
THE MEXICAN BORDER, ON THE OTHER
HAND, IT'S A 60 BILLION DOLLAR
DIFFERENTIAL ON A MUCH SMALLER
BASE.
WE START FROM A POSITION OF
STRENGTH.
NOT ONLY THAT, WE'RE THE MAJOR
PURCHASER FOR ABOUT 40 OF THE
STATES.
OF ANY OTHER COUNTRY IN THE
WORLD, WE BUY THE MOST FROM 40
OF THE STATES OF THE UNION.
THAT'S NOT INSIGNIFICANT.
AND WE'RE THE BIGGEST ENERGY
PROVIDER, BIGGEST OIL PROVIDER,
BIGGEST GAS PROVIDER, BIGGEST
HYDRO PROVIDER, URANIUM, EVERY
ENERGY SOURCE IN THE WORLD.
SO WE CONTRIBUTE TO THEIR ENERGY
SECURITY.
WE'RE MAJOR PURCHASERS OF THEIR
GOODS.
WE'RE A MEMBER OF THEIR SECURITY
ALLIANCE, FIVE EYES THAT TAKES
PLACE AROUND THE WORLD, AND
WE'RE PART OF NORAD, NORTH
AMERICAN DEFENCE.
SO WE HAVE A LOT OF ENTRENCHED
RELATIONSHIPS THAT I THINK WILL
STAND US IN GOOD STEAD.
AND WE HAVE A LOT OF FRIENDS.

Steve says IF I READ BETWEEN THE
LINES THOUGH, IT SOUNDS LIKE
YOU'RE SAYING, LETS REMIND THE
AMERICANS THAT WE'RE NOT MEXICO.
WE'RE NOT THE PARTNER ON THE
OTHER SIDE OF THE BORDER YOU'RE
HAVING A PROBLEM WITH --- THAT'S
MEXICO. IS THAT RIGHT?

Frank says YES AND NO.
I WOULDN'T USE THOSE WORDS,
'CAUSE I DON'T THINK THAT WE
SHOULD ABANDON MEXICO PER SE.
I THINK WE SHOULD MAKE THE CASE
FOR CANADA. AND THERE'S A
DIFFERENCE THERE. THIS IS A BIT
OF A TERRIBLE COMPARISON ... BUT
I THINK PEOPLE WILL UNDERSTAND
WHAT I'M TALKING ABOUT ... GOING
BACK TO THE DAYS OF THE
HOLOCAUST WAS THIS VERY FAMOUS
SAYING: THEY CAME FOR THE
SOCIALIST, BUT I WASN'T ONE, SO
I SAID NOTHING. THEY CAME FOR
THE TRADE UNIONIST, I WASN'T
ONE, I SAID NOTHING. THEY CAME
FOR THE JEWS, I SAID NOTHING, I
WASN'T ONE. THEN THEY CAME FOR ME.

Steve says AND THERE WAS NO ONE LEFT...

Frank says EXACTLY. SO I
DON'T THINK WE SHOULD BE TOO
QUICK TO ABANDON LONG STANDING
ALLIANCES AND RELATIONSHIPS, WE
SHOULD SIMPLY PUT OUR OWN BEST
FOOT FORWARD.

Steve says IF YOU WERE THE
AMBASSADOR DOWN THERE RIGHT NOW,
DO YOU THINK IT WOULD BE OF
VALUE TO TRY TO GET A MEETING
WITH THE PRESIDENT HIMSELF, TO
MAKE THAT CASE DIRECTLY TO HIM
BEFORE THE FORMAL PROCESS
STARTS?

Frank says OUR PRIME MINISTER?

Steve says OUR PRIME MINISTER
OR OUR AMBASSADOR?

