Transcript: How are the regulations for daycare workers established? | Aug 04, 2021

Stephanie is in her early twenties, with long straight light brown hair with highlights. She wears a tank top and a purple cardigan.

She says HI, MY NAME IS STEPHANIE,
AND I'M FROM TORONTO.
AND MY QUESTION IS, HOW
ARE THE REGULATIONS
FOR DAYCARE WORKERS
ESTABLISHED?

Frances Gelinas is in her fifties, with short wavy light brown hair with bangs. She wears a black turtleneck, a dark leather jacket with golden rims and a pair of pendant earrings.

She says HELLO, MY NAME IS
FRANCE GELINAS.
I'M THE MPP FOR NICKEL BELT
AND THE HEALTH CRITIC
FOR THE NEW DEMOCRATIC
PARTY OF ONTARIO.
THE QUESTION THAT
WAS ASKED TO ME IS
HOW ARE THE REGULATIONS
FOR THE CHILDCARE WORKERS
MADE IN ONTARIO?
WELL, BASICALLY
IT STARTS WITH
THE MINISTRY OF
CHILDREN AND YOUTH.
THE MINISTRY OF CHILDREN AND
YOUTH HAVE TWO MAIN ACTS
THAT THEY HAVE BILLS THAT
THEY HAVE WORKED ON,
THE NURSERY BILL AND THE EARLY
CHILDHOOD EDUCATOR BILL.
TO PASS A BILL, YOU HAVE TO COME
TO THE LEGISLATIVE ASSEMBLY.
IT WILL GO THROUGH
FIRST, SECOND READING.
THEN AFTER SECOND READING,
IT GOES TO COMMITTEE,
THEN IT GOES TO
THIRD READING.
AND IF IT PASSES, IT
GETS ROYAL ASSENT.
FOR THE EARLY
CHILDHOOD EDUCATOR,
THIS BILL DID GO
THROUGH THE HOUSE.
SO THIS IS HOW
LEGISLATION WAS DONE.
ONCE YOU HAVE
LEGISLATION,
THEN IT'S BACK TO THE
MINISTRY OF CHILDREN
AND YOUTH FOR REGULATION.
AND IN CONSULTATION
WITH STAKE HOLDER,
THE MINISTRY WOULD LAY OUT
MORE AND MORE SPECIFIC
REGULATION FOR
THE DAY NURSERY.
OR FOR THE EARLY
CHILDHOOD EDUCATOR.
THOSE THEN BECOME
ATTACHED TO THE LAW,
AND THEY'RE KNOWN
AS REGULATION.
AND THEY PROTECT THE
PUBLIC OF ONTARIO.
AND THEY GIVE GUIDELINES
TO THE PROFESSION
EITHER THROUGH THEIR COLLEGE,
WHICH HAS JUST BEEN
NEWLY FORMED, OR DIRECTLY
FROM THE MINISTRY
TO THE PEOPLE WHO PROVIDE
THE CARE TO THE CHILDREN.
AND THIS IS HOW REGULATION
IS MADE IN ONTARIO.
