I wish prof. Farrell had mentioned Ireland's gender balanced representation in the EU parliament, where 6 out of the 13 representatives elected in 2004 using the same STV system are women. I think that would have been more appropriate than talking about a hypothetical case of STV in the Netherlands, in showing how STV can only reflect the will of the parties and of the voters: if they desire gender balance, they can get it with STV; if they don't desire gender balance ...