Frank says WELL, I
THINK OUR AMBASSADOR WILL
PROBABLY HAVE OCCASION TO BE AT
THE WHITE HOUSE.
THAT HAPPENS FREQUENTLY.
BUT I THINK THE FIRST MINISTER'S
RELATIONSHIP IS CRITICALLY
IMPORTANT.
IT'S MY UNDERSTANDING THAT PRIME
MINISTER TRUDEAU WILL BE IN
WASHINGTON AT SOME POINT TO MEET
WITH THE PRESIDENT.
THAT WOULD ALL BE GOOD.
BUT AT THE END OF THE DAY I
THINK WE NEED TO ENTER INTO
NEGOTIATIONS RESPECTFULLY, BUT
CONTINUE TO REMIND THE PRESIDENT
AND HIS ALLIES, BECAUSE
REMEMBER, THE UNITED STATES HAS
NEVER RENOUNCED A TRADE DEAL
SINCE 1866.
SO THEY'VE A LONG TRACK RECORD
OF RESPECTING THEIR TRADE DEALS.
THEY CAN'T RENOUNCE IT WITHOUT
GIVE 6 MONTHS NOTICE AND
PROBABLY GOING THROUGH CONGRESS.
SO IT'S NOT THAT SIMPLE FOR THEM
TO DISASSEMBLE ALL OF THIS, AND
ONCE WE GET INTO NEGOTIATIONS, I
THINK THEY WILL BE PROTRACTED
BECAUSE THE ISSUES ARE COMPLEX.
WE'RE NOW DEALING WITH ISSUES OF
INTELLECTUAL PROPERTY AND THE
DIGITIZED WORLD WE LIVE IN AND
SO MANY OTHER ISSUES, MUCH MORE
COMPLEX THAN THE FACTORY GOODS
THAT FORMED THE BASIS OF THE
ORIGINAL NAFTA.

Steve says ONE OF THE THINGS
THAT I HAVE HEARD YOU AND SOME
OF YOUR PREDECESSORS SAY
FREQUENTLY, ACTUALLY, IS THAT WE
TEND TO SOMETIMES
OVER-PERSONALIZE THE
RELATIONSHIP BETWEEN CANADA AND
THE UNITED STATES TO BE BETWEEN
OUR PRIME MINISTER AND THEIR
PRESIDENT AND WE FORGET ABOUT
THE FACT THAT CONGRESS IS AN
EQUAL BRANCH OF THE GOVERNMENT.
SO, AGAIN, IN TERMS OF TRYING TO
SET UP THAT PROCESS, IS THERE
ANYTHING THAT OUR PEOPLE OR OUR
AMBASSADOR OUGHT TO BE DOING
Vis-à-vis CONGRESS, NOT
NECESSARILY JUST THE WHITE HOUSE?

The caption changes to "Our cousins to the south."

Frank says ABSOLUTELY.
IT'S A GREAT QUESTION.
WE NEED TO OPERATIONALIZE EVERY
SINGLE ASSET AT OUR DISPOSAL,
AND WE HAVE LOTS.
CANADIAN PREMIERS, FOR EXAMPLE,
ARE ALWAYS FRIENDS WITH
GOVERNORS IN NEIGHBOURING STATES
AND WE HAVE ALLIANCES WITH THEIR
PARTICULAR GROUPING OF
GOVERNORS.
THOSE ARE IMPORTANT
RELATIONSHIPS.
THE BORDER STATES, THE SENATORS
FROM THOSE STATES, THESE ARE
GOING TO BE KEY STATES, THESE
NORTHERN STATES.
WE HAVE LONGSTANDING FRIENDSHIPS
WITH THEM AND ALLIANCES ON A
WIDE VARIETY OF ISSUES AND WE
NEED TO ENLIST THEM.
WE ALSO NEED TO USE PEOPLE WHO
ARE IMPLEMENTERS WITH THIS NEW
LINEUP.
BRIAN MULRONEY IS AN EXAMPLE OF
THAT.
CONRAD BLACK WOULD BE AN EXAMPLE
OF THAT.
BUT THERE ARE OTHERS AS WELL.
EVERYBODY... I SHOULDN'T SAY
EVERYBODY... A LOT OF PEOPLE IN
THE OIL PATCH KNOW THE NEW
ENERGY MINISTER VERY WELL
BECAUSE HE WAS THE CEO OF EXXON,
AND THEY HAVE A RELATIONSHIP
WITH HIM.

Steve says NEW SECRETARY OF STATE.

