The Debate: Toronto: World Class or Second Class?

In 1987, the actor Peter Ustinov called Toronto "New York, run by the Swiss." Now that could be taken in a couple of ways: it could mean Toronto is exciting and well-run, or Toronto is big and uptight. Either way, is it a description that still fits?
