A slate appears with the caption “Insulation Energy.”

The narrator says IT COSTS FAR LESS TO CONSERVE
THE ENERGY RESOURCES
WE'VE GOT THAN TO
DEVELOP NEW ONES.
THE MASSIVE 1.5 BILLION DOLLAR
INSULATION PROGRAMME
FINANCED BY THE CANADIAN
GOVERNMENT MAY, WITHIN
THE NEXT FEW YEARS, BRING
ABOUT A ZERO GROWTH RATE
IN ENERGY CONSUMPTION.
IT STARTED IN PRINCE EDWARD
ISLAND AND NOVA SCOTIA
IN 1977 TO HELP
OFFSET A VERY HIGH
MARITIME DEPENDENCE
ON OFFSHORE OIL.
HOMEOWNERS COULD APPLY FOR
A 350 DOLLAR ONE-TIME GRANT
TO COVER MATERIALS, OR UP
TO 500 DOLLARS TO COVER THE COST
OF MATERIALS AND LABOUR
FOR CONTRACT WORK
TO REFIT RESIDENCES.
THE RESPONSE WAS
PHENOMENAL.
IN P.E.I., OVER 20,000
HOUSES HAVE BEEN APPROVED
FOR INSULATION REFIT AT A
COST OF NEARLY 8 MILLION DOLLARS,
ALMOST 61 PERCENT OF
THE TOTAL HOUSING STOCK
IN THAT PROVINCE.
THE PROGRAMME WENT NATIONAL
IN SEPTEMBER 1977.
NAMED C.H.I.P., FOR CANADIAN
HOME INSULATION PROGRAMME,
THE PROGRAMME OPERATES
FROM MONTREAL.
BATTERIES OF TELEPHONE
OPERATORS FIELD CALLS TOLL-FREE
FROM ANYWHERE IN CANADA
TO ANSWER QUESTIONS
AND GET APPLICATIONS
MOVING.
A GOOD DAY AVERAGES
500 CALLS.
TO DATE, 113,000 INFORMATION
KITS HAVE BEEN MAILED OUT,
AND 21,500 APPLICATIONS APPROVED
AT AN AVERAGE 225 DOLLARS EACH.
C.H.I.P. RESULTS HAVE
ALREADY FILTERED THROUGH
TO THE CANADIAN
INSULATION INDUSTRY.

A fast clip shows images of the manufacturing process of insulation material.

The narrator says PRODUCTION OF INSULATION
IS UP, PLANT INVESTMENT
AND PRODUCTION
RUNS HAVE INCREASED
TO MEET DEMAND, AND MORE
JOBS ARE AVAILABLE.
UNDER THE CANADIAN HOME
INSULATION PROGRAMME,
WHEN C.M.H.C. SPENDS
TAXPAYERS' DOLLARS
TO SAVE ENERGY, IT
STAYS SAVED.
THE ONE-SHOT C.M.H.C. INCENTIVE
TO INVEST IN INSULATION,
KEEPS EACH HOME HEATED
MORE EFFICIENTLY
FOR A LIFETIME
OF SAVINGS.
ONLY INSULATION

ARE ELIGIBLE FOR REFUND.
UNDER THE C.H.I.P. PROGRAMME,
TWO-THIRDS OF INSULATION
MATERIAL COSTS MAY BE REFUNDED
FOR A ONE-TIME GRANT
OF 350 DOLLARS; LABOUR COSTS
ARE NOT REFUNDABLE,
BUT MANY HOMEOWNERS DO
THE WORK THEMSELVES.
THE C.H.I.P. PROGRAMME
WAS RECENTLY EXTENDED
TO INCLUDE HOMES BUILT BEFORE
1946 WITH THE INTENTION
OF BRINGING THE DATE
FORWARD IN STAGES,
AS APPLICATIONS ARE PROCESSED
AND FUNDS AVAILABLE.

Fast clips show images of homeowners working on insulating their houses.

The narrator says C.M.H.C.'S CANADIAN HOME
INSULATION PROGRAMME,
IS ONE GOVERNMENT VENTURE
WHICH HAS PAID OFF:
FUNDS ARE BEING RETURNED
TO THE TAXPAYER,
HOMES INSULATED, JOBS CREATED,
AND A REAL DENT MADE
IN ENERGY CONSUMPTION.
BY 1985 CONSERVATIVE ESTIMATES
PLACE ENTIRE SAVINGS
FOR INSULATION AT AROUND
50 MILLION BARRELS OF OIL
AND AS MUCH AS 1 BILLION DOLLARS
IN OUR BALANCE OF PAYMENTS.

A slate appears with a caption that reads “A production of TV Ontario. The Ontario Educational Communications Authority. 1979.”