Frank says NO...
SECRETARY OF STATE, THAT'S RIGHT.

Steve says REX TILLERSON.

Frank says EXACTLY.
THAT'S RIGHT.
I STAND CORRECTED.
SO THAT'S AN IMPORTANT
RELATIONSHIP.
THERE ARE OTHERS IN CANADA WHO
KNOW WILBUR ROSS.
THOSE ARE ALL IMPORTANT, TO USE
THOSE RELATIONSHIPS, TO RUN ALL
THOSE TRAP LINES SIMULTANEOUSLY.

Steve says ONE OF THE THINGS
THE PRESIDENT HAS SAID IS THAT
HE THINKS THE DISPUTE SETTLEMENT
MECHANISM THAT WAS A PART OF
NAFTA, MEANING WHEN THE TWO
SIDES CAN'T AGREE, IT GOES TO
THIS INDEPENDENT PANEL AND THEY
LOOK AT ALL THE EVIDENCE AND
THEY COME UP WITH A RULING, HE
THINKS AMERICA GETS
SHORT-CHANGED FAR TOO OFTEN AND
THAT AMERICA HAS GIVEN UP FAR
TOO MUCH SOVEREIGNTY TO THAT
PANEL AND HE WANTS AN END TO THAT.
IS HE RIGHT ABOUT THAT?

Frank says NO, HE'S
DEAD WRONG ABOUT THAT.
IN FACT, I'M OF THE OTHER VIEW,
IS THAT WE'VE BEEN RIPPED OFF ON
ALMOST EVERY HEARING WE'VE HAD.

Steve says WE, CANADA.

Frank says CANADA.
WE LOSE THEM ALL.
IF YOU LOOK... I DON'T KNOW, THE
PULP AND PAPER MILL SITUATION IN
NEWFOUNDLAND... I COULD JUST
TAKE YOU THROUGH A HOST OF
ISSUES THAT WE HAVE GONE TO
PANELS ON AND LOST.
SO WE TEND TO LOSE.
THE AMERICAN ISSUE IS DIFFERENT
FROM WINNING AND LOSING.
THEY JUST INHERENTLY, IT'S IN
THEIR GENES, GIVING UP
SOVEREIGNTY.
THEY DON'T LIKE ANYBODY ELSE
HAVING SOVEREIGNTY.
BUT THEY FORGET THAT THE W.T.O.,
GATT RULES, G-A-T-T RULES, AND
W.T.O. HAVE A DISPUTE RESOLUTION
MECHANISM AS WELL AND THE
AMERICANS HAVE TAKEN MORE CLAIMS
TO THAT FOR DISPUTE RESOLUTION
THAN ANY OTHER COUNTRY IN THE
WORLD BY A WIDE MARGIN.

Steve says SO THEY PLAY HARDBALL.

Frank says THEY USE IT,
THEY PLAY HARDBALL, AND THEY
TEND TO WIN.
HE MIGHT HAVE AN ISSUE WITH
GIVING UP SOME JURISDICTION.
BUT AT THE END OF THE DAY, IF
YOU'VE GOT A RELATIONSHIP, THERE
HAS TO BE SOME MEANS OF
RESOLVING OUTSTANDING ISSUES.

Steve says SO AS FAR AS OUR
COUNTRY IS CONCERNED, WE'RE INTO
A SITUATION NOW WHERE WE'RE
GOING TO HAVE TO RENEGOTIATE
NAFTA.
WHAT'S A BEST... YOU KNOW, A
BEST CASE SCENARIO FOR US AFTER
ALL OF THE NEGOTIATIONS ARE
FINISHED?

Frank says WELL, I
THINK IT WOULD BE GOOD IF WE
KEEP NAFTA OR THE F.T.A.
REMEMBER, NAFTA REPLACED THE
F.T.A. I WAS PART OF AND PRIME
MINISTER MULRONEY AT THE TIME.

Steve says JUST BETWEEN CANADA
AND THE UNITED STATES.

Frank says RIGHT.
AND THAT WORKED VERY
EFFECTIVELY.
AND THEN OF COURSE MEXICO CAME
IN AND ARGUABLY THE DISPARITY IN
WAGES AND ENVIRONMENTAL
STANDARDS AND SO ON IN MEXICO
MAY HAVE CREATED MORE ARBITRAGE
WITH THE UNITED STATES THAN WAS
HEALTHY.
WE COULD ARGUE THAT.
BUT I WOULD SAY THAT IF WE
CONTINUE WITH A RULES-BASED
RELATIONSHIP, MODERNIZED TO
REFLECT ELECTRONIC COMMERCE,
INTELLECTUAL PROPERTY AND
SERVICES, 70 percent OF THE CANADIAN
ECONOMY NOW IS GENERATED BY
SERVICES.
THE ORIGINAL NAFTA WAS MUCH MORE
DEVOTED TOWARDS GOODS.
SO IF IT COULD BE MODERNIZED IN
THAT WAY, I THINK THAT WOULD BE
A GOOD RESULT.

Steve says BUT IT WILL MORE
THAN LIKELY, DO I HEAR YOU SAY,
IT WILL MORE THAN LIKELY BE A
BILATERAL AGREEMENT BETWEEN TWO
COUNTRIES AS OPPOSED TO A
RENEGOTIATED THREE-WAY DEAL?

Frank says I THINK THE
END RESULT WILL BE A THREE-WAY
DEAL.
BUT THE RELATIONSHIPS MAY TAKE
PLACE BILATERALLY BETWEEN U.S.,
MEXICO, AND CANADA-U.S., AND
PROBABLY CANADA-MEXICO.
AT THE END OF THE DAY, UNLESS
THE PRESIDENT WANTS TO BE VERY
EXTREME IN HIS VIEWS, HE WILL
NOT TEAR UP THE THREE-COUNTRY
RELATIONSHIP COMPLETELY.
REMEMBER, TWO-THIRDS OF THE
AGRICULTURAL PRODUCTS EATEN IN
THE UNITED STATES OF AMERICA
COME FROM MEXICO, AND MEXICO IS
A MAJOR CONTRIBUTOR TO THE U.S.
ECONOMY IN TERMS OF A LOT OF THE
IMPORTS.

Steve says LET ME JUST ASK YOU
IN OUR LAST MINUTE HERE.
YOU WERE THE AMBASSADOR, WHAT,
TWELVE OR SO YEARS AGO, 10, 11,
12 YEARS AGO, HOW WOULD YOU LIKE
THE JOB TODAY?

The caption changes to "tvo.org/theagenda."

Frank says I'D LOVE THE
JOB TODAY JUST BECAUSE OF THE
MAGNITUDE OF THE CHALLENGE.
I CERTAINLY WOULD BE A TRADE
DOWN ON OUR CURRENT AMBASSADOR
AND SOME OF THE ONES WE'VE HAD
SINCE.
BUT I WOULD LOVE TO BE THERE.
THIS IS LIKE DRINKING FROM THE
WORLD'S BIGGEST FIRE HOSE.
YOU'RE RIGHT AT THE CENTRE OF
POWER.
ROBIN WILLIAMS MADE A STATEMENT,
THE COMEDIAN WHO IS
UNFORTUNATELY DECEASED, BUT HE
MADE A STATEMENT ONCE IN CANADA,
HE WAS HERE, AND HE SAID, I FEEL
SORRY FOR YOU CANADIANS.
IT'S LIKE A NICE FAMILY LIVING
OVER A BIKER BAR.
AND RIGHT NOW WASHINGTON WOULD
BE THE WORLD'S BIGGEST BIKER BAR
AND IT WOULD BE A LOT OF FUN TO
BE THERE.

The caption changes to "Producer: Meredith Martin, @MeredithMartin."

Steve says SO WE KNOW WHO THE
HEAD OF THE HELLS ANGELS IS IN
THAT BAR. WE KNOW WHO THE BAR
TENDER IS AT THE MOMENT.
MR. McKENNA, IT'S REALLY GOOD OF
YOU TO JOIN US AT TVO TONIGHT
AND HELP US UNDERSTAND THIS
SITUATION A WHOLE LOT BETTER.
THANKS SO MUCH.

Frank says THANK YOU.
